03-18-2015 (Parks & Recreation) Minutes Parks and Recreation CITY O F WYLIE Rec Sub-Committee Special Meeting Minutes Monday, March 18,2015—6:30 p.m. Wylie Municipal Complex Public Services-3`d Floor Conference Room 300 Country Club Road, Building 100 Wylie,Texas 75098 CALL TO ORDER Meeting began at 6:38 p.m. with Board Chairman Rose and Board Member Kinser present. Board Member Jones was absent from the meeting. Staff members present: Parks&Recreation Superintendent, Robert Diaz and Parks Board Secretary,Janet Hawkes. A QUORUM OF THE PARKS AND RECREATION BOARD MEMBERS WAS NOT PRESENT FOR THIS MEETING. NO ACTION OF THE PARKS AND RECREATION BOARD SUB-COMMITTEE MEETING WAS TAKEN. DISCUSSION ITEMS • Continue review of the Wylie Recreation Center Operations Budget Assessment Report and the City Council directives regarding the Report. Superintendent Diaz began by reviewing the pie charts created by staff. The report shows the resident/non- resident break down of pass sales has been pretty consistent since the recreation center opened in 2011. The ratio of pass sales has been approximately 70%resident to 30%non-resident. Superintendent Diaz went over the updated final recommendations by the sub-committee to present to the Parks and Recreation Board at the next meeting. He first addressed the WRC Rec Pass Fee Option Comparison chart,which was narrowed down to two options: o The first option includes the following: • Fee amounts not to increase. • Addition of the Auto Renew Pass option. • Elimination of the One and Three Month Pass options. • Change for Adult Pass to start at age 18. • Removal of the requirement for children ages zero to six years to have a pass. o The second option includes the same as above,except all Pass Fees will increase by 5%. Day Pass rate to stay the same. Superintendent Diaz reviewed the sub-committee's finalized Goals from the Wylie Recreation Center Operations Budget Assessment. This was narrowed down to seven recommendations: 1)hire an additional full-time employee,2)develop a five year prioritized capital improvement plan,3)drop the credit card surcharge for online program registrations,4)revamp the one month membership fee to function as an auto renew at a lower rate which will include a family option,5)consider an across the board fee increase approximately 5% every two years and consider elimination of the resident/non-resident fee differential, 6)increase the three month pass fee and/or reduce its benefits and 7)include basic fitness classes with center passes. The sub-committee agreed to the finalized recommendations and felt ready to present them to the Parks and Recreation Board at the next meeting.
