CALL TO ORDER
The Planning and Zoning Commission was called to order at 6:07 p.m. A quorum was
present. Commissioners present were: Chair Ron Smith, Commissioner Roger Myers,
Commissioner Mike McCrossin, Commissioner Jerry Stiller, and Commissioner Randy
Owens arrived late.
Staff present was Renae' 011ie, Development Services Director, Jasen Haskins, Sr.
Planner, Kevin Molina, Planner, Mary Bradley, Administrative Assistant, Sam
Satterwhite, Director Wylie Economic Development Corporation, and City Engineer,
Tim Porter.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner McCrossin gave the Invocation. Commissioner Myers led the Pledge of
Allegiance.
CITIZENS COMMENTS
Chair Smith opened the Citizens Participation. With no one approaching the
Commissioners, Chair Smith closed the Citizen Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the March 7, 2017,
Regular Meeting.
Board Action
A motion was made by Commissioner Stiller and seconded by Commissioner Myers
to approve the minutes for March 7, 2017, as submitted. Motion carried 4—0.

Item 1 —Site Plan for Chick-fil-A Addition
Consider, and act upon a Site Plan for Chick-fil-A, Lot 1 of Railroad Industrial Park
Addition, located on the northeast corner of SH 78 and Cooper Drive.
Staff Presentation
Mr. Molina stated that the property of a single lot consisting of 1.53 acres that is zoned
Commercial Corridor. The applicant proposes to develop a Chick-Fil-A restaurant.
A restaurant use is allowed by right within the Commercial Corridor zoning district. The
overall building square footage measures 4,996 square feet and requires 1 parking space
for every 150 square feet. The applicant meets and exceeds the parking requirement by
providing 73 parking spaces.
The exterior material is comprised of brick, stone and Stucco. As presented this item
complies with the minimum site, landscaping and exterior materials requirements of the
Zoning Ordinance.
Board Discussion
Commissioner Owens arrived at 6:25PM.
The Board discussed at length the mutual access and traffic during peak hours. It was
a concern of the Board that Cooper Drive should be restricted to left turn only. The
applicant, Bryan M. Burger; Burger Engineering, LLC 17103 Preston Rd, Ste. 180N,
Dallas, Tx 75248, stated that a Traffic Impact Analysis had been completed. The TIA
indicated that a decel lane should be constructed to access Cooper Drive from SH 78.
Board Action
A motion was made by Commissioner McCrossin and seconded by Commissioner
Myers to approve a Site Plan for Chick-fil-A, Lot 1 of Railroad Industrial Park
Addition, located on the northeast corner of SH 78 and Cooper Drive. Motion carried
5 -0.
Item 2—Site Plan Office/Shell (2811 W FM 544)
Consider, and act upon a Site Plan for Office/Shell use, located at 2811 West FM 544
being Block A Lot 1 of the Poorkiyani Addition.
Staff Presentation
Mr. Haskins stated that the property is located at 2811 West FM 544 and a
Preliminary Plat was approved by the Commission at the last meeting. The property is
0.477 acres and is zoned Commercial Corridor. The applicant is proposing to develop
one single story commercial building of 5,990 square feet for various allowed uses.

The site has a total of 16 parking spaces which will limit uses to those requirements
of 1 to 375 or greater, on average.
The Site Plan, Elevations, and Landscape Plan meet the base and desirable design
standards.
Board Action
With no questions for the applicant or staff, a motion was made by Commissioner
Stiller, and seconded by Commissioner McCrossin to approve Site Plan for
Office/Shell use, Lot 1, Block A of Poorkiyani Addition. Motion carried 5 —0.
MISCELLANEOUS
Ms. Bradley stated that the next meeting is on April 4, 2017. Commissioner Owens
stated that he would be unable to attend.
ADJOURNMENT
A motion was made by Commissioner Owens, and seconded by Commissioner
McCrossin to adjourn the meeting. All Commissioners were in consensus.
