Those present were Dan Chestnut,Greg Zimmerman,Lisa Williams, Anne Hiney,Steven Boyd,Jules Farmer,and Ceca Repasky. CITIZEN PARTICIPATION No one was present. APPROVAL OF MINUTES 1. A motion to approve the minutes from the May 21 meeting was taken. Board approved unanimously. DISCUSSION ITEM 2. All of the new Board members introduced themselves and staff showed a video from NRPA regarding Citizen Board member. 3. Julia McCall with Carter and Burgess and Andrea Thomas with National Service Research made a presentation regarding the scope of work on the Park and Open Space Master Plan process. 4. Staff reviewed the 4b requests with the Board. A motion was made by Anne Hiney and 2nd by Steven Boyd recommending staff not purchase the Santa train,banners for Ballard Street median,and the tree spade due to these items not being a current priority need. Board unanimously approved the motion. ACTION ITEM 5. Discuss and consider the concept plan for the proposed development of Dick Skorburg and Associates,North of Lakeside Estates. Staff and Ryan Beatts(Skorburg representative)presented the concept plan of the proposed subdivision. Board members were confused on the concept plan in relation to other dedicated areas and that the developer was also submitting a different proposal to the Planning and Zoning Commission. A motion was made by Lisa Williams for staff and the developer to present a more detailed description of the concept plan and for staff to provide maps showing all of the current/future dedicated areas throughout the City. Lisa stated that the details of the development in relation to other developments would assist in the Boards recommendation. The motion was 2nd by Ceca Repasky ADJOURNMENT The meeting was adjourned at 9:15 p.m. Due to not enough Board members being able to meet on the next scheduled meeting Aug. 27 the meeting will be moved to August 20. Parks and Recreation Advisory Board Agenda Communication for August 20, 2001 Issue Discuss and consider Concept Plan for the proposed development by Dick Skorburg and Associates, north of Lakeside Estates. Background A Concept Plan has been submitted for the Skorburg Planned Development, which is located directly north of the Lakeside Estates and east of Sage Creek. The Concept Plan contains 144 single-family lots. Based on the Parkland Dedication Ordinance,the requirements for this proposal would be either the dedication of approximately 2.16 acres of land or the payment of approximately $72,000 (144 lots x$500), or some combination of the land or payment. Financial Considerations The resubmitted Concept Plan calls for the dedication of approximately .079 acres of upland and approximately .75 acres of floodplain. The .079 acres of upland will reduce the dedication amount to approximately$69,367.00. Other Considerations The Park and Open Space Master Plan does reflect park dedication in the northeastern corner of the concept Plan area. Article VIII, Section 2 of the City Charter and Section 78-38 of the City Code identify the duties of the Park Board to serve in an advisory capacity to the City Council on the planning and development of parks and recreation facilities and the regulations governing their use. Board/commission Recommendation The Planning and Zoning Commission has not approved the PD and Concept Plan. This Concept Plan is set to be on the agenda for the September 4th Planning and Zoning Commission meeting. Staff Recommendations Accepting parkland fees in lieu of land or land or any combination of land and fees. Dedicated parkland in the northeastern corner would conform to the trail plan currently identified in the Parks and Open Space Master Plan. Attachments Concept Plan Development Prepared by 3?.)
