CALL TO ORDER
Chairman Larson called the meeting to order at 7:02 PM.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Hennesey gave the invocation and Commissioner Hemphill led the pledge
of allegiance.
CITIZEN PARTICIPATION
No one appeared to speak to the Commissioners.
CONSENT AGENDA
1. Consider and act upon approval of the Minutes from the January 17, 2006 Regular
Meeting.
A motion was made by Commissioner Byboth, and seconded by Commissioner Hemphill,
to approve the minutes as submitted. Motion carried 6 — 0, with Commissioners Ames
being absent.

ACTION AGENDA
1. Consider and act upon approval of a Site Plan for New Heights Baptist Church,
generally located west of Hooper Road, east of Regency Business Park Addition
Phase 2, and more specifically described as a tract of land situated in the William
Sachse Survey, Abstract No, 835, City of Wylie, Collin County, Texas, and being
a part of that 28.3125 acres tract of land as described in Warranty deed from K.C.
Swayze to John P. Pennington, dated October 9, 1987 and being recorded in
Volume 2726, Page 986 of the Land Records of Collin County, Texas.
Ms. 011ie stated that the applicant is proposing to develop a two-story church facility on
one lot. The subject property totals 6.9357 acres and was rezoned from Industrial (I) to
Business Center (BC)District in February 2002.
The Site Plan complies with all applicable technical requirements. A Preliminary Plat is
on the current agenda for consideration.
Mr. Helmberger, 315 Houston, Farmersville, Texas, represented engineer, stated that the
power poles that are located on the subject property will be removed.
Mr. Steve Foster, Pastor, New Heights Baptist Church, 2700 Broadway Boulevard,
Garland, Texas, stated that the Site Plan is the first Phase for the property. The two
points of access are shaped in a horseshoe that circle around the property.
A motion was made by Commissioner Alexander, and seconded by Commissioner
Byboth, to approve the Site Plan for a church facility located west of Hooper Road and
east of Regency Business Park Addition Phase 2. Motion carried 6—0.
2. Consider a recommendation to the City Council regarding a Preliminary Plat for
New Heights Baptist Church, generally located west of Hooper Road, east of
Regency Business Park Addition Phase 2, and more specifically described as a
tract of land situated in the William Sachse Survey, Abstract No, 835, City of
Wylie, Collin County, Texas, and being a part of that 28.3125 acres tract of land
as described in Warranty deed from K.C. Swayze to John P. Pennington, dated
October 9, 1987 and being recorded in Volume 2726, Page 986 of the Land
Records of Collin County, Texas.
Ms. 011ie stated that the Plat will create a single lot on 6.9357 acres. The subject property
has never been platted as a legal lot of record.
The Site Plan is on the current agenda for consideration.

With no questions for the applicant or Staff, a motion was made by Commissioner Gregg,
and seconded by Commissioner Alexander, to recommend approval of the Preliminary
Plat for a church facility located west of Hooper road and east of Regency Business Park
Addition Phase 2. Motion carried 6—0.
3. Consider and act upon approval of a Site Plan for a 7,500 square foot office
building located at 2801 Capital Street, being all of a 0.8973 acre tract of land of
the Regency Business Park Addition, Block B, Lot 12.
Ms. 011ie stated that the applicant is proposing to develop a 7,500 square foot single story
office building on 0.8973 acres. The property has been platted since 1987 as Lot 12,
Block B of the Regency Business Park Addition Phase 2.
With no questions for the applicant or Staff, a motion was made by Commissioner
Hennesey, and seconded by Commissioner Byboth, to approve the Site Plan for a new
7,500 square foot private office building on one lot located at 2801 Capital Street within
the Regency Business Park Addition Phase 2, Lot 12, Block B. Motion carried 6—0.
4. Consider and act upon approval of a Site Plan for KW Office Building located at
203 Industrial Court, being a tract of land situated in the B.S. Shelby Survey,
Abstract No. 820, City of Wylie, Collin County, Texas and being all of Lot 2, of
the Railroad Industrial Park Addition.
Ms. 011ie stated that the applicant is proposing to develop a 4,678 square foot single story
building on 0.4527 acres. The property has been platted since 1987 as Lot 2 of the
Railroad Industrial Park Addition and is zoned Commercial Corridor.
General Office is a permitted use within the Commercial Corridor(CC) Zoning District.
Mr. Bob Heath, 4506 E. Parker Road, Parker, Texas, questioned the access from State
Highway 78. Mr. Jim Gahl, Gahl Architect, Inc., 3875 Regent Drive, Dallas, Texas,
stated that there is access off State Highway 78 and is designed to be accessible to the
properties to the north, if need be. Ms. Manson stated that the access easements can be
identified at the time of Platting.
A motion was made by Commissioner Byboth, and seconded by Commissioner Hemphill,
to approve Site Plan for KW Office Building located at 203 Industrial Court, being Lot 2
of the Railroad Industrial Park Addition. Motion carried 6—0.

PUBLIC HEARING
1. Hold a Public Hearing and consider a recommendation to the City Council regarding
a change in zoning from Agriculture (A) to Planned Development District to allow
mixed uses consisting of Corridor Commercial and Light Industrial. Subject property
being generally located south of State Highway 78 and west of Eubanks Road, and
more specifically described as a 3.014 acre tract of land situated in the Francisco de la
Pina Survey, Abstract No. 688, Collin County, Texas and being a portion of that
certain tract of land described to TXU Electric Company by deed recorded in Volume
4659, Page 1333, Deed Records of Collin County, Texas. (Zoning Case No. 2006-01).
Item to be tabled to the March 7,2006 meeting.
Ms. 011ie stated that the item is being requested to be tabled until March 7, 2006, in order
to allow the applicant time to submit Planned Development Conditions because of the
proposed mixed uses and to classify the uses which conform to the Comprehensive Land
Use Plan.
Chairman Larson opened the Public Hearing.
Dick Sharman, 4008 Rolling Knoll Drive, Parker, Texas, questioned if re-notification will
be mailed again. Ms. 011ie stated that a notice will be sent to all property owners within
200 feet of the proposed property.
Sean McGuire, Allen Texas, questioned the type of proposed zoning. Ms. 011ie stated
that at the meeting on March 7, the applicant will present his proposal. Ann McGuire,
1610 Charleston, Garland, Texas, asked for definition of electric substation. Ms. 011ie
stated that it is where electrical lines come in and generated to go out to homes and
businesses.
Chairman Larson closed the Public Hearing.
A motion was made by Commissioner Alexander, and seconded by Commissioner Gregg,
to table the proposal zoning change to table to March 7, 2006. Motion carried 6—0.
MISCELLANEOUS
1. Discuss having a joint work session with the Parks and Recreation Board to
discuss development related issues.
Ms. Manson stated that Park Board requested the joint work session,with no specific
topic, and answer questions that the Commission may have.
