PARKS AND RECREATION ADVISORY BOARD MINUTES
Monday, September 24, 2001
6:30 p.m. Council Chambers Conference Room
Municipal Complex, 2000 Highway 78 North
CALL TO ORDER
This meeting was called to order. Those present were Dan Chestnut,Ceca Repasky,Lisa Williams and
Jules Farmer. Greg Zimmerman, Steven Boyd and Anne Hiney were not in attendance.
CITIZEN PARTICIPATION
Kirk McDowell,President of WYSA was in attendance. No other citizens were in attendance.
APPROVAL OF MINUTES
1. A motion to approve the minutes from the August 20 meeting was made by Lisa
Williams. Ceca Repasky 2' the motion. The Board approved unanimously.
ACTION ITEM
2. Election of Chairperson and Vice-chairperson
Lisa Williams nominated Dan Chestnut for Chairperson and herself for Vice-chairperson. Jules Farmer 2"d
the nomination. The Board unanimously approved Dan chestnut for Chairperson and Lisa Williams for
Vice-chairperson.
3. Discuss and consider the updated contract for use of the Bart Peddicord Community
Center.
A motion was made by Ceca Repasky to change the deposit made by non-profit groups(i.e.girl scouts,boy
scouts) for regular meetings to $25 per contract period. A 2"d was made by Jules Farmer. Dan Chestnut,
Jules Farmer,and Ceca Repasky voted in favor of the motion. Lisa Williams voted against the motion. No
other comments were made regarding the contract.
DISCUSSION ITEM
4. Presentation given by Claude Thompson, Planning Director, on the status of Parkland
dedications at Birmingham Farms and Harvest Bend.
5. Park and Open Space Plan update-Board told of Council forming of Task Force at 9-25-
01 meeting.
6. Board updated on the Department's turning in grants for Trinity Trail and Quail Meadow
by the end of the week.
7. Board updated on status of lights, field status, and scheduling issues at Founders Park.
Kirk McDowell notified Board of some operational issues regarding Founders Park.
Board members Dan Chestnut and Lisa Williams notified staff that extreme measures are
taken regarding the contractors completing the lights at Founders Park (i.e. consulting
City Attorney and bonding company). Staff will notify Mike Sferra and Mindy Manson
next day.

8. Board updated on TRAPS regional conference in Plano on October and if they are
interested let staff know by next scheduled meeting.
9. Board notified that staff in cooperation with economic development has begun soliciting
funds from local merchants/businesses regarding scoreboards.
10. Presentation given by Claude Thompson, Planning Director, on status of Parkland
dedications on the Mannewitz property.

The meeting was adjourned at 8:30 p.m.with a motion by Lisa Williams and 2nd by Jules Farmer.
