CALL TO ORDER
Announce the presence of a Quorum.
Co-Chairman David Willey called the meeting to order at 6:30 p.m. Board Members
present were: Anne Hiney, Eugene Garner, Brandi Lafleur, and Benny Jones. Chairman
Dan Chesnut and Board Member Frankie Delgado were absent.
Staff present was: Public Services Director, Mike Sferra; Parks Superintendent, Bill
Nelson; and Assistant Parks Superintendent Robert Diaz.
CITIZENS PARTICIPATION
There were no citizens present to address the Board for Citizen Participation.
BUSINESS ITEMS
1. Consider and act upon approving the Minutes from the March 27, 2006 and
April 24, 2006 Meetings.
Board Action
A motion was made by Board Member Anne Hiney and seconded by Board Member Eugene
Garner to approve the March 27, 2006 and April 24, 2006 Minutes of the Parks and Recreation
Board. A vote was taken and passed 5-0 with Chairman Dan Chesnut and Board Member Frankie
Delgado absent.
2. Consider and act upon a request from the following group to sell items at the
Summer Concert Series: Lions Club of Wylie.

Board Action
A motion was made by Board Member Eugene Garner and seconded by Board Member Brandi �.
LaFleur to approve the request of the Lions Club of Wylie to sell items at the Summer Concert
Series. A vote was taken and passed 4-0 with Co-Chairman David Willey abstaining, Chairman
Dan Chesnut and Board Member Frankie Delgado absent.
DISCUSSION ITEMS
3. Athletic user and lighting fees with Wylie League Representatives.
Staff Comments
Assistant Parks Superintendent Robert Diaz addressed the Board and stated that per the request
of the Board Members at the April 24, 2006 meeting, staff invited Wylie League Representatives to
the meeting for their input in regards to user and lighting fees. Assistant Parks Superintendent
Robert Diaz stated that staff feels that such input will be beneficial to the Board in making a
recommendation to the City Council regarding the user and lighting fees.
Representative Comments
The following representatives addressed the Board with concerns on the proposed increase of
Athletic user and lighting fees:
• Beverly Gunther, representing Wylie Basketball Association and Lake Cities Girls
Fastpitch Association.
• Richard Williams, representing the North Texas Adult Co-ed Soccer.
• Steven Peacock, representing Wylie Youth Soccer Association
• Angela Wilkins, representing North Texas Soccer Association
• Jason Vollmering, representing Wylie Adult Softball Association
• Shannon Nolan, representing Wylie Baseball Association
• Shannon Chapman, representing Wylie Youth Competitive Football
• Eric Wagenhauser, representing Wylie Football League
It was overall stated that the proposed increase in fees could possibly cause a financial burden to
some of the various associations. Beverly Gunther with the Wylie Basketball and Lake Cities Girls
Softball suggested that the City and WISD come together and create a fee structure that does not
put so much of a financial burden on the leagues that have to use WISD facilities. Some of the
representatives also stated that they understood the need for fees; they just wanted them to be
distributed fairly. Jason Vollmering with Wylie Adult Softball Association stated that he would like a
per team per season fee that included lights and user fees. Steven Peacock with Wylie Youth
Soccer Association recommended a per game per season fee and eliminating the per player fee.
Shannon Nolan with the Wylie Baseball Association stated that there needed to be a fairer way to
monitor light use at Community Park because of the easy access of the use of lights at Community
Park. It was stated by Rick Williams with the North Texas Coed Adult Soccer that such an
increase, may force their association to look for other facilities for their organization if fees are
raised.
Board Comments
The Board Members asked for clarification on the cost of the proposed increase of fees
comparable to other cities. Assistant Parks Superintendent Robert Diaz provided a cost

breakdown of what it costs the City to provide and maintain the lighting and maintenance of the
fields.
Board Member Benny Jones stated that he would like to know what other avenues are open to
children that are not in organized sports and that he would hope that the proposed new Recreation
Center would provide activities for children that are not in any organized sports. Board Members
Benny Jones and Brandi LaFleur stated that activities such as table tennis, sand volleyball, etc. are
activities that need to be considered. Board Member Anne Hiney agreed and stated that one
avenue that has been brought to the Board's attention is that of a Skateboard Park.
Co-Chairman David Willey recessed the meeting for a five minute break at 7:38 p.m.
Co-Chairmen David Willey reconvened the meeting at 7:42 p.m.
4. Staff updates:
• Parks and Recreation proposed budgets for Fiscal Year 2006-2007
Staff/Board Discussion
Public Services Director Mike Sferra and Parks Superintendent Bill Nelson presented the proposed
budgets for Fiscal Year 2006-2007. Board Member Anne Hiney asked for clarification of the
Special Services. Assistant Parks Superintendent Robert Diaz addressed the need for the
department to acquire a 14 passenger ADA accessible bus.
• Proposed joint Planning and Zoning Workshop for June 2006.
Staff/Board Discussion
Board Member Anne Hiney suggested Tuesday, June 20, 2007 at 7:00 p.m. as the date for a
workshop to be held jointly with the Planning and Zoning Commission. The consensus of the
board agreed on the proposed date.
• Construction status on Olde City Park and Joel Scott Park.
Staff/Board Discussion
Parks Superintendent Bill Nelson addressed the Board on the status of Olde City Park and Joel
Scott Park. Board Member Anne Hiney asked staff about sidewalks in these parks.
ADJOURNMENT
A motion was made by Board Member Eugene Garner and seconded by Board Member Anne
Hiney to adjourn. The Board adjourned at 8:37 p.m.
