CALL TO ORDER
Board Chairman Rose called the meeting to order at 6:30 p.m. with Board Member Board Member Harris,
Board Member Jones, Board Member Kinser, Board Member White, and Board Member Robinson
present. Board Member Chesnut was absent from the meeting.
Staff members present were Parks and Recreation Superintendent, Robert Diaz, and Parks Board
Secretary, Janet Hawkes.
CITIZENS PARTICIPATION
No Citizens came forward.
BUSINESS ITEMS
1. Consider and act upon approval of the Minutes from the August 8, 2016
meeting.
Board Action:
Board Member Jones made a motion to approve the minutes from the August 8, 2016 meeting.
Board Member Harris seconded the motion, and a vote was taken and passed 6-0.
DISCUSSION ITEMS
• Hail storm damage facility update - Bart Peddicord Community Center
(BPCC,) Brown House, and Wylie Senior Recreation Center.
Superintendent Diaz updated the board on the status of hailstorm repairs. The Wylie Senior
Recreation Center roof remains the number one repair priority due to its excessive damage. The
Center needs HVAC repair, drywall replacement, and extensive interior clean up. The seniors
continue to meet temporarily nearby at the Waterbrook Bible Fellowship church on Thomas
Street.
Due to its specialization, the City is working through an architect to obtain bids on the Brown
House roof, which makes the process more complex and time consuming. Decking will likely
need to be added to the cost since there currently is no decking on the roof. The Wylie Fire
Department does not recommend replacing the roof with the wood shake style as to the heavy
fire hazard which that type poses; if we do opt for the wood shake roof, Code will require
installation of an interior sprinkler system throughout. Over all, the roof will be chosen with cost
effectiveness in mind. All of the Brown House windows on the west side are broken and need
replaced. No solid date has been set to reopen due to the lengthy process, but it will not likely be
before May due to the repair process. Full time employees of the Brown House and Senior
Center continue to office out of the Parks Building on Hensley, and staff of both will be
participating in the Boo on Ballard event and Wylie Arts Festival as in years past. There will
continue to be no public admittance inside the Brown House, and the property gates will remain
locked due to safety and liability issues. Grounds will be receiving heavy yard cleanup and
maintenance this fall.
The repair and reopening of the Bart Peddicord Community Center has still not been determined,
but staff feel that the Wylie Economic Development Corporation will likely recommend its closing.
The roofs at Community Park took the hardest hit, and although it and other area park pavilions
have damage, they continue to function as usual. Damaged playground shade covers have all
been replaced. The playground "tree tops" at Community Park were causing the structure to shift
so staff completely removed the tops for safety reasons. Staff will look at requesting funding from
the Acquisition and Improvement Fund the next fiscal year to replace the playground equipment
at Community Park and Friendship Park's playgrounds.
• Municipal Complex Trail-East Meadow update.
Superintendent Diaz advised the Board that the trail site plan, included in the packet, had been
updated according to their requests during the August meeting. The preliminary East Meadow
Trail design now includes the following: 1) an alternate location for the planned art piece situated
between the existing trail and the parking lot(the lot was shifted slightly east to better
accommodate), 2) added dog stations along the trail, 3) locations for all of the solar lights, and 4)
inclusion of trail stub outs as add alternate locations to connect future trails.
Staff discussed with the consultants the area near the connector to the Creek Hollow
neighborhood. Extensive fill and grade work will be necessary for bridge construction and a low-
water crossing. Remedial options suggested by the architect include a 200 foot boardwalk in lieu
of the prefabricated bridge and low-water crossing. Another suggestion was that we reduce the
trail width to eight feet wide instead of twelve feet wide. This will be more cost effective due to
the use of less material and reduced need for tree removal and clearing.
Board Member White expressed his concern over the boardwalk being a liability due to the
surface being slick. Superintendent Diaz advised that staff would opt for a slip resistant material
such as a precast concrete. Board Member Kinser stated that the City of Richardson, where he
is employed, have installed a type of boardwalk material made of textured Trex composite
decking, which he advised is more expensive than treated wood, but less slippery, easier to
install, and lower maintenance with fewer issues. Board Member Kinser agreed to tour staff at
the Richardson parks where this type of textured Trex boardwalk had previously been installed;
these parks include Citywide West, Spring Creek Nature Preserve and the Prairie Creek Park.

There being no further business, a motion to adjourn was made by Board Member Kinser. Board
Member Jones seconded the motion, and a vote was taken and passed 6-0. The meeting was adjourned
at 7:17 p.m.
