CALL TO ORDER
Announce the presence of a Quorum.
Members present: Mindy Ayers, Todd Abronowitz, Shirley Burnett, Kenneth Cash, Karen Adams,Janice
Borland &Rachel Orozco, Board Liaison
Members absent: Gerri Washington
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name
and address. Board requests that comments be limited to three(3)minutes. In addition, the Board is not allowed to
converse, deliberate or take action on any matter presented during citizen participation.
PRESENTATION
Cheryl Williams, County Commissioner, Precinct 2 for Collin County, Texas discussed future County
funding for libraries.
Commissioner Williams discussed the philosophy of the County Commissioners and their intent to fund
core costs and also to decrease costs as much as possible. Areas that are included in the core costs are
courts,jails, county roads, mental health, transportation and public safety. Commissioner Williams stated
Collin County has one of the lowest tax rates in the State of Texas at .22 per$100 ad valorem tax.
Library funding is not considered a core function and money shouldn't be expected to be received from
the county. Frisco and Plano have opted out of receiving county funding and have chosen to charge their
patrons for library usage. According to Commissioner Williams County funding wasn't ever meant to be
utilized for programs and was meant only to cover the cost of patrons who use the facilities and live in the
unincorporated areas not in the City.
Commissioner Williams asked if data could be produced as to how many patrons that use the facility live
in the County. The Commissioners believe those who live in unincorporated areas should pay their own
fees to utilize the library, services and its programs. This data must be received by the County before they
discuss budget at the end of July. However, Commissioner Williams does urge the Smith Public Library
not to rely on any county funding this next fiscal year.
Commissioner Williams would be open to recommending to the other Commissioners that partial or step
down funding be given to libraries this fiscal year with the thought that no funding would be given the
next fiscal year.

My Very Own Book Club: March 16 & 18 from 3:30-4:30pm
My Very Own Book Club is for 15t&2nd graders. Kids are encouraged to read the book on their own
time and then come to the meeting for discussion and a craft. Sign up at the Children's desk.
Participation is limited, but all participants get a free copy of the book.

Friends of the Library Meeting: March 17 @ 6:00pm
The Friends of the Smith Public Library hold their monthly meetings on the 3rd Thursday of every month
at 6:00 PM in the Conference Room.

Our annual anime celebration fills an afternoon with loads of fun, including cosplay and animated music
video contests, manga swap, and more! Lunch provided. Keep up with our website and Facebook event
page for news and more information.
3rd Grade Voyagers Club: March 22 from 3:30-4:30pm
A learning club just for 3rd graders! Register at the Children's Desk to receive your passport. Space is
limited. '

Sensory Storytime: March 26 from 10:00-11:00am
Let us be a part of your puzzle. For elementary school aged kids (Kindergarten through 4th grade) with
sensory integration challenges. If your family is interested in participating, please email
Anna.Simkulet@wylietexas.gov at least 48 hours before the program. Space is limited to ensure a
positive experience for all.

BeTween Book &Movie Club: March 31 from 6:00-7:00pm
Never judge a book by its movie. 4th, 5th
and 6`h graders are invited to discuss different books that have
movie adaptations. Sign up at the Children's desk. The first 50 kids to sign up get a free copy of the
book.
