Municipal Complex, distributed to the appropriate news media, and posted on the City website:
www.wylietexas.gov within the required time frame. As a courtesy, the entire Agenda Packet has also been posted
on the City of Wylie website: www.wylietexas.gov.
The Board Chair requests that all cell phones and pagers be turned off or set to vibrate. Members of the audience
are requested to step outside the Council Chambers to respond to a page or to conduct a phone conversation.
The Wylie Municipal Complex is wheelchair accessible. Sign interpretation or other special assistance for disabled
attendees must be requested 48 hours in advance by contacting the City Secretary's Office at 972.516.6020.
Hearing impaired devices are available from the City Secretary prior to each meeting.

CALL TO ORDER
Announcing the presence of a Quorum,Board Chairman Matt Rose,called the meeting to order at 6:30 p.m.
Board Members present: Jim Ward,Dan Chesnut,Jeff Harris,Lisa Ulmer and Jeremy White. Emmett Jones was
absent from the meeting.
Staff members present: Parks and Recreation Superintendent,Robert Diaz and Park Board Secretary,Janet Hawkes.
ELECTION OF BOARD CHAIR AND VICE-CHAIR
Board Member Chesnut made a motion,seconded by Board Member Harris to nominate Board Member Matt Rose
for the open position of Chairperson. A vote was taken and passed 6-0. Board Member Chesnut made a motion,
seconded by Board Member Harris to nominate Board Member Ulmer for the open position of Vice-Chairperson. A
vote was taken and passed 6-0.
CITIZENS PARTICIPATION
No citizens addressed the Board.
BUSINESS ITEMS
1. Consider and act upon approving the Minutes from the May 20, 2013 meeting.
Board Action:
Board Member White made a motion,seconded by Board Member Chesnut,to approve the minutes from
the May 20,2013 meeting. A vote was taken and passed 6-0.
DISCUSSION ITEMS
• Community Park restroom project update.
Superintendent Diaz advised the Board that a contract with the architect had been finalized,and they have
ninety days to finalize design of the Community Park restroom project. In August or September,a
preliminary design based on the current concept should be ready for Board review. Project bids are
expected by year end,anticipated construction start date is late 2013 or early 2014,and project completion
will be spring 2014. The location of the restroom project should not affect spring league play. Bids
received in September or October will dictate a time frame for determining the Wylie Baseball
Association's portion for bleacher covers. Board Member Harris requested Superintendent Diaz have the
architect provide a 50 percent project drawing to present the Board at the August Board meeting.
• Municipal Complex Trail project update.
At this time,the project landscape architect should have preliminary design available for Board review at
the September or October meeting. City staff will provide the geotechnical engineering due to design
inclusion of a pedestrian bridge. Final construction documents and bids are estimated by year end or early
2014. Project plans will be presented,and public input will be included in the upcoming Park Board
meetings. Board Member Chesnut requested that the City Engineering staff take a further look at the
FM544 bridge as a possible option for future connectivity of the Municipal Complex Trail to Founders
Park. Until connectivity is decided pedestrians are able to cross at FM544 and FM1378. Superintendent
Diaz advised he will get with City Engineering staff to update future connectivity options.
• FY 2013-14 Budget update.
Superintendent Diaz stated that departmental meetings with City Council had taken place with City
Manager,Mindy Manson presenting general budget information. Wylie property values are up nearly five
and a half percent due to increased home appraisals,and City employee health insurance expense
decreased instead of the anticipated nine percent increase,both complimenting the City revenue numbers.
Public Safety is currently the biggest budget priority for the City this upcoming fiscal year therefore the
Parks and Recreation Divisions will not receive any requested positions. With no additional positions the
Parks Division will look to increase contract work. Utility and 4B funds will be discussed at next council
meeting,and the Agenda has been posted online including a detailed PowerPoint which will be presented
to Council.

There being no further business a motion to adjourn was made by Board Member Ward and seconded by Board
Member Harris. A vote was taken and passed 6-0. The meeting was adjourned at 7:14 p.m.
