Commission Members Present: Staff Members Present: Michael George, Acting Chairman Claude Thompson, Planner Steve Ahrens Mike Sferra, Development Services William Chapman Carter Porter Consultant Present: Tommy Pullium Jim Jenks, Hogan Corporation Tony Snider Phillip Tramell Gary Wiseman CALL TO ORDER Acting Chairman George called the Meeting to order at 9:31 p.m. CITIZEN PARTICIPATION No one was present to speak. CONSENT AGENDA ITEMS 1. Consider and act upon approval of the Minutes of the January 16,1997 meeting. (Minutes were obtained by staff from notes and tapes within the files, as no current members of the Committee were involved in the IFAC at that time.) Motion to approve was made by Commissioner Ahrens, seconded by Commissioner Porter. Motion passed 8-0. IFAC Meeting January 8, 2001 Page 2 ELECTION OF OFFICERS Motion was made by Ahrens, seconded by Porter to elect Michael George as Chairman. Motion passed 8-0. Motion was made by George, seconded by Wiseman to elect Carter Porter as Vice-Chairman. Motion passed 8-0. ACTION ITEMS 1. Consider Land Use and Population Assumptions Thompson reviewed the State Legislative authority and requirements for the assessment of Development Impact Fees by local municipalities in order to recapture the public costs of capital improvements required by new development. This Committee has been appointed by the City Council to advise on revisions to Wylie's Impact Fee program through the year 2010. The process will include the following steps and meeting by the Committee: • 1/8 Consider revisions to Land Use and Population Assumptions supporting Development Impact Fees • 1/16 Consider revisions to Master Plans for water and wastewater facilities and to the 10-Year Capital Improvements Program • 2/6 Consider revisions to the Impact Fees • 2/13 Present draft of Land Use&Population Assumptions, 10-Year CIP for water& wastewater facilities, and Impact Fees to City Council • 3/27 Council hold public hearing and consider adoption of the Impact Fee Program Thompson reviewed the previously distributed report Land Use Assumptions for Impact Fees, 2001-2010. There is currently a total of 10,125 acres of land within the City of Wylie Water/Wastewater Service Area of which 3,823 acres are developed. The population of the service area is 13,250 persons. It is estimated that the service area population will increase to 18,550 persons by the year 2010 and that this population will require a total of 5,608 acres of land, or an increase of 1,785 acres over the current utilization. Some Committee members expressed concerns that the estimates were too low, believing that development and population will increase to a much greater amount. Thompson reported that the estimates are based both on projection of Wylie's past growth and its proportion of projected regional growth, and are in line with estimates provided by the North Central Texas Council of Governments. The Comprehensive Plan is based on similar growth trends. However, the projections will be reevaluated as the process of revision process continues. IFAC Meeting January 8, 2001 Page 3 Motion was made to tentatively approve the assumptions by Snider, seconded by Ahrens. Motion passed 8-0. 2. Consider Capital Improvements Plan Engineer Jim Jenks, of the Hogan Corporation, reported that the consultants were completing revisions to the water and wastewater Master Plans required to serve the ultimate population of Wylie at build-out. The population and land use projections will then be applied to estimate the facilities required to serve the population at 2010. These plans will be presented at the next meeting.
