Thompson stated that the property is located northwest of Woodbridge Phase 9, at the
intersection of Creek Crossing Lane and Lost Highlands Lane. The property is a continuation
of the Woodbridge Addition zoned PD 98-15. Consisting of mixed uses including a school
site, single family, multi-family, golf course, parks, common open space and commercial
uses. The property totals 49.097 acres and will create 174 residential lots. The entire PD is
921 acres in size. 409 acres and 1,650 single family lots within the city limits of Sachse.
Thompson stated that this plat will extend the road to the north to create additional points of
access.
A motion was made by Commissioner Byboth, and seconded by Commissioner Ames, to
recommend approval for Woodbridge Phase 10C Preliminary Plat to the City Council.
Motion carried 6—0.
WORK SESSION
1. Hold a work session with developers/builders to discuss revisions to the Zoning
Ordinance.
Chairman Larson opened up the floor for the builders to begin. Chairman Larson stated
that this was not a public hearing but a work session.

Scott Park, 915 Glen Meadow, Park Place Homes, Inc. spoke on the following issues
concerning Requirements for the New Residential Development. Mr. Park stated that the
proposed 18 inch roof eaves were too wide. He discussed in great detail the purpose of
the overhang is typically for sophist, not necessarily shade. Typically a 10 inch overhang
is constructed. Mr. Park also discussed requiring steel post for fences as opposed to
wood, desirable exterior façade material should be 20% contrasting material not just
limited to stone.
Len Rao, 6808 Cedar Ridge Ct., David Weekly Homes spoke concerning the 2nd floor
requirements. He stated that the masonry requirements should be reduced for the 2nd story
of residential developments, and that masonry for enclosed chimneys should not be
required. Mr. Rao stated that a chimney enclosed with masonry on the inside creates
leaks. Mr. Rao reiterated Mr. Park's comments on the roof eaves. He said the steeper the
roof pitch, the smaller the soffit. If an 18 inch or 24 inch is kept, it would not be
proportionate with the steep roof pitch. Mr. Rao discussed the requirement for built-in
storage. He states that this should be up to the owner to decide and is viewed as more of a
personal need.
Mr. Rao also discussed issues with the Infill Design Requirements. He stated that there
are other procedures rather than pier and beam design. Discussed methods of raising the
pad and installing a decorative cover wrap. He also cautioned the Commissioners on
personal taste and suggested they be sensitive to cost. Other options included 100% brick
plagues as opposed to stone, and porch requirements.
Harry James, 1771 Independence Pkwy, Red Group Development discussed the concern
to consider environmental criteria. Review standards and how it fits into the environment.
Mr. James is currently developing Watermark Addition. Commented on different price
points will require alternatives from the standards.
Wes Major, 5822 Centennial Glen, Katy, Texas — David Weekly Homes stated that
increase cost is a reality. To be successful, you must have a segmented product line
appropriated for that market. Mr. Major's concern was that adding cost may not be giving
the buyer the "best bang for the buck" and is that really added value to the customer. He
also discussed other ways to achieve articulation rather than side entry garages.
Eliminating front entry lends itself to more cookie cutter homes. Mr. Major questioned
the timing of plats. What would determine the code to use? Thompson clarified that
platting locks in the current code in use at that time.
Scott Ramsey, 9696 Skillman — Herzog Development spoke on variability in
Woodbridge. More diverse neighborhood would be more attractive. Herzog has had
success in move-up type products and desires to bring them to Wylie. He will provide
written comments to staff.

Thompson discussed Nonconforming Uses and Structures. The intent is to permit such
uses to continue. He also mentioned the termination of nonconforming uses when that use
is discontinued or abandoned for a period of 6 month. Commissioners will review the
ordinance and provide comments.
Commissioner Byboth mentioned the need to review turning radius' for oversized trucks.
ADJOURNMENT
A motion was made by Commissioner Byboth, and seconded by Commissioner
Alexander, to adjourn the meeting at 8:55 PM. Motion passed 6—0.

SUMMARY:
The Preliminary Plat of this property was approved by City Council on June 14, 2005, and the attached Final
Plat substantially complies with that previously-approved Plat. This Final Plat will create two residential lots
totaling three(3)acres. Lot 1 is 1.33 acres in size, and Lot 2 is 1.38 acres in size.
The property was originally developed as a rural homestead. The house and out buildings (with septic system)
are still located on Lot 1 and will remain.
The plat also dedicates 40 feet of right-of-way for the future widening of existing East Brown Street (old S.H.
78). This segment of roadway is proposed in the upcoming bond referendum to be improved eastward to the
new WISD High School site.
This property is within unincorporated Collin County but within the Extraterritorial Jurisdiction of the City of
Wylie. Although platting is accomplished cooperatively with both agencies, the development will comply with
the County's construction regulations.

10D. Subject property being generally located south of Creek Crossing Lane and Woodbridge Phases 9 and

SUMMARY:
The Preliminary Plat under consideration totals 20.469 acres and will create 57 single-family residential lots and
four common open space areas (to maintained by the Homeowners Association). Residential lots are all at least
8,400 square feet in size, as required by the approved Planned Development zoning.
The property is part of the larger mixed-use Woodbridge Planned Development (PD 98-15), which consists of
Single-Family Residential of varying densities, Multifamily Residential, a Golf Course, Parks, Commercial, a
School Site, and Common Open Spaces, totaling 921 acres in size. The portion of the PD located within Wylie
totals approximately 512 acres, including the golf course, school and 980 single-family lots (SF-5.5, SF-7.2 and
SF-8.4). The portion of the PD within Sachse includes 409 acres, including 1,650 single-family lots and
apartments.
The Concept Plan approved as part of the Planned Development District does not serve as an approved
Preliminary Plat and each subsequent phase must have a Preliminary Plat approved by City Council.

SUMMARY:
Applicant: Autumn Investments, Inc. Owner: Heatley Properties, Inc.
The newly-revised Comprehensive Plan recommends Corridor Commercial uses for the subject property, in
keeping with existing development of the vicinity. The proposed warehouse and distribution center conforms to
this recommendation.
The subject lot was created in 1985 with the platting of the Century Business Park, vesting development rights
in the code regulations which were in effect at that time. However, the plat established front yard and rear yard
(also a drainage easement)building lines of twenty (20) feet, contrary to the standards in force both at that time
and today, but with which future development must comply.
Neighboring properties within the Century Way Business Park are largely developed with heavy commercial or
industrial uses, including private warehousing and public self-storage, assembly and fabrication, vehicular repair
and contractor supply and storage. These have been developed at different times, under differing regulations.

SUMMARY (Continued):
The property is currently zoned Business Center (BC) District, having been rezoned from Industrial (I) in
November of 2001 with the City-wide revision of the Zoning Ordinance and Map. The proposed warehouse
and distribution use was permitted by right in the previous I District, but is allowed within the current BC
District only with an approved Specific Use Permit.
The future development must comply with all Design Standards of the currently-adopted BC District. The
Conditions of the SUP establish no requirements or allowances beyond those of this current code.

ZONING CASE NO. 2005-18
General Conditions:
1. The purpose of this Special Use Permit is to allow development of new facilities for
Warehousing and Distribution operations, subject to conditions to make it harmonious and
compatible with the surrounding area.
2. This Special Use Permit shall not affect any regulation found within the Code of Ordinances,
except as specifically provided herein.
3. All regulations of the Business Center(BC)District set forth in Sections 4.2.A, 5.2 and 7 of
the Zoning Ordinance(as adopted February 27, 2002) are included by reference and shall
apply except as specifically provided herein.
Special Conditions:
1. This Special Use Permit shall apply only to Lot 2,Block C of the Century Way Business
Park, at 1307 Century Way, as described in Exhibit"A", and shall not be transferred or
applied to other uses or properties in any way.
2. Permitted land uses within this Special Use Permit shall include all and only those uses
permitted Business Center(BC)District as specified in Section 5.1 of the Zoning Ordinance.
3. All operations shall be conducted within the enclosed structures. No vehicles or other
materials shall be stored overnight except within the building.
4. No overhead entry doors shall face the public right-of-way.
5. All future development shall conform generally to the conceptual Site Plan attached as
Exhibit "C", and shall conform fully to the requirements of the current Zoning Ordinance.
6. The operations shall remain in compliance at all times with the above and all other applicable
local, state and federal laws, and failure to do so shall be considered a violation of this
Special Use Permit and subject to revocation of this SUP and Certificate of Occupancy.

Dear Mr. Thompson,
Attached is our application for a Special Use Permit for property we have under contract
at 1307 Century Way, Wylie, TX (Lot 2, Block C, Century Business Park). We are
asking for permission to use this property for"Warehouse/Distribution Center" purposes
(BC I-3).
Our objective is to build two 9,000 square foot buildings (+/-) in two phases roughly as
shown on the attached plot plan. We would like the opportunity to be able to lease space
to businesses such as small electrical contractors, HVAC contractors, residential window
distributors, etc. There already exists similar types of businesses in Century Business
Park,therefore we are only asking to be able to lease to tenants comparable to those now
established in the immediate area.
The plans attached are not the final plans we plan to build from, but are simply generic
designs submitted for SUP consideration. Our final plans will include offsets for
entryways, facade ornamentations, etc, and we feel will be an aesthetic compliment to the
community.

RE: Revisions ions to the Zoning ordinance
Some of you expressed the desire to move more rapidly toward adoption of at least revisions
the residential development standards of the Zoning Ordinance. Not only is the opportunity
to apply the new regulations being lost as limited remaining land is platted, but the bond
election and holidays coming up in future months will limit the available time of the
Commission and Council to consider and act on these. I had hoped to include other changes
in order to complete a fully-revised Ordinance at once, but understand the limited time and
will facilitate the review of the changes.
Toward this goal, I propose the following schedule:
Sept 20 - P&Z finalize changes to at least the residential and infill if not nonresidential
and nonconformities and call public hearings.
Sept 2 - Joint work session on the revisions by P&Z and CC, at Council's discretion.
Oct - P&Z hold a public hearing on the revisions and send a recommendation to
council.
Oct 2 - CC hold a public hearing on the revisions, and consider adoption.
Nov 8 - option for continued hearing and decision by CC if needed.
[ have forwarded your draft revisions to the City Manager, who may share them early with the
Council. Enclosed are copies of the revisions (not yet incorporating Joel's last comments).
Please spend some private time reviewing these and be prepared to finalize as much as
possible on the 2 th. Remember, that State law prohibits elected and appointed officials
discussing City business in meetings which have not been legally posted for public
