In attendance were: Commissioner David Williams, Commissioner Randy Owens, Commissioner Diane Culver and Commissioner Jerry Stiller. Commissioner Mike McCrossin arrived late. Chair Ron Smith was absent. Staff present was Renae' 011ie, Planning Director, and Mary Bradley, Administrative Assistant. INVOCATION & PLEDGE OF ALLEGIANCE Commissioner Culver gave the invocation and Commissioner Owens led the Pledge of Allegiance. CITIZENS COMMENTS Chair Larson opened the Citizens Participation. With no one approaching the Commissioners, Chair Larson closed the Citizens Participation. CONSENT ITEMS 1. Consider and act upon approval of the Minutes from the April 21, 2015, Regular Meeting. Board Action A motion was made by Commissioner Owens and seconded by Commissioner Culver to approve the minutes as submitted. Motion carried 5 —0. Minutes May 5,2015 Wylie Planning and Zoning Board Page 1 of 3 REGULAR AGENDA Regular Agenda Item 1 Consider and act upon approval of a Site Plan for Allstate Fire Equipment developing a 9,347 square foot single story office/warehouse use, generally located at 1307 Century Way, Lot 2, Block C of Century Business Park. Staff Presentation Ms. 011ie stated that there is a correction, on the agenda, the Site Plan states developing a 3,843 square foot. It should state the site plan will develop a 9.347 square foot single story office/warehouse use on 1.23 acres. The proposed development does meet or exceed the design standards and exceeds landscape requirements. Staff recommends approval subject to additions and alterations are required by the City Engineering Department. The applicant was present. Board Action With no questions for the applicant or staff, a motion was made by Commissioner Stiller and seconded by Commissioner Culver to approve the Site Plan for Allstate Fire Equipment. Motion carried 5—0. Item 2 Consider and act upon recommendation to City Council for Preliminary Plat Kreymer Estates Phase 4, developing 78 lots, generally located south of east Brown Street and west of W.A. Allen Boulevard Staff Presentation Ms. 011ie stated that the Kreymer Estates Phase 4 plat will develop 78 single family residential lots. The development is an extension of Planned Development Ordinance 2012-04. Staff recommends approval subject to additions and alterations as required by the City Engineer. Public Comments Commissioner Culver questioned the number of access into the development. Mr. Jim Douglas, Douglas Properties, 2309 K Avenue, Suite 100, Richardson, stated that there are more than two entrances into the proposed development. Motion carried 5 —0. Item 3 Consider and act upon recommendation to the City Council for Final Plat HNI Townhome Addition on 10.060 acres, generally located south east corner of Westgate Way and Fleming. Staff Presentation Ms. 011ie stated that the plat will create 104 townhome residential lots. In lieu of parkland dedication, the applicant will pay fees in the amount of$156,000. The property is subject to Planned Development Ordinance 2014-40 (PD-TH) for Single-Family Attached development. Board Action A motion was made by Commissioner Owens, and seconded by Commissioner Culver, to recommend approval to the City Council for Final Plat HN1 Townhome Addition. Motion carried 5 —0. In accordance with Section 3.6.B of the Subdivision Regulations all lots shall have a minimum of 30 feet of frontage along a dedicated, improved street. Lot 2A does not conform to this requirement. However, because the topography and slope of the lot renders it undevelopable, staff does not have issue with it being a leftover remnant.
