10-10-2016 (Library) Minutes Library Advisory Board 111 CITY OF WYLIE s Library Board--Minutes Monday, October 10, 2016 — 7:00 pm Conference Room Smith Public Library 300 Country Club Rd., Bldg. 300 Wylie, Texas 75098 CALL TO ORDER Announce the presence of a Quorum. Members present: Mindy Ayers, Todd Abronowitz, Janice Borland, Shirley Burnett, Kenneth Cash,Jesse Meason &Rachel Orozco, Board Liaison Members absent: Karen Adams CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and address. Board requests that comments be limited to three(3)minutes. In addition, the Board is not allowed to converse, deliberate or take action on any matter presented during citizen participation. No citizens were in attendance. PRESENTATION No presentation was given at the meeting. ACTION ITEMS The Library Board Minutes of Monday, September 12, 2016 were approved as presented. DISCUSSION ITEMS Long Range Plan: A final draft of the Long Range Plan was presented for final review and approval. A motion was made by Janice Borland, seconded by Todd Abronowitz and unanimously approved with corrections and additions as discussed. Privacy Policy: The need for a privacy policy to be created was discussed. Rachel previously discussed the Public Information Act with the City Attorney to ensure she is interpreting it correctly. Law enforcement personnel have to submit a subpoena or warrant in order for staff to release patron information. The library doesn't keep a history of items a patron checks out. Once the item is checked in it is removed from the record unless money is owed for overdue materials. The security camera footage also falls under this policy and is handled the same way as requests for patron information. The Texas Open Records Act October 10,2016 Library Advisory Board Regular Meeting Minutes Page 2 of 3 and the USA Patriot Act are included at the end of the document and Rachel will check with the City Attorney to ensure these are worded correctly. The City Attorney advised that the library card is a contract and in Texas a contract can't be signed unless the individual is 18 years old. Our library cards are individual cards and not family cards. We are strict about minors 17 and under in respect to the parent who signed for the card is the only person who can get information. However, Rachel checked with the City Attorney and verified that the other parent can produce proper identification and get information on what is currently checked out to their child/children. Information isn't released to an individual unless they have a library card with them. Over the telephone we require the card number and the PIN number be given before releasing information. If a person comes and wants to know what their spouse has checked out we can't release the information. Board Members were encouraged to review the Privacy Policy and either email any questions and/or comments to Rachel or bring them to discuss at the next meeting on Monday, November 14. STAFF REPORTS Volunteers are needed to assist with the Friends of the Library Costume Contest on Tuesday, October 25 from 5:30 to 7:30pm. Upcoming Special Events: My Very Own Book Club: October 12 & 14 from 3:30-4:30pm My Very Own Book Club is for 1S`&2nd graders. Kids are encouraged to read the book on their own time and then come to the meeting for discussion and a craft. Sign up at the Children's desk. Participation is limited,but all participants get a free copy of the book. • October: Johnny Appleseed by Jodie Shepherd LEGO League: October 19: For kids in 1st-4th grades. Come show off your creativity and build around a different theme every month. Cooperation and building on theme are encouraged but not required.Everyone will have a chance to present their awesome LEGO designs to the group. Age limits strictly enforced. No parents or younger/older siblings please. Space is limited. Registration required at the Children's Desk. • October: B0000! Build Something Scary! 3rd Grade Voyagers Club: October 20 from 3:30-4:30pm A learning club just for 3rd graders! Register at the Children's Desk to receive your passport. Space is limited. • October: North Texas Birds of Prey with the Blackland Prairie Raptor Center(In the Storytime Room) BeTween Book &Movie Club: October 27 from 6:00-7:00pm Never judge a book by its movie. 4th, 5th and 6th graders are invited to discuss different books that have movie adaptations. Sign up at the Children's desk. The first 50 kids to sign up get a free copy of the book. • October: Holes by Louis Sachar Japanimation Club: October 13 from 6:00-7:00pm 6t-12`h graders come geek out about all things anime and manga in the storytime room! A. Starks and mystery author Deborah Reardon for a discussion on their lives and writing, and a book signing. Books will be available for purchase through Barnes & Noble. Guests subject to cancellation or schedule change due to emergency or professional commitments. Booked on Fridays: October 14 @ 12:00 Noon Bring your lunch at noon the 2nd Friday of each month for fun reads and light conversation. • October: Life in a Jar by H.
