CALL TO ORDER
Announce the presence of a Quorum.
Members present: Mindy Ayers,Todd Abronowitz, Karen Adams,Janice Borland, Shirley Burnett,
Kenneth Cash,Jesse Meason &Rachel Orozco, Board Liaison
Members absent: None.
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name
and address. Board requests that comments be limited to three(3)minutes. In addition, the Board is not allowed to
converse, deliberate or take action on any matter presented during citizen participation.
No citizens were in attendance.
PRESENTATION
No presentation was given at the meeting.
ACTION ITEMS
The Library Board Minutes of Monday,July 11, 2016 were approved as presented.
DISCUSSION ITEMS
Borrower Policy: Members reviewed and discussed the final draft of the Borrower Policy. A motion
was made to approve the Borrower Policy with minor revisions as discussed and was unanimously
approved by all members.
Long Range Plan Review: The Long Range Plan is reviewed and updated every three years. It always
begins with the City of Wylie Mission Statement and the Library Mission statement. The service
responses are taken from the American Library Association. Responses chosen are Business and Non-
Profit Support, Current Topic and Titles, Educational Support, Discover Your Roots, Satisfy Curiosity,
Express Creativity(creating and sharing content), Visiting a Comfortable Place(physical and virtual
spaces). Staff felt those topics best encompassed what we do.
Members were encouraged to review the Plan to discuss in greater detail at the September meeting. If
members have suggestions in the meantime they can email them to Rachel.

STAFF REPORTS
FY17 Budget Update: The City Manager advised Rachel that City Council approved the expanded level
of service requests which included the replacement of computers, making the part-time Adult Reference
Librarian full time and hiring an additional part-time Reference Assistant to be a floater. Final vote on
the budget will be done at the City Council meeting on September 13.
Collin County Budget: A proposal was submitted to the County for$85,500.00 which was the amount
of money that was the electric co-op funds. The money would be divided evenly between the remaining
libraries and which our portion would be approximately$14,000.00. The formal presentation will be
made to the County Commissioners at their meeting on Tuesday, August 16.
Friends of the Library Book Sale—Update: The Friends group made approximately $1,200.00 from
the sale. Fourteen boxes of books that didn't sell were taken to Half Price Books and $232.00 was
received for those.

Upcycling Crafts Extended the life of unused objects. Get tips for various household objects, and bring an
old t-shirt and turn it into a no-sew tote bag. Register at the Help Desk or call 972-516-6250
