CALL TO ORDER
Grace Morrison called the meeting to order.

Minutes were read and approved.
The Circulation Policy was reviewed. Copies of the current policy and a
proposed revision were distributed.
Proposed changes included: extending the check out time to two weeks for
videos and DVDs. Another change includes asking patrons to have their library
card number with them when working with patron accounts over the phone.
Fees that are not in an ordinance will be presented to Council before the end of
the fiscal year.
The Library Board members were interested in raising fines to .25 per item.
Rachel said that she would look into it.
Other suggestions for collecting fines: e-mailing patrons about overdues; sending
a phone call only, then a final notice and finally a court letter.
The circulation policy to change notify by phone, e-mail, and mail. The goal is to
eliminate the mailed letters and move towards e-mail or phone notification with a
final notice and a certified letter. Another suggestion was to encourage and
promote civic responsibility.
Another suggestion is to limit the number of items that individual patrons check-
out. Rachel will present information on use patterns. She will also ask for staff
input.

There was also a question about the definition of"non-resident". It is not clear if
non-resident means out-of-state or out-of-city. Rachel will call the State Library
to get clarification.
Shirley and Grace attended the NETLS Geographic Meeting along with Rachel.
Grace talked about the money that NETLS is going to lose in SFY2008. There
won't be equipment grants in SFY 2008. Shirley said that the money for
Collection Development would be eliminated. The rotating collection will stay
for awhile because they have one more year to purchase materials. They would
continue to rotate the materials for some time after the end of the funding year.
Grace announced the BWI/YALSA Grant Award for $1,000 for young adult
materials.
STAFF REPORTS
Rachel announced the National Library Week programs. She asked that the
Library Board authorize a proclamation for National Library Week. Rachel will
submit the proclamation to City Council.
Rachel said that new interne computers are up. "Live Homework Help" is up as
well.
The Library staff is going to find a new home for the train. They will then
purchase educational materials and furniture. The NETLS computers will also
come in the next few months.
The old computers went to the Parks and Recreation Center employees to use for
Word and e-mail.
Rachel reviewed the Texas Book Festival Grant submissions. Grants were
submitted for books, media equipment, and children's computers.
