PARKS AND RECREATION ADVISORY BOARD MINUTES
Monday, November 5, 2001
6:30 p.m. Staff Conference Room
Municipal Complex, 2000 Highway 78 North
CALL TO ORDER
This meeting was called to order. Those present were Dan Chestnut, Ceca
Repasky, Lisa Williams, Greg Zimmerman, Steven Boyd and Anne Hiney.
Jules Farmer was not in attendance.
CITIZEN PARTICIPATION

APPROVAL OF MINUTES
1. and 2.
A motion to approve the minutes from the September
24 and October 22 meeting was made by Ceca
Repasky and Anne Hiney 2nd the motion. The Board
approved unanimously.
ACTION ITEM
1. Discuss and Consider Preliminary Plat for the Pheasant Creek
Addition by Band D Land, L.C.
Anne Hiney made a motion that:
a. A second access is made to the designated park area near
lot number 53 or 54.
b. An access road goes along the rear of the homes from park
access near lot#42 to#53/54. This road approx. 28' would
accommodate parking for park users.
c. The access points would made to 28' wide each so as to not
take up any more lots.
d. Eliminate the southeast portion of the Parkland dedication
due to its inaccessibility.
e. Clarify how much land will be upland and flood plain
before final plat.
A 2nd to Anne's motion was made by Ceca Repasky and motion
the passed unanimously.
2. Discuss and consider the zoning concept Plan for Bozeman Farm
Estates by Reality Development Trust.
All Board members were positive and impressed with the layout
of the concept plan. Board members commented that due to the
fact there were not many details regarding specific parkland
dedication they would need to have the developer come back later
in the platting stage and speak with them regarding exact
dedication areas. No other action was taken.
DISCUSSION ITEM
3. Governing Ordinances for the Parks and Recreation Board— Staff
presented documents from the City Charter and Code of
Ordinances regarding the Board. Chairman Dan Chestnut and
Vice-Chair Lisa Williams requested the board pursue forming by-
laws similar to other boards (i.e. Planning and Zoning Board) and
have the current code reviewed by the City Attorney. Staff took
requests under advisement and will report findings back to Board
by next meeting.
4. Board updated on status of the Park and Open Space Plan. Focus
group and public meetings will be held in January in preparation
for the written survey.
5. Due to the holidays the December Parks and Recreation Board
meeting will tentatively be scheduled for December 3, 2001.
ADJOURNMENT
The meeting was adjourned at 7:30 p.m. with a motion by Lisa Williams and
2nd by Greg Zimmerman.
