Discussion
These non-profit organizations have all discussed with staff the possibility of selling items as fundraisers for
their respective organizations. Staff has not finalized the specific items to be sold but proposed items would be
drinks and glow-in-the-dark items such as necklaces. Staff has worked with these organizations previously and
has no problems in the past. These organizations have shown interest in selling items but they have not
confirmed with staff yet. Due to the lengthy process to get approval for these organizations staff has begun this
process.

Helpful Information
The City of Wylie has an exclusive contract that allows the sale of only Pepsi products within all park, recreation, community center
facilities, and other city facilities. If food is prepared on-site or if food is prepared off-site and brought to the location to be sold, the
vendor must contact the City Inspections Office at 972-442-8150 in order to obtain a Health Permit prior to the sale of such products. An
Inspector must examine the food preparation and food storage equipment to assure the health and safety of customers.
Section 78-150 of the City Code of Ordinances states: It shall be unlawful for any person to solicit for sale,vend, peddle,sell or offer to
sell any cold drinks, cigars, tobaccos, cigarettes, fruits, candies,goods, wares or merchandise of any kind or nature whatsoever within
the city park or recreation or community center facility; provided,however,that this section shall not apply to any person,organizations,
firms or corporations, or the agents of any person, or organization, firm or corporation, or employees of any person who are
recommended by the parks and recreation board and approved by the city council to operate a concession or concessions for the sale of
specified goods,wares,and merchandise within the city park or recreation or community center facilities of the city.

Recreation Board meetings.

Discussion
Since the beginning of the 2007 staff has been communicating to the Board that discussion of items not posted
on the agenda is not appropriate. Staff has come up with ways to improve communications to Board members
through a retreat in February 2007 and the new PR Wylie email. In order to clarify this issue, Carole Ehrlich,
City Secretary, will be attending the meeting to discuss this topic and answer any questions Board members
may have. The following are comments that Carole has made to staff regarding this issue that should help to
clarify this issue to the Board.
4-24-07 email responses to Mike Sferra:
...Updates/discussion items should be done in the weekly memo not as discussion on the
posted agenda unless you need direction from the board. This only opens up the non
agenda items for further discussion and items not posted for discussion. If the majority
of the board wants an item discussed on the agenda than post it on the next agenda as
an action/direction item. If no direction is needed than cover it in the weekly memos.
I think if the staff does some type of weekly or bi-weekly memo this would work the
best. If board members have questions they would like an answer to, they can call and
ask the question (no quorum involved) then in the memo staff could summarize that
issue and bring all up to date if necessary. The issue is making sure the board is not

—1 discussing items not posted or outside the posted agenda. There are always questions;
like a council member may want to ask the City Manager about a street light in their
neighborhood or how the city handles a dangerous dog complaint. Those issues I think
are better addressed on a one on one conversation by phone or e-mail to staff.
Business that is posted on the agenda should be items that require action or direction
from the board and non posted items should be requested to be posted on the next
agenda or addressed by phone or e-mail to that board member. Does this make sense?

Bill Nelson, Parks and Recreation Superintendent, participated in a meeting in early May with Collin County
regarding trails throughout Collin County. In preparation for upcoming bond program the Collin County Parks
and Open Space Advisory Board is seeking input from communities outside of the Six City Trail Plan(Allen,
Plano, McKinney, Frisco,Richardson, and Garland) identifying proposed areas for trail development in their
respective cities. This information would be used to calculate how much of the bond could be dedicated to just
trails and land acquisition. Attached to the Agenda Report is a letter identifying these trail areas and the
approximate costs for trail development and land acquisition. Staff hopes to keep the Board updated on this
project and seeks input on the trails identified.

has indicated they would like to update this plan into a regional trail plan to include each
community in Collin County. Per the Board's request at the May 10,2007 meeting the
