03-17-2016 (Public Arts Advisory) Minutes Public Arts Advisory Board ICITY OF WYLIE Minutes Regular Meeting March 17, 2016 — 6:00 p.m. Wylie Municipal Complex Council Chambers/Conference Room 300 Country Club Road, Bldg. 100 CALL TO ORDER The Public Arts Advisory Board meeting was called to order at 6:03 p.m. by Chairman Lynn Grimes. • Board members present included: Lynn Grimes, Michelle Pugh, Brooke Lopez and Nancy Peirce. Board members Margaret Boyd, Anita Jones, Lisa Green, were absent. Staff present included: Carole Ehrlich, board liaison. Board Chair Grimes welcomed new board member Nancy Peirce. DISCUSSION ITEMS • • Update and discussion regarding beginning processes for the 2016 CIP Thoroughfare Public Art Projects. (C. Ehrlich, PAAB Liaison-Board) Staff Comments PAAB Liaison Ehrlich addressed the board stating that the final Call for Artists was presented in the packet for tonight's meeting . The next steps in the process includes the use of callforentries.org (CaFE) for submission of all artist RFQ's. The approximate cost will be $600 and the organization will - administer all RFQ responses and manage the review of each by the pare-down committee, selection panel and PAAB. This process will save City staff weeks of work. Staff is requesting direction to use callforentries.org to publish the call. It will also be published on the Dallas Cultural Arts website. Direction from the board was to move forward with the CaFE service for the 2016 CIP Thoroughfare Public Art Projects. • Discussion regarding the 2016 Bluegrass on Ballard to be held July 2, 2016. (C. Ehrlich, PAAB Liaison) Staff Comments Staff provided a list of current vendors approved for the event; showing 26 craft vendors and 4 food • March 17,2016 Wylie Public Arts Advisory Regular Meeting Minutes Page 12 vendors. The board suggested splitting up the responsibilities so half the board would work the morning shift and half the afternoon/evening shift. Board member Lopez stated she would handle and procure volunteers for the event. REGULAR AGENDA 1. Consider and act upon approval of the Public Arts Advisory Board minutes from • the February 18, 2016 Regular meetings. (C. Ehrlich, PAAB Liaison) Board Action A motion was made by board member Lopez, seconded by board member Pugh to approve the February 18, 2016 PAAB minutes as presented. A vote was taken and the motion passed 4-0 with board members Boyd, Green and Jones absent. 2. Consider and act upon members of the Art Application Pare-Down Committee. Staff Comments Board Liaison Ehrlich addressed the board stating that staff is requesting the board to submit names of members to serve on a Public Art Thoroughfare Project Pare-Down Committee to reduce the number of submissions received to a manageable number of applications to submit to the Public Art Advisory Board for review by the Selection Committee. Using callforartists.org as the location for artists to submit required RFQ information will more than likely attract 150 to 200 artist submissions; Allowing the committee to pare-down the submissions to around 20 -25 applicants. This will assist the selection panel in making their semi-finalists selections. This committee should consist of a PAAB member, a professional in public art administration and an artist. The committee will review all applications from photos of previous work, resumes and experience in public art. The committee will also look at what the artist envisions for the site(s). Margaret Robinette, retired art coordinator for the Dallas Cultural Arts Center and City Manager Mindy Manson have indicated they would serve if appointed. • Board Action A motion was made by board member Pugh, seconded by board member Peirce to appoint City Manager Mindy Manson, PAAB Chair Lynn Grimes, and Art Coordinator (retired) Margaret Robinette to the pare-down committee. A vote was taken and the motion passed 4-0 with board members Boyd, Green and Jones absent. 3. Consider and act upon members of the Public Art Selection Committee for the 2016 Thoroughfare Public Art Projects. (C. Ehrlich, PAAB Liaison) Staff Comments PAAB Liaison Ehrlich addressed the Board stating that staff is requesting nominations and approval of • a Public Art Thoroughfare Project Selection Committee to review applicants and the selection of 1-3 semi-finalists for each site or multiple sites. Possible members could include: landscape architects, professional artists, community members and leaders, and a member of the public art board. This March 17,2016 Wylie Public Arts Advisory Regular Meeting Minutes Page 13 gives a broader opinion of all art that is submitted and makes the process less subjective by all. The committee should consist of 5-7 members. Ehrlich reported that Margaret Robinette and City Manager Mindy Manson have indicated they would serve if appointed. The board discussed several members they would like to nominate. Chair Grimes stated that she wanted to recommend tabling the item to a special meeting in the near future in order to have time to hear back from an artist that had been invited and to find a long time citizen of the City to serve on the committee. The board concurred. Board Action A motion was made by board member Peirce, seconded by board member Lopez to table consideration of the 2016 Thoroughfare Public Art Project Selection Committee to March 31, . 2016 at 3:00 p.m. to allow time to contact more prospective committee members. A vote was taken and the motion passed 4-0 with board members Boyd, Green and Jones absent. ADJOURNMENT With no further business before the board, a motion was made by board member Pugh, seconded by board member Lopez, to adjourn the meeting at 6:50 p.m. A vote was taken and the motion passed 4-0 with board members Boyd, Green and Jones absent.
