08-19-2015 (Parks & Recreation) Minutes (03) Parks and Recreation Board CITY OF WYLIE Sub Committee Special Meeting Minutes Monday,August 19, 2015 -7:00 p.m. (approximate time as posted) Wylie Municipal Complex Public Services -3rd Floor Conference Room 300 Country Club Road, Building 100 Wylie, Texas 75098 CALL TO ORDER Meeting began at 6:41 p.m. with the three Brown House Subcommittee Members present: Board Member Chesnut, Board Member Jones, and Board Member Kinser. Board Chairman Rose also attended the meeting. Staff members present: Parks and Recreation Superintendent, Robert Diaz, and Parks Board Secretary, Janet Hawkes. A QUORUM OF THE PARKS AND RECREATION BOARD MEMBERS WAS PRESENT FOR THIS MEETING. NO ACTION OF THE PARKS AND RECREATION BOARD SUBCOMMITTEE WAS TAKEN. DISCUSSION ITEMS • Review of the Brown House facility fees. Superintendent Diaz began the Subcommittee meeting by reviewing the Brown House Rental Pricing Comparison sheet. He stated that other than plans to open the Brown House for tours during large events, i.e., Boo on Ballard and the Wylie Arts Festival, the direction from City Council had not yet been confirmed. Staff was approved to pursue the hiring of a full-time supervisor who will be officed out of the Brown House and be responsible for managing rentals at ,.� the Brown House and the Bart Peddicord Community Center. Staff is also looking into hiring a consultant to help guide the process of determining rental options, enhancements, and pricing. Fiscal year 2015/2016 funding for the Brown House is being budgeted out of the 4B funds with hopes that it will eventually come out of the hotel/motel tax funds. The Subcommittee was satisfied with staff's recommendation for rental pricing and had the following input: 1. Reduce the proposed rental fee for Wylie residents by$25 per hour, and reduce the minimum rental time to one hour for the photographer rate. 2. Review surrounding cities' policies and develop a draft alcohol policy with fees. 3. Research the Police Department's role if alcohol were permitted during a reservation. 4. Forward consultant's proposal to the Subcommittee for review. 5. Confirm future meeting schedule for subsequent Subcommittee, Parks and Recreation Board, and City Council meetings.
