Dear Mayor Mondy:
We received a request for information from Mr.Michael Sferra,City of Wylie Public Services Director,on
February 4,2005,regarding the City of Wylie's closed municipal solid waste(MSW)landfill.The permit
for this facility was revoked on May 25,2000.In response to Mr.Sferra's first question,the City of Wylie
may remove the sign attached to the perimeter fence.The City has no obligation to continue restricting site
access, as the permit has been revoked. Mr. Sferra also asked if there are any potentially negative
environmental impacts to property surrounding the site. There is a potential for off-site landfill gas(LFG)
migration years after the site has stopped accepting waste. Should this occur,the City would be contacted
to take corrective measures.It is due to the long term potential for gas migration that any on-site permanent
enclosed structures built within 1000 feet of any waste-holding area for a closed MSW landfill must be
designed and constructed in accordance with the criteria outlined in Title 30 Texas Administrative Code(30
TAC)§330.255(0(1-6)(relating to Post-Closure Land Use).This criteria includes the installation of venting
pipes and automatic methane gas sensors as part of a LFG monitoring system.
