SUMMARY:
Anne Hiney brought forth this request for the Blackland Prairie Playground Foundation to have part of
their tad Annual Spring Fest in Founders Park. This event includes the tractor races that will take place at
the WISD Agricultural Center. The logistics of using Founders Park have not been completed yet, but
approval of this request would be needed for the Foundation to sell any items at Founders Park. Founders
Park would be mainly used for the crafters and concession areas.

Helpful Information
The City of Wylie has an exclusive contract that allows the sale of only Pepsi products within all park, recreation, community center facilities, and
other city facilities. If food is prepared on-site or if food is prepared off-site and brought to the location to be sold,the vendor must contact the City
Inspections Office at 972-442-8150 in order to obtain a Health Permit prior to the sale of such products. An Inspector must examine the food
preparation of food storage equipment to assure the health and safety of customers.
Section 78-150 of the City Code of Ordinances states:It shall be unlawful for any person to solicit for sale,vend,peddle,sell or offer to sell any cold
drinks,cigars,tobaccos,cigarettes,fruits,candies,goods,wares or merchandise of any kind or nature whatsoever within the city park or recreation
or community center facility;provided,however,that this section shall not apply to any person,organizations,firms or corporations,or the agents of
any person,or organization,firm or corporation,or employees of any person who are recommended by the parks and recreation board and approved
by the city council to operate a concession or concessions for the sale of specified goods,wares,and merchandise within the city park or recreation
or community center facilities of the city.

Consider and act upon recommending names for the 4th of July Concert and Fireworks show scheduled for
Friday,June 30,2006.

SUMMARY:
Mark Witter, Public Information Officer and Robert Diaz,Asst. Superintendent created a naming contest
in order to involve the public with the 4th of July event that began in the summer of 2005. The 4th of July
event was not formerly named,it was a part of the"Live in Wylie" summer concert series. The 2005 event
was a success therefore another event is now scheduled for Friday,June 30,2006. A contest began back in
October 2005 in the EWYLIE (electronic newsletter) and on the main page of the city website. Entries
could be emailed or mailed to Robert Diaz through December 16,2005. The names the Board is reviewing
are the top four names that have been reviewed by staff. The top four names need to be reviewed and
considered by the Board and these will then be forwarded to the City Council for their review.
Approximately 40 entries were reviewed by staff and the top 4 were the following: WylieWorks 2006,
Wylie's Family,Fun and Fireworks,Wylie's Sparkling Spectacular, and Red,Hot and Blue Wylie
Celebration. Remember that any combination of these names can be chosen,staff would like to see a list of
at least three names for the City Council to choose from.

Continue preparations for the joint City Council and Parks and Recreation Board meeting on January 10,
2006.
RECOMMENDED ACTION:

SUMMARY:
Over the past few months staff has worked to secure a joint meeting with the City council to discuss
various issues. The November and December meetings will be an opportunity for staff and the Board to
brainstorm and organize an agenda to present to the City Council. Items that need to be addressed are
joint uses of WISD and City facilities, league sanctioning issues,various fee changes(athletic fees and park
pavilion rental fees), and locations for new facilities that were approved in the bond package. This will
also be an opportunity for the staff and Board to add any new items that might need to be discussed other
than the items listed above.
From the November 28 meeting the Board discussed many issues that could be discussed at the January 10
meeting. The focus narrowed to three areas Wells property development,WISD relationships, sports
league sanctioning. Members present at the November 28 meeting all commented that they would like to
continue discussions regarding the January 10 meeting at the December 19 meeting to finalize meeting
topics. Board members also requested some documents (maps) that would assist in their discussions; these
documents are provided in the December 19 packet.

SUMMARY:
At the November 28 meeting Anne Hiney suggested that staff meet with Gary Devries,Architect for BRW
Architects Inc., regarding land use and LEED constructions techniques. Anne saw a presentation by Gary
at the TRAPS Regional Conference in Frisco and thought it would be good for staff to begin to look at
these techniques in regards to the future development of the Wells Property. Staff meet with Gary and he
discussed the various issues regarding the current land use practices such as parking lot runoff,lighting,
reuse water for landscape irrigation. He also discussed the LEED or Leadership in Energy and
Environmental Design certification that many cities are now adopting as their construction standards to
better protect the environment. This meeting was beneficial to staff and will be discussed further detail at
the December 19 meeting.
