CALL TO ORDER
Chairman Clark called the meeting to order at 7:00 p.m.
CITIZEN PARTICIPATION
No one was present to speak.
CONSENT AGENDA
1. Consider and act upon approval of the Minutes of the February 24, 2003,
Meeting.
A motion was made by Mr. Morman, and seconded by Mr. Alexander, to recommend
approval of the minutes as submitted. Motion carried 5 — 0.
PUBLIC HEARINGS
1. Hold a public hearing to consider and act upon a request by Coral Watkins for a
variance to Section 3.3.A of the Zoning Ordinance in order to reduce the front
yard from the required twenty-five (25) feet to six (6.47) feet, this property being
located at 313 South Third Street and being Lot 26 of Block 1 in the Bostic
Addition. (ZBOA Case No. 2003-03)
Thompson stated that the subject property was created in 1954 by the platting of the
Bostic Addition. The residence was constructed with a single-car garage, apparently
allowed by the Zoning Ordinance in force at the time. Other residences in the vicinity
have single-car garages and some have carports either as part of the original
construction or added.

The applicant reports that the existing garage is too small for current vehicles, and
wishes to construct a single-car carport to the front of the garage. The new carport will
be approximately six and one-half (6.45) feet from the front property line, a variance of
18.55 feet or 74.2 percent from the required twenty-five (25) front yard. The proposal
will still provide an enclosed parking space within the garage as well as an additional
covered space. The variance will allow off-street parking with no encroachment on to
public street right-of-way.
Thirty-five property owners were mailed Public Comment Forms as required by State
Law to owners within 200 feet of this request. Eight (8) Comment Forms have been
received, and all favoring the variance.
Coral Watkins, 313 S. Third, Wylie Texas, the applicant, stated that the intention is to
have two (2) parking spaces, one in the enclosed garage and the other under the
carport. Ms. Watkins stated that her vehicle, a Tahoe, will not fit in the garage, but
would fit under a carport.
Mr. LeBaron asked if the variance stays with the structure or lot should the current
residence and carport be replaced with a new residence. Thompson stated the
variance is not to a code requirement such as the carport but a dimensional variance for
the front setback, therefore, the variance would not apply for another structure.
A motion was made by Mr. LeBaron, and seconded by Mr. Morman, to grant the
variance in order to reduce the front yard from the required twenty-five (25) feet to six
(6) feet. Motion carried 5 — 0.
ADJOURNMENT
A motion was made by Mr. LeBaron, and seconded by Mr. Morman, to adjourn the
meeting at 7:30 p.m. Motion passed 5 — 0.
