06-11-2001 (Planning & Zoning) Minutes MINUTES PLANNING AND ZONING COMMISSION WYLIE MUNICIPAL COMPLEX 2000 Highway 78 North, Wylie, Texas 75098 Special Work Session June 11, 2001 7:00 pm Notice was posted in the time and manner required by law and quorum was present. Commission Members Present: Staff Members Present: William Chapman Claude Thompson, Planner Michael George Mike Phillip Carter Porter Consultants Present: Tony Snider Ray Stanland Gary Wiseman Commissioners Absent: Steve Ahrens CALL TO ORDER Chairman George called the Special Work Session to order at 7:07 p.m., in the Council Work Session Room of the Municipal Complex. CITIZEN PARTICIPATION No one was present to speak. WORK SESSION 1. Consider revisions to the nonresidential districts of the Comprehensive Zoning Ordinance with the consultant. Stanland distributed and led a brief discussion of the complete draft of proposed revisions, including a compilation of both residential and nonresidential requirements. He noted that the residential regulations of Article 3 and the residential uses on Article 5 have been previously adopted by the City Council. However, some revisions to these is still feasible, such as the reduction of the side yard requirement from ten (10) feet to 8.5 feet as has been previously discussed. Commissioners should note any other concerns with these portions. P&Z Work Session June 11, 2001 Page 2 He mentioned that the definitions of Article 11 are still incomplete, and that additions as well as revisions to these will come from in-depth review of regulations within the main sections. Some sections, such as the sign regulations of Article 8, will retain their own definitions. Thompson encouraged Commissioners to read through the draft during the next two weeks, and to mark any concerns or questions they have within the document. Commissioners need not provide detailed answers/solutions to concerns, but merely identify areas which they believe require further consideration or revision. Marked up drafts should be returned to Thompson by Friday June 29, or a meeting may be called that week to receive and review comments. Stanland will then revise the draft and prepare a final for the joint P&Z and Council work session on July 23. Marked up copies will be returned to Commissioners. Both the Planning and Zoning Commission and City Council will hold at least one public hearing each to receive public comments before the revisions are finally adopted by Council. While the draft is under review by the Council, staff and Stanland will work out with the P&Z Commission how to transition to the new districts and regulations and initiate the process of revising the map and rezoning actual parcels.
