05-14-2001 (Planning & Zoning) Minutes MINUTES PLANNING AND ZONING COMMISSION WYLIE MUNICIPAL COMPLEX Council Work Session Room -Wylie City Hall 2000 Highway 78 North, Wylie, Texas 75098 May 14, 2001 7:00 pm Notice was posted in the time and manner required by law and quorum was present. The meeting convened at 7:03 PM. Members present were: Carter Porter, Mike Phillips, Gary Wiseman, Mr. Chapman, and Michael George. Ray Stanland and Janet were also present. Mike Sferra was present for City staff. (Claude was on vacation). Stanland passed out Article 6 and 7 of the Zoning Ordinance and called attention to Section 6.3,the Downtown Historic District. Page 14, b, 3, base standards for residential structures received considerable discussion, but no consensus or decision was reached. The item will be discussed again at the next meeting. Page 15, e, 3 base standards for fencing, was discussed, and it was decided that the "good side" of wooden fences should face the public's view. Stanland requested guidance on whether to make the zoning requirements mandatory and possibly eliminating the point system. The consensus was to make the requirements mandatory, thus eliminating the point system. Janet reviewed Section 6.1 and pointed out that the changes recommended from a previous meeting have been incorporated into the following: page 1, B, 2; page 2, c, 1; page 3, F, 3; and page 5, K. While discussing landscape requirements on page 7, B, 3, i, Commissioner Phillips suggested and it was agreed that landscaping should be evaluated each time there is a change of occupancy of a building and not just in the case that the building may have been vacant for six months. The Commission agreed that a rain sensor should be a requirement for irrigation systems so that sprinklers will not operate when it is raining. The Commission wanted more specific information on dimensions of the visibility triangle as it relates to landscape requirements. Interpretation of the Tree Preservation section requires an understanding of what the term "protected tree" means. Only certain species of trees are considered "protected". The Commissioners recommended that I forward a copy of Page 12, H, Enforcement, to the Chief of Police and the Code Enforcement Officer to solicit their input. (Copy forwarded). Stanland cannot attend the May 21 meeting, but Janet will be present. May 28 is Memorial Day, so the group decided to meet on May 29. Meeting adjo ed at 8:40 PM.
