CALL TO ORDER
Chairman George called the Regular Meeting to order at 7:00 p.m.
PLEDGE AND INVOCATION
Commissioner George offered the Invocation and Commissioner Porter led the Pledge of
Allegiance.
CITIZEN PARTICIPATION
No one appeared to speak.
CONSENT AGENDA ITEM
1. Consider and act upon approval of the Minutes from the February 19, 2002 Regular
Meeting.
Motion was made by Commissioner Porter, seconded by Commissioner Chapman, to
approve the minutes as submitted. Motion passed 5—0.

ACTION AGENDA
1. Consider a recommendation to the City Council regarding a Final Plat for the LGD
Properties Townhomes, being a certain 1.2388 acre tract of land situated in the S.B.
Shelby Survey, Abstract No. 820, and being part of Block 3 of the unrecorded Russell
Addition, and being part of Lot 39, Block 8, of the Brown and Burns Addition to the
City of Wylie, Collin County, Texas, according to the Plat thereof recorded in
Volume 1, Page 110-112 of the Map Records of Collin County, Texas, and being a
tract of land conveyed to Marion M. McDonald by deed recorded in Volume 205,
Page 653, and being a tract of land conveyed to D&M Check Cashing by deed
recorded in County Clerk's File No. 95-0008356 of the Deed Records of Collin
County, Texas.
Thompson stated that the Final Plat creates eleven (11) lots for single-family dwellings
constructed as zero-lot-line duplexes on 1.2388 acres. This Plat is a Replat of Lots 1 and
2A, Block 3 of the Russell No. 1 Addition and Lots 39A and 39D of the Brown and
Burns Addition.
A Preliminary Plat for the subject property was approved by the City Council on January
22, 2002, and the subject Plat conforms to the approved Preliminary Plat. The Council
rezoned the subject property to Townhouse District (TH) from Single Family Residential
(SF-2) on September 11, 2001. The Plat also accommodates the changes to the lot and
dwelling size requirements made by City Council on February 26, 2002.
Motion was made by Commissioner Ahrens, seconded by Commissioner Snider to
recommend approval of the Final Plat for LDG Properties. Motion passed 5 —0.
MISCELLANEOUS AGENDA
1. Staff update status of revisions to Zoning Ordinance, Subdivision Regulations and
Comprehensive Plan.
Thompson reviewed with the Commissioners the results of the City Council meeting held
on February 26, 2002, which included a joint work session with City Council and
Planning and Zoning Commission. The City Council approved the masonry requirements
to 100%brick, stone or stucco on all walls. Now masonry alternatives are allowed on
dormers and walls supported by the roof and when offset at least 2 feet. The front entry
cover was increased from 20 square feet on Country and Suburban Residential to 40
square feet minimum. The front entry porch on Single-Family 8.5 Residential was
reduced to 20 square feet with 5 feet minimum width. Units with same floor plan and
same street elevation must skip 4 lots on same side of street and 2 lots on opposite side of
street with no same floor plan side by side.

Revisions to the Townhouse District(TH/15) included reduction of the lot area from
4,000 to 3,500 square feet for all Townhouse dwellings, except where 3 or more units are
attached on zero lot lines the minimum is 3,000 square feet for interior units with no side
yards. The dwelling size was reduced from 1,500 to 1,000 square feet for duplexes and
1,200 square feet for all other building types in the TH District. The parking revisions
require two spaces per unit, with one enclosed, and all parking to be behind the front
building line.
Thompson stated that Staff is revising the Subdivision Regulations. The Planning and
Zoning Commission will invite City Council for a work session to review the Subdivision
Regulations and this will be scheduled soon.
