Meeting Minutes
Monday,December 12,2016—6:30 p.m.

CALL TO ORDER
Board Vice-Chairman Kinser called the meeting to order at 6:38 p.m. with Board Member Chesnut, Board
Member White, Board Member Jones and Board Member Robinson in attendance. Board Chairman
Rose and Board Member Harris were absent from the meeting.
Staff members present were Parks and Recreation Superintendent, Robert Diaz, and Parks Board
Secretary, Janet Hawkes.
CITIZENS PARTICIPATION
No Citizens came forward.
BUSINESS ITEMS
1. Consider and act upon approval of the Minutes from the October 10, 2016
meeting.
Board Action:
Board Member Robinson made a motion to approve the minutes from the October 10, 2016
meeting. Board Member White seconded the motion, and a vote was taken and passed 5-0.
2. Consider and act upon approval of the meeting calendar for 2017.
Board Action:
Board Member White made a motion to approve the 2017 meeting calendar as is. Board
Member Jones seconded the motion, and a vote was taken and passed 5-0.
DISCUSSION ITEMS
• Acquisition and Improvement Fund Subcommittee for FY 2017-18 meeting.
Superintendent Diaz requested that a minimum of three Parks and Recreation Board Members
volunteer to sit on the Acquisition and Improvement(A&I) Fund Subcommittee for fiscal year
2017-18. Board Member Robinson and Board Member Chesnut both volunteered to serve.
Board Member Chesnut then nominated Board Chairman Rose,who was not in attendance, to
serve; however, Board Vice-Chairman Kinser agreed to volunteer as the third A&I Subcommittee
Member if Board Chairman Rose declined. Superintendent Diaz advised he would reach out to
Board Chairman Rose and Board Member Harris to inquire on their interest in serving on the
subcommittee. Superintendent Diaz stated he will bring back this item for discussion during the
January 2017 meeting, wherein he will propose a first meeting date sometime between the
January and February 2017 Parks and Recreation Board Meetings.
• Hail storm damage facility update — Bart Peddicord Community Center,
Brown House, and Wylie Senior Recreation Center.
Superintendent Diaz updated the Board that the Senior Center roof replacement, parking lot
extension, and new ADA compliant ramp installation had been completed, and that the HVAC
and interior repair quotes are in process and expected to finalize by year end. It is expected that
the Senior Center will be completed and reopened in February 2017, or in March 2017 at the
latest. In the meantime, the senior programs continue to operate out of the Waterbrook Church.
The Historical Review Committee met with staff on the selection of the Brown House roof
replacement, and they recommended a composite type high grade class 4 roof material in a
neutral gray color,which carries a unique slate appearance. The City Council will vote on the
approval of the Historical Review Committee's recommendation during their December 13th,
2016 meeting. Although the Brown House has minimal interior damage, no repairs have been
made at this time. Its' expected reopening date is in February, coinciding with the Senior Center
timeline.
Superintendent Diaz stated that the Wylie City Council would be discussing the future of the Bart
Peddicord Community Center at a work session during their December 13th, 2016 meeting, but
final decisions might not be made at that time. Regarding the Bart Peddicord Community Center,
Board Member Chesnut shared that he hoped to see it repaired, and operations that existed prior
to the hailstorm continued.
• Municipal Complex Trail-East Meadow project update.
Superintendent Diaz advised that bids for the East Meadow trail project will be released by the
first of the year, and the due date for incoming bids is February 2nd, 2017. The final bid will be
awarded to City Council during their February 28th, 2017 meeting. The anticipated construction
start date is likely to be in April 2017,with a sixty day cap on the project's completion. The
boardwalk area will be the biggest challenge during the project, and inclement weather could also
have a bearing on the extension of the sixty day completion date cap.
Two bond funded art projects will be included within the trail, and construction thereof will be in
conjunction with the East Meadow trail project. No use of trail funds will be used to construct the
two art projects.

There being no further business, a motion to adjourn was made by Board Member Jones. Board Member
Robinson seconded the motion, and a vote was taken and passed 5-0. The meeting was adjourned at
7:11 p.m.
