Discussion continued about the Circulation Policy. Rachel reviewed some of the
questions from the last meeting:
Nonresidents are people out of state. Lone Star Grant funding is dependent on
how accessible the collection and library is to Texas residents.
Phone tree. Rachel passed out procedures for the phone tree and the mailing out
of overdues.
There was a discussion about how the overdue process works in regards to the
court letters. Rachel is going to check on how that process works if patrons do
not respond to the court letter.
The Library Board also discussed ways to get the Library materials returned on
time.
Rachel reviewed some of the costs involved in processing overdue notices.
The Library Board discussed various ways to encourage patrons to return items.
One of the ideas is to have the City Attorney send the final notice rather than the
Library Director. Rachel will look into how many letters are in municipal court,
waiting for patrons to respond. One of the suggestions was to send another letter
to those in court status. It was suggested to look at three phone calls and a City
Attorney letter.
Overdue charges. Most of the staff did not like the idea of raising fines. Library
Board members would like to see the fines raised. It was suggested that their be a
.20 increase. A survey showed that the smaller libraries charge .10 and the larger
charge .25.
Rachel reviewed with the Library Board the renewal patterns of various materials.
It was suggested that the Library limit DVDs to five per card because they have a
high renewal rate.
National Library Week Proclamation will be Tuesday, March 28. Library Board
members Shirley Burnett and David James will attend.
The Request for Qualifications for the Architect and the Request for
Qualifications for the Construction Manager are being written.
Rachel passed out samples of exhibit/display policies. This policy would
delineate the kinds of brochures/pamphlets that the Library would display.
