Commissioners present were: Chair Ron Smith, Commissioner Roger Myers, Commissioner Mike McCrossin, Commissioner Jerry Stiller, and Commissioner Randy Owens, and Commissioner arrived late. Staff present was Renae' 011ie, Development Services Director, Jasen Haskins, Sr. Planner, Kevin Molina, Planner, Mary Bradley, Administrative Assistant, Sam Satterwhite, Director Wylie Economic Development Corporation, and City Engineer, Tim Porter. INVOCATION & PLEDGE OF ALLEGIANCE Commissioner McCrossin gave the Invocation. Commissioner Myers led the Pledge of Allegiance. CITIZENS COMMENTS Chair Smith opened the Citizens Participation. Board Action A motion was made by Commissioner Stiller and seconded by Commissioner Myers to approve the minutes for March 7, 2017, as submitted. Motion carried 4—0. REGULAR AGENDA Minutes March 21,2017 Wylie Planning and Zoning Board Page 1 of 3 Regular Agenda Item 1 —Site Plan for Chick-fil-A Addition Consider, and act upon a Site Plan for Chick-fil-A, Lot 1 of Railroad Industrial Park Addition, located on the northeast corner of SH 78 and Cooper Drive. Staff Presentation Mr. Molina stated that the property of a single lot consisting of 1.53 acres that is zoned Commercial Corridor. The applicant proposes to develop a Chick-Fil-A restaurant. A restaurant use is allowed by right within the Commercial Corridor zoning district. The overall building square footage measures 4,996 square feet and requires 1 parking space for every 150 square feet. The applicant meets and exceeds the parking requirement by providing 73 parking spaces. The exterior material is comprised of brick, stone and Stucco. As presented this item complies with the minimum site, landscaping and exterior materials requirements of the Zoning Ordinance. Board Discussion Commissioner Owens arrived at 6:25PM. The Board discussed at length the mutual access and traffic during peak hours. It was a concern of the Board that Cooper Drive should be restricted to left turn only. The applicant, Bryan M. Burger; Burger Engineering, LLC 17103 Preston Rd, Ste. 180N, Dallas, Tx 75248, stated that a Traffic Impact Analysis had been completed. The TIA indicated that a decel lane should be constructed to access Cooper Drive from SH 78. Board Action A motion was made by Commissioner McCrossin and seconded by Commissioner Myers to approve a Site Plan for Chick-fil-A, Lot 1 of Railroad Industrial Park Addition, located on the northeast corner of SH 78 and Cooper Drive. Motion carried 5 -0. Item 2 —Site Plan Office/Shell (2811 W FM 544) Consider, and act upon a Site Plan for Office/Shell use, located at 2811 West FM 544 being Block A Lot 1 of the Poorkiyani Addition. Staff Presentation Mr. Haskins stated that the property is located at 2811 West FM 544 and a Preliminary Plat was approved by the Commission at the last meeting. The property is 0.477 acres and is zoned Commercial Corridor. The applicant is proposing to develop one single story commercial building of 5,990 square feet for various allowed uses. APPLICANT: EED Family, LLC ENGINEER: RGM Architects The applicant has applied for a zoning change from neighborhood services to a planned development to allow for a mixed use development of a one story bank, a one story general office building, and a three story building with retail on the first floor and multi-family housing on the two top floors with a total of 54 residential units. The tract of land measures 5.669 acres and is located on the southeast corner of the intersection of Alanis Drive and South Ballard Avenue. When evaluating a zoning change, staff looks closely at the impact that the development may have on the surrounding area. The land use plan which is found within the comprehensive master plan has this area listed within the Sub-Urban Sector. • These areas primarily include residential development of low to medium densities and shall also allow commercial development of very low intensity with the immediate neighborhood as the targeted customer. The Plan shall guide in the development of attractive, inclusive and cohesive residential neighborhoods that offer a mix of opportunities. The Planned Developments Standards and exhibits are to function as guidelines and do not grant the developer permission to develop the land without the final approval of a site plan. The consideration of this planned development will allow for the development of a bank without the additional need of a special use permit as the Planned developments regulations will allow for the bank use. All buildings within the concept plan meet the setback, parking, and landscaping requirements of the zoning ordinance. The elevation plan that is shown on Exhibit "E" of the development standards allows for wood finish fiber Page 1 of 2 Page 2 of 2 cement, stucco, brick, and stone exterior materials. All of these materials are allowed within the zoning ordinance and the only variation to the PD standards from the zoning ordinance is the percentage of stone that is being used on the buildings not being at the 20% requirement that the zoning ordinance requires and the allowance of metal louver fins to be used as an architectural accent. Variation to the exterior materials is allowed in planned development and staff does believe that elevation plan as shown in the concept plan does meet the intent of the exterior material requirements within the zoning ordinance. The applicant has requested to table the item until the April 18th meeting in order to modify the plans and elevations of the three story mixed retail/residential building as it is currently not in compliance with the 3:1 height slope requirement from an adjacent residential lot line. The height above grade is currently at 62'-6". Per Residential Adjacency Standards of the Zoning Ordinance, the building setback must be at least 187'-5" from a residential property line. The setback is shown on the plans at 65'. Notification/Responses: Thirty-Eight (38) notifications were mailed; with one (1)response returned favoring the request and one (1) response opposing the request.
