CALL TO ORDER
Announce the presence of a Quorum.
Members present: Todd Abronowitz, Shirley Burnett, Kenneth Cash, Gerri Washington, Karen Adams,
Janice Borland & Rachel Orozco, Board Liaison
Members absent: Mindy Ayers
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name
and address. Board requests that comments be limited to three(3)minutes. In addition, the Board is not allowed to
converse, deliberate or take action on any matter presented during citizen participation.
No citizens were present at the meeting.
PRESENTATION
No presentation was given at the meeting.
ACTION ITEMS
The Library Board Minutes of Monday, August 10, 2015 were approved as presented.
The Collection Development Policy was approved with a change on Page 9. Under Selection Tools the
first word in the second sentence will begin with "When" instead of "While". A motion to approve the
Policy was made by Todd Abronowitz and seconded by Gerri Washington with all members in favor.
DISCUSSION ITEMS
Collin County Funding for Libraries:
Rachel Orozco distributed a Funding Request list for Collin County Libraries to the members. Cheryl
Williams, Commissioner of Precinct 2 represents Wylie and doesn't support libraries at the county level.
Susan Fletcher, Commissioner of Precinct 1 and Chris Hill, Commissioner of Precinct 3 voted to fund the
libraries. County Judge, Keith Self, Duncan Webb, Commissioner of Precinct 4 and Susan Fletcher voted
against county funding for the libraries. Plano and Frisco both pulled out of county funding last year and

started charging patrons who don't live in their cities a fee to use their facilities to offset the loss of funds.
The Commissioners voted to fund the libraries this year but with no guarantee they will be funded next
year. The funds were described as transitional with no guarantee of funding at all after the FY15-16 fiscal
year. If the funding is cut we may have to start charging our patrons who don't live within the City of
Wylie to help offset the loss of funds. Todd Abronowitz suggested presentations be made within the
community and surrounding cities, such as PTA groups, regarding the possibility of loss of funding and
what the outcome would be. Rachel has a presentation she is going to make at the October meeting of the
Wylie Rotary Club.
A discussion was held about the possibility of losing county funding and what steps need to be taken.
Suggestions were made for library staff to analyze the data base to see how many out of city residents are
served and also come up with a contingency plan if county funding is lost for the FY16-17 fiscal year. A
suggestion was also made for Board Members to send a letter to the County Commissioners thanking
them for their support and funding for the FY15-16 fiscal year. It was agreed that this would be tabled
and discussed in further detail at the next Board meeting.
Rachel also distributed a copy of the Notice of 2015 Tax Year Proposed Property Tax Rate for Collin
County. A tax rate of$0.225000 per$100 valuation has been proposed by the governing body of Collin
County.
STAFF REPORTS
FY15-16 Budget Report:
The budget has been approved by City Council. The library had everything approved but had not made
any large requests since extra hours were given in the last fiscal year's budget. One goal for fiscal year
FY16-17 will be to ask for two more hours to open on Wednesday evening until 8:00pm. If a request was
made to open on Sunday it would be an additional four hours.
Oral History Project:
The library is partnering with the Wylie Historical Society and we purchased video and audio equipment
with grant funding. There is an aging population in Wylie and we want to collect their stories. The goal
is to also interview people who experienced the tornado, downtown fire and assisted with Katrina.
Upcoming Special Events:
My Very Own Book Club: September 16 & 18 from 3:30-4:30 PM
My Very Own Book Club is for 1st, 2nd & 3rd graders. Kids are encouraged to read the book on their
own time and then come to the meeting for discussion and a craft. Sign up at the Children's desk.
Participation is limited, but all participants get a free copy of the book.

Comic Book Night Out: September 17 from 4:00PM to 7:30PM
Free comic books (while supplies last), cosplay, and more!
BeTween Book & Movie Club: September 24 from 6:00-7:00 PM
Never judge a book by its movie. 4`'' 5th and 6th graders are invited to discuss different books that have
movie adaptations. Sign up at the Children's desk. Participation is limited, but all participants get a free
copy of the book.
