Thompson stated that the property is located northwest of Woodbridge Phase 9, at the intersection of Creek Crossing Lane and Lost Highlands Lane. The property is a continuation of the Woodbridge Addition zoned PD 98-15. Consisting of mixed uses including a school site, single family, multi-family, golf course, parks, common open space and commercial uses. The property totals 49.097 acres and will create 174 residential lots. The entire PD is 921 acres in size. 409 acres and 1,650 single family lots within the city limits of Sachse. Thompson stated that this plat will extend the road to the north to create additional points of access. A motion was made by Commissioner Byboth, and seconded by Commissioner Ames, to recommend approval for Woodbridge Phase 10C Preliminary Plat to the City Council. Motion carried 6—0. WORK SESSION 1. Hold a work session with developers/builders to discuss revisions to the Zoning Ordinance. Chairman Larson opened up the floor for the builders to begin. Chairman Larson stated that this was not a public hearing but a work session. P &Z Commission Meeting September 6, 2005 Page 3 of 4 Scott Park, 915 Glen Meadow, Park Place Homes, Inc. spoke on the following issues concerning Requirements for the New Residential Development. Mr. Park stated that the proposed 18 inch roof eaves were too wide. He discussed in great detail the purpose of the overhang is typically for sophist, not necessarily shade. Typically a 10 inch overhang is constructed. Mr. Park also discussed requiring steel post for fences as opposed to wood, desirable exterior façade material should be 20% contrasting material not just limited to stone. Len Rao, 6808 Cedar Ridge Ct., David Weekly Homes spoke concerning the 2nd floor requirements. He stated that the masonry requirements should be reduced for the 2nd story of residential developments, and that masonry for enclosed chimneys should not be required. Mr. Rao stated that a chimney enclosed with masonry on the inside creates leaks. Mr. Rao reiterated Mr. Park's comments on the roof eaves. He said the steeper the roof pitch, the smaller the soffit. If an 18 inch or 24 inch is kept, it would not be proportionate with the steep roof pitch. Mr. Rao discussed the requirement for built-in storage. He states that this should be up to the owner to decide and is viewed as more of a personal need. Mr. Rao also discussed issues with the Infill Design Requirements. He stated that there are other procedures rather than pier and beam design. Discussed methods of raising the pad and installing a decorative cover wrap. He also cautioned the Commissioners on personal taste and suggested they be sensitive to cost. Other options included 100% brick plagues as opposed to stone, and porch requirements. Harry James, 1771 Independence Pkwy, Red Group Development discussed the concern to consider environmental criteria. Review standards and how it fits into the environment. Mr. James is currently developing Watermark Addition. Commented on different price points will require alternatives from the standards. Wes Major, 5822 Centennial Glen, Katy, Texas — David Weekly Homes stated that increase cost is a reality. To be successful, you must have a segmented product line appropriated for that market. Mr. Major's concern was that adding cost may not be giving the buyer the "best bang for the buck" and is that really added value to the customer. He also discussed other ways to achieve articulation rather than side entry garages. Eliminating front entry lends itself to more cookie cutter homes. Mr. Major questioned the timing of plats. What would determine the code to use? Thompson clarified that platting locks in the current code in use at that time. Scott Ramsey, 9696 Skillman — Herzog Development spoke on variability in Woodbridge. More diverse neighborhood would be more attractive. Herzog has had success in move-up type products and desires to bring them to Wylie. He will provide written comments to staff. P & Z Commission Meeting September 6, 2005 Page 4 of 4 Thompson discussed Nonconforming Uses and Structures. The intent is to permit such uses to continue. He also mentioned the termination of nonconforming uses when that use is discontinued or abandoned for a period of 6 month. Commissioners will review the ordinance and provide comments. Commissioner Byboth mentioned the need to review turning radius' for oversized trucks. Residential lots are all at least 8,400 square feet in size, as required by the approved Planned Development zoning.
