CALL TO ORDER
The Planning and Zoning Commission was called to order at 6:02 p.m. A quorum was
present. Commissioners present were: Chair Ron Smith, Vice Chair Dennis Larson,
Commissioner Roger Myers, Commissioner Mike McCrossin, Commissioner Jerry
Stiller, Commissioner Randy Owens, and Commissioner Sonia Ahmed.
Staff present was Renae' 011ie, Development Services Director, Jasen Haskins, Sr.
Planner, Kevin Molina, Planner, Mary Bradley, Administrative Assistant, Sam
Satterwhite, Director Wylie Economic Development Corporation, Jason Greiner,
Assistant Director WEDC, and City Engineer, Tim Porter.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Myers gave the Invocation. Commissioner Stiller led the Pledge of
Allegiance.
CITIZENS COMMENTS
Chair Smith opened the Citizens Participation. With no one approaching the
Commissioners, Chair Smith closed the Citizen Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the February 21, 2017,
Regular Meeting.
Board Action
A motion was made by Commissioner McCrossin and seconded by Commissioner
Myers to approve the minutes for February 21, 2017, as submitted. Motion carried 7 —
0.

Item 1 —Preliminary Plat Poorkiyani Addition
Consider, and act upon, a recommendation to the City Council regarding a
Preliminary Plat for Poorkiyani Addition, creating one lot on 0.477 acres, located at
2811 FM 544.
Staff Presentation
Mr. Haskins stated that the property totals 0.477 acres and will create one lot. The
owner is proposing a commercial building. The Site Plan will be considered at the
next meeting, March 21, 2017.
The property dedicates the necessary rights-of-way, fire lanes, utility, construction,
and drainage easements.
Staff recommends approval subject to additions and/or alterations to the engineering
plans as required by the Engineering Department. The item will be considered by City
Council on March 28, 2017.
Board Discussion
Applicant Representative, Bryan Rogers, Better Design Resources, P.O. Box 1454,
Wylie, stated that the building will be approximately 5,500 square feet office use.
Board Action
A motion was made by Commissioner Stiller and seconded by Commissioner Owens
to recommend approval to the City Council for Preliminary Plat for Poorkiyani
Addition. Motion carried 7 —0.
Item 2—Final Plat Railroad Industrial Park Addition
Consider, and act upon, a recommendation to the City Council regarding a Final Plat,
being a Replat of Lots 4-8 of the Railroad Industrial Park Addition, and an
approximate 2-1/2 acre tract of the S.B. Shelby Survey, Abstract No 820 deeded to
the Wylie Economic Development Corporation, creating 2 lots on 4.542 acres,
generally located on the northeast corner of SH 78 and Cooper Drive.
Staff Presentation
Mr. Molina stated that the property totals 4.54 acres and will create two lots by
replatting lots 4-8 and a two acre tract of land. Lot 1 will create a Chick-Fil-A
Restaurant. Lot 2 will develop a use that is allowed within the Commercial Corridor
District pending a site plan approval.
The Site Plan for the Chick-Fil-A Restaurant will be considered at the next meeting,
March 21, 2017.

The plat shall also dedicate a 30 foot fire lane, access drainage and utility easement
along the frontage of both lots. The access will be from Cooper Drive and State
Highway 78.
Staff recommends approval subject to additions and/or alterations to the engineering
plans as required by the Engineering Department. The item will be considered by City
Council on March 28, 2017.
Board Action
A motion was made by Commissioner McCrossin, and seconded by Commissioner
Owens to recommend approval for Final Plat being a Replat of Lots 4-8 of the
Railroad Industrial Park Addition, and an approximate 2 acre tract of the S.B. Shelby
Survey, Abstract No 820. Motion carried 7—O.
Item 3—Site Plan McClure Partners Office/Retail Building
Consider, and act upon a Site Plan for McClure Partners Office/Retail Building, Lot
2R-2, Block B of Freddy's Addition, located south of FM 544 and east Regency Drive.
Staff Presentation
Mr. Molina stated that the Site Plan will create a 3,900 square foot one story
retail/office building on Lot 2R-2, Block B of Freddy's Addition.
The site will have access from FM 544 and shared driveway from the adjacent lot to
the east and west. There will also be a 24' wide Fire Lane access and utility easement
that loops around the site.
The site complies with overall design and landscaping requirements of the zoning
ordinance. The exterior of the building will be comprised of Brick, Split Face CMU
stone and EIFS Cornice and is in compliance with the masonry building material
requirements for commercial developments.
Staff recommends approval subject to additions and alterations as required by the
City Engineer.
Board Action
With no questions for the applicant, a motion was made by Commissioner Stiller, and
seconded by Commissioner Myers, to approve the Site Plan for McClure Partners
Office/Retail Building. Motion carried 7—O.
Public Hearing Agenda
Public Hearing 1 —Replat Kellers 2nd Addition
Hold a Public Hearing and consider, and act upon, a recommendation to the City
Council regarding a Replat for Kellers 2"d Addition Lots 10R, Block 10; Being a Replat

of Lot 10B and Lot 9B, Block 10 of Kellers 2" Addition, located at 307 W. Oak Street
creating one residential.
Staff Presentation [ -)
Mr. Molina is requesting a residential Replat to establish one residential lot of 0.172
acres (7,500 square foot). The Replat will combine Lot 10B and Lot 9B into one lot.
The property is zoned Downtown Historic District.
The purpose of the Replat is to create a buildable lot that will allow the current owner
to have her house rebuilt by Habitat for Humanity. The existing house will be
demolished, due to hail storm and deterioration of the structure.
The Historic Review Commission recommended approval for the site plan for the
new residential structure on March 6, 2017. The City Council will consider the site
plan and the Replat on March 28, 2017.
Staff recommends approval subject to additions and alterations as required by the
City Engineer.
Public Comments
Chair Smith opened the Public Hearing. With no one approaching the Commission,
Chair Smith closed the Public Hearing.
Board Action
A motion was made by Commissioner McCrossin and seconded by Commissioner [ 1
Owens to recommend approval to the City Council regarding Replat for Kellers 2nd
Addition, Lots IOR, Block 10, being a Replat of Lot 10B and Lot 9B, Block 10 of
Kellers 2"d Addition. Motion carried 7—0.
MISCELLANEOUS
Ms. Bradley stated that the next meeting is on March 21, 2017.
ADJOURNMENT
A motion was made by Commissioner Owens, and seconded by Commissioner
McCrossin to adjourn the meeting. All Commissioners were in consensus.
