CALL TO ORDER
Chairman Larson called the meeting to order at 7:05 PM.
INVOCATION&PLEDGE OF ALLEGIANCE
Commissioner Hennesey gave the invocation and Commissioner Hemphill led the pledge of
allegiance.
CITIZEN PARTICIPATION
No one appeared to speak to the Commissioners.
CONSENT AGENDA
1. Consider and act upon approval of the Minutes from the January 3, 2006 Regular
Meeting.
A motion was made by Commissioner Alexander, and seconded by Commissioner Ames, to
approve the minutes as submitted. Motion carried 4 —0, with Commissioners Larson, Hemphill
and Hennesey abstaining.

ACTION AGENDA
1. Consider a recommendation to the City Council regarding a Final Plat for Woodbridge
Addition Phase IOC, generally located northwest of Woodbridge Phase 9, at the
intersection of Creek Crossing Lane and Lost Highlands Lane, and more specifically
described as a tract of land situated in the Richard Newman Survey, Abstract No. 660, in
the City of Wylie, Collin County, Texas, being a part of the 199.3963 acre tract of land
described in deed to Woodbridge Properties, LLC, recorded in Collin County Clerk's
File No. 97-0032076, part of a 44.3305 acre tract of land described in deed to WGC
Properties, LLC, recorded in Collin County Clerk's File No. 1997-0107782, both of the
Land Records of Collin County,Texas.
Ms. 011ie stated that the Plat will create 175 residential lots and two common areas on 45.9186
acres. The subject property is part of the larger mixed use Woodbridge Planned Development
(PD 98-15), which consists of mixed uses with varying densities for the Residential lots. The
Preliminary Plat was approved by City Council on September 27,2005.
Creek Crossing Lane, which intersects Sachse Road, will serve as the primary point of access.
Creek Crossing Lane, Fair Parke Lane and Fairland Drive will serve as collectors and will
eventually be extended to connect with the City of Sachse to the west and with Lost Highlands
and Alanis Drive to the north.
A ten (10) foot utility easement (outside of city right-of-way) shall be located on the front of all
lots adjacent to all streets for franchise utilities.
With no questions for the applicant or staff, a motion was made by Commissioner Byboth, and
seconded by Commissioner Ames, to recommend approval to City Council for the Final Plat for
Woodbridge Addition Phase IOC. Motion carried 7—O.
2. Consider a recommendation to the City Council regarding a Final Plat for Woodbridge
Addition Phase 1OD, generally located south of Creek Crossing Lane and Woodbridge
Phases 9 and IOC, and more specifically described as a tract of land situated in the
Richard Newman Survey, Abstract No. 660, in the City of Wylie, Collin County, Texas,
and being a part of the 159.3280 acre tract of land described in deed to Woodbridge
Properties, LLC, recorded in County Clerk's File No. 97-0032073 of the Land Records
of Collin County, Texas, a part of the 199.3963 acre tract of land described in deed to
Woodbridge Properties, LLC, recorded in County Clerk's File No. 97-0032076 of the
Land Records of Collin County, Texas, a part of the 49.3111 acre tract of land described
in deed to Woodbridge Properties, LLC, recorded in County Clerk's File No. 2001-
0127082 of the Land Records of Collin County, Texas, and a part of the 89.1959 acre
tract of land described in deed to WGC Properties, LLC, recorded in County Clerk's File
No. 97-0107782 of the Land Records of Collin County, Texas.
Ms. 011ie stated that the Plat will create 57 single-family residential lots and four common open
space areas(to be maintained by the Homeowners Association), on 19.2138 acres.

The subject property is part of the larger mixed use Woodbridge Planned Development (PD 98-
15), which consists of mixed uses with varying densities for the Residential lots. The
Preliminary Plat was approved by City Council on October 11, 2005.

and seconded by Commissioner Hennesey, to recommend approval to the City Council for the
Final Plat for Woodbridge Addition Phase 10D. Motion carried 7—0.
PUBLIC HEARING
1. Hold a Public Hearing and consider a recommendation to the City Council regarding a
change in zoning from Agriculture (A) to Single-Family 10 (SF-10/19) District. Subject
property being generally located south of Stone Road and west of Thomas Street, and more
specifically described as all that certain lot, parcel or tract of land situated in the Allen
Atterbury Survey, Abstract No. 23 in the City of Wylie, Collin County, Texas, and being a
part of a called 53.709 acre tract conveyed to Terrell M. Trimble by deed recorded in
Volume 846, Page 151, Deed Records, Collin County, Texas, same being conveyed to
Trimble Family Investments, Ltd., by deed recorded in Volume 3828, Page 301, Deed
Records, Collin County, Texas. (Zoning Case No. 2005-22).
Ms. 011ie stated that the property totals 4.5434 acres, and is located west of Thomas Street and
south of Stone Road. Abutting properties to the west are platted as the Caldwell Estates and
those to the north are within the Eldridge Addition,both created in 1962.
Seventeen (17) Comment Forms were mailed to the surrounding property owners. One written
response was returned voting in opposition of the request.
The applicant is proposing to develop four (4) single family residential lots, each being just
under an acre in size with a minimum dwelling size of 3,500 square feet.
A fifty(50) foot easement to State of Texas exists along the entire length of the western property
line. This easement also continues along the southern portion of the tract.
Benjamin C. Nebe, 1906 Serenade, Richardson, Texas, represented the applicant, stated that one
of the lots will be his own personal residence. The driveway access will be 150 feet setback with
circular drive. The houses will be 59 feet wide and two-story and will commit to being a
minimum of 3,500 square feet. The property will be surrounded by wrought-iron fence in the
front and chain-link fences in the back.

Chairman Larson opened the Public Hearing. No one appeared before the Commissioners.
Chairman Larson closed the Public Hearing.
A motion was made by Commissioner Hemphill, and seconded by Commissioner Gregg, to
recommend approval of the zoning change from Agricultural District to Single-Family 10 (SF-
10/19) District, generally located west of Thomas Street and south of Stone Road. Motion
carried 7—0.
ADJOURNMENT
A motion was made by Commissioner Hemphill, and seconded by Commissioner Byboth, to
adjourn the meeting at 7:22 PM.
