Monthly Meeting Minutes
November 4, 1999
Agenda:
1. Select a Chairperson and Vice-Chairperson for the Calendar Year.
2. Establish date and time for monthly meetings.
3. Review the scope of Ordinance No. 84-11, Construction Code Board.
4. Review of Application for the Construction Code Board.
5. Interpretation on Section 25.7 (Exterior wall Standards, residential), of City Of
Wylie's Zoning Ordinance, Special Regulations.

1. Vote for Chairperson: All in favor Jim Chaney, Chairman
Vote for Vice-Chairperson: All in favor Dwight Lancaster, Vice-Chairman
2. Date and time for meetings will be Thursday second week of each month
at 7:00 p.m. If anything should happen that this meeting could not be kept,
it will be changed to the third Thursday of that month. The next meeting of
the Board is scheduled for December 16, 1999 at7: 00 p.m. The January
meeting has been tentatively scheduled for January 20, 2000 at 7:00 p.m.
3. All in favor, item number 5 Interpretation Section 25.7 (Exterior wall
standards, residential), of City of Wylie's Zoning Ordinance, Special
Regulations, should held over until the next meeting.
4. Board members will work on a mission statement for the Construction
Code Board.
5. Ordinance 84-11: This ordinance is 17 years old. Shahla Layendecker is
working on a revision and will submit it to the City's Attorney for review.
This should be ready by December Board meeting.
a. New ordinance should include requirements on sub-standard
housing, high weeds and grass.
b. It should state the specific duties of the Construction Code Board.
6. Other questions raised:
a. Trade registration for mechanical, electrical and plumbing should be
monitored more closely.
b. Will there be licensing required for General Contractors? This will
probably not happen in Wylie.
7. Questioned: A Wylie secretary issued a permit to a resident to install
electricity and plumbing on his own. Resident was told no license is
required if this is his/her homestead.
8. A List of the powers and duties of the board members is being worked on.
a. The Board will not vote on variances.
b. A quorum of four (4) board members will be kept in the ordinance.
9. Suggested: City of Wylie adopts UBC 2000 and not 1997. All were agreed.
a. All were agreed Engineers seals had to be on all plans.
b. A Health Ordinance is not in place. One needs to be established
c. No stop work orders unless project is unsafe or causes a risk.
10. Contractor licenses need to be checked on the job site. Work at some
projects is not being done by a licensed electrician.
11. When an application is taken to board members for review, applicant
(contractor) is requesting an audience with the board. It was suggested a
fee be charged for this review.
12. 2000 UBC should arrive in mid-March. The 1st edition will be reviewed.
Final review should be ready by December.
13. An article should be written and published in the Wylie paper as to what
the Construction Code is all about.
14. Codes in the UBC are the minimum standards allowed. This should be
kept in mind.
