CALL TO ORDER
Announce the presence of a Quorum.
Grace Morrison called the meeting to order.
Members Present: Grace Morrison, Eric LeJeune, Shirley Burnett,
David James, Junaid Najamuddin, Rachel Orozco

Action Items
The minutes of the March 10, 2008 meeting were approved with corrections.
PRESENTATIONS
Jerri Smith, President of the Friends, was not able to attend. Rachel made the Friends
announcements. Jerri Smith requested a sign for the new Library location. The name
new library facility will retain the name, "The Rita and Truett Smith Public Library." An
official proclamation will be presented at a Council meeting.
The Barnes and Noble book sale went well, but was not as successful as the fall book
sale. An observation was made that the cashiers were not asking customers about the
vouchers.
The Friends will hold a spring reception on Thursday, May 22 at 6 p.m. at the American
National Bank meeting room.
The Friends will sort through books at Dallas Moving Storage on Saturday, May 3
at 9 a.m.

The construction manager is visiting with the Friends of the Library on Thursday, April
17 at 6 p.m.
DISCUSSION ITEMS
The architects will present the finishes and color schemes on Monday, April at
1 p.m. The Library staff has been meeting with furniture vendors for shelving and color
schemes. The Library staff gathered information on estimated costs for shelving. The
architects were all working on different plans so they stopped making changes for right
now. Some of the final changes that the Library requested will be incorporated before the
final plans are approved.
Rachel passed out the meeting room policy and forms that the library currently uses.
The form has been revised to include more detail. Suggestions from the Library Board
are as follows: name of organization, o charge, earliest booking, deadline for meeting
room applications, library takes precedence over other programs, person designated as
the final decision maker, and a disclaimer that says the library does not endorse or
advocate meetings held by outside organizations.
One of the board members said that Plano is in litigation regarding a Day of Prayer. The
church missed the reservation date deadline.
The current meeting room policy has a one year meeting reservation which is posing a
problem because the library is having trouble booking its own programs and other
organizations do not have the opportunity to use the meeting room.
The decision to charge will be made when the new building opens. Libraries do not
charge non-profit organizations. Libraries charge for-profit organizations. It was asked
about processing fees. All fees go to the general fund, not directly to the Library.
Some libraries also include what they do not permit. For example, campaign fundraisers
are not permitted but political forums. Religious services are not permitted. We might
include library, City of Wylie departments, and civic, educational and cultural programs.
A question was asked about the sale of products in the Library. It is not in our current
meeting room policy.
Religious groups can meet for a Bible study. Religious services are not permitted. A
question was asked about this. Rachel will check with the City Attorney. A question was
asked about groups that require membership fees such as the Wylie Book Review Club;
homeowner's association; and girl and boy scouts. Rachel will check on this.

Reports
Rachel suggested that the Library Board go to the website for program events. It was
announced that Mexico 2000 will perform April 28 at 6:30 p.m. Mexico 2000 is a local
non-profit organization. "The Great Migration" Family Book Discussion will also be
held on April 28 at 5 p.m. The library also received a$2,500 grant for new country
books for the juvenile social sciences collection.
Donna and Rachel attended the Public Library Association. Rachel attended a pre-
conference on Early Literacy in the library. The library will look at incorporating some
of these ideas.
Rachel toured a Hennepin County Library that is 53,000 square feet on one floor. The
library has 115 computers. They also have TechLogic, an RFID system that has a
conveyor belt.
The Texas Library Association Convention is in Dallas the week of April 16. There is a
fee for vendors. The vendor exhibits are during the day from 9 a.m. to 4 p.m.
