06-08-2015 (Library) Minutes Library Advisory Board CITY OF WYLIE Library Board--Minutes Monday, June 8, 2015 — 7:00 pm Conference Room Smith Public Library 300 Country Club Rd., Bldg. 300 Wylie, Texas 75098 CALL TO ORDER Announce the presence of a Quorum. Members present: Mindy Ayers, Shirley Burnett, Kenneth Cash, Gerri Washington & Rachel Orozco, Board Liaison Members absent: Todd Abronowitz, Dorothy Corbin Brand & Sandra Stone CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and address. Board requests that comments be limited to three (3) minutes. In addition, the Board is not allowed to converse, deliberate or take action on any matter presented during citizen participation. No citizens were present at the meeting. PRESENTATION No presentation was given at the meeting. ACTION ITEMS The Library Board Minutes of Monday, May 11, 2015 were approved as presented. DISCUSSION ITEMS Collection Development Policy: Rachel has been reviewing the Collection Development Policy and provided copies to the Board members for their review. This hasn't been revised and reviewed by the Board in many years. This guides the way that staff does their ordering of items for the collection. Rachel is gathering data about the community to include. We track questions from patrons when asked about certain titles or subjects. To gather information, Rachel is using the 2010 Census as well as from the Council of Governments. The Council of Governments is the organization that does projections for our growth. In 2035 they project Wylie's population will be at approximately 51,000 which is about 10,000 less than they predicted when Rachel first came to the City. She talked to Planning and the way the City development configuration has been done there will be fewer houses than was originally predicted. The population growth in the City of Wylie impacts the number of hours the library is required to be open. We serve a lot of the surrounding cities and that makes us eligible to receive funding from the County. June 8, 2015 Library Advisory Board Regular Meeting Minutes Page 2 of 4 The Philosophy and Scope of Collection are kept general because things change over the course and interests and formats also change. We also break down categories of fiction, non-fiction, reference and electronic materials. The magazines and CD's are less popular because everything is available to download on devices. The collection is further evaluated by adult, youth and juvenile departments. Selection and deselection policies and procedures were reviewed. The CREW manual is used to assist in the deselection process. A report can be run that will give information as to when items were added to the collection and how many times they were checked out. We can also run a holds report that will tell us how many holds are on all items. When there are multiple holds on an item we will get some duplicates to help fulfill the hold requests. Donations are accepted and if possible we add them to our collection. If they can't be added they are given to the Friends group for public sale or further disposal as deemed suitable. We accept purchase requests that the librarians will review. If it is determined that the item will not be added to the collection the patron will be given the opportunity to borrow the item through the Library's Interlibrary Loan Service. Reconsideration of materials is utilized when a patron has an issue with something that is in our collection. Normally we talk to them, explain our process of selecting items for our collection and listen to their concerns. After discussing this with the Library Director if the patron is still concerned they are welcome to complete the "Citizen's Request for Reconsideration of Materials" form. Members were encouraged to review the policy before the next meeting so it can be discussed in further detail and any questions can be answered. STAFF REPORTS A question was raised at the last Board meeting as to whether there is a report that could be run by subjects of the items. Rachel reported that she has not found a report that will give this information. Reports can be run that give information such as which items or titles check out the most. Rachel emailed Craig Kelly to find out how he sends out the City Newsletter. He sends the newsletter out through the City website. Rachel is trying to find out if this is something we could use to send out library event information. Event information is already submitted to several publications as well as The Wylie News. Elizabeth Tate-George is also looking into something through Google that could be used to do the same thing. FY15-16 Budget: Budget requests that have been submitted will increase our overall budget by 5%. If staff is excluded the overall increase is only 1%. The main request is for an increase in the book and audio visual budgets. A request for an increase in these budgets has not been made since the new building opened. July 21 and 28 are the dates that the Departments will present their budgets to City Council. It has not been determined yet which date the Library's will be presented. As soon as the date has been set Rachel will let the Board members know. Upcoming Special Events: Summer Reading Club Kick-off Friday,June 12 from 9 a.m.to 12 p.m. We are partnering with the Recreation Center again. Wristbands are required for all children's programs.Space is limited due to fire code in the Multi-Purpose Room. Children's programs are appropriate for kids in elementary school. Tuesdays at 10:00am, 11:00am and 12:00pm: Wristbands handed out at 9:00am in the foyer on the day of the program.
