APRIL 26, 1983
7:00 P.M.
The Wylie Board of Adjustment met in regular session at 7:00 p.m. on
April 26, 1983 at the Tower Suite of First State Bank Building. A quorum
was present and notice of the meeting had been posted for the time and
in the manner required by state law. Those in attendance were Chairman
Richard Hampton, Kent Crane, Bill LeCocq, Nancy Conkle, Anna Starnes,
and Art Harris,City Manger Lee Vickers, City Secretary Sarah Connelly,
Robert Squires, Mike McAnally, Kevin St. John, Richard Parker, and Don
Whitt. Bill James was absent.
Chairman Hampton called the meeting to order.
SPECIAL USE PERMIT FOR TEMPORARY CLASSROOMS AT WYLIE HIGH SCHOOL
Portable classrooms are to be located at rear of high school . WISD
will be asking for referendum vote on Bond issue . Due to large enrollment
for high school next year additional classrooms are needed. Thses class-
rooms can be moved from one location to another. Board members were
concerned about heating, air-conditioning and placement of utility lines.
Mr. Whitt explained each of these concerns to the Board. If the buildings
are to be moved WISD will come back to the city for approval . Adjacent
property owners were notified. Out of 32 property owners notified three
responded, two for, one against(WISD should build new school ) . Anna
Starnes made motion to issue permit for one (1) year. Bill LeCocq
seconded, all in favor.
SPECIAL USE PERMIT FOR WYLIE HOSPITAL FOR TEMPORARY DOCTOR OFFICE BUILDING
AT NEW HOSPITAL Due to Dr. Ted Trimble not being able to finish his office
building by opening date the American Health Care Management saw need
to set up temporary office building. Planning and Zoning approved amended
site plan, City Council approved foundation construction. Bill LeCocq made
notion to issue permit for one (1) year. Anna Starnes seconded, all in favor.
SPECIAL USE PERMIT FOR DAY CARE CENTER AT 803 MARDI GRAS Three citizens were
present in opposition to this item, Robert Squires, Valentine St. resident;
LaVelle Randolph, Mardi Gras resident; Sarah Connelly. Mr. Bill LeCocq
stated that operation of a business was in violation of deed restrictions on
Mardi Gras. There was great concern about the traffic already generated
in that area. Chairman Hampton asked minutes to reflect that they were not
trying to deny free enterprise. Kent Crane made motion to deny request,
seconded by Anna Starnes, all members in favor of denying request.
Twenty-six property owners were notified, eight responded, three for,
four against, one abstained.
VARIANCE REQUEST TO ZONING ORDINANCE ON FRONT BUILDING LINE REQUIREMENTS
FOR 400 S. JACKSON Richard Parker is going to construct office building
• at this location and requested front yard variance from 25 ft. to 231 ft.
Out of 10 property owners notified, five responded, four for and one against.
Bill LeCocq made motion to grant variance, Nancy Conkle seconded, all
in favor.

VARIANCE REQUEST TO ZONING ORDINANCE ON REAR BUILDING LINE REQUIREMENTS FOR
101 TANGLEWOOD CIRCLE - Kevin St. John owner of Loft 8, Blk. C, Rush
Creek Addition, requested rear yard variance due to this lot being very
shallow. Ordinance states rear set back is 25 ft, and 10 ft. for accessory
buildings. Mr. Kent Crane recommended that Planning and Zoning be on the
outlook for shallow lots in future subdivisions. The Board was advised that
City Council and Planning and Zoning don't look at size and shape of lots,
as much as they do to roads, utilities, etc. Kent Crane made motion to
approve variance, Nancy Conkle seconded, all in favor.
All Board members need page 30 of Zoning Ordinance #81-5, which was left
out of their copies.
The Board also requested that the Zoning Board of Adjustment Guidelines
be put on the Boards next agenda for approval .
