CALL TO ORDER
Chair Jon Lewis called the meeting to order at 6:00 PM and stated that a quorum was
present. Commissioners present: Vice Chair Gary Taylor, Sandra Stone, Bob Heath, Sr.,
James Park, Mandi Wilson, and John Pugh.
Staff present: Renae' 011ie, Planning Director, and Administrative Assistant Mary
Bradley.
CITIZENS COMMENTS
Chair Lewis opened the Citizens Participation. With no one approaching the
Commissioners, Chair Lewis closed the Citizens Participation.
CONSENT AGENDA
1. Consider and act upon approval of the Minutes from December 1, 2016,
Special Called Meeting.
A motion was made by Vice Chair Taylor and seconded by Commissioner Stone, to
approve the minutes as submitted. Motion carried 7 --0.
Regular Agenda
Action Item
Consider and act upon a recommendation to the City Council regarding the construction
of a new single family residential structure located within the Keller's 2" Addition,
Block 10, Lots 9b and 10b (307 W. Oak Street).
Staff Presentation
Ms. 011ie stated that the applicant is Habitat for Humanity. The
Owner/Applicant is proposing to construct a new residential dwelling on two
lots that will require replatting to a single lot. The applicant states that the

current home is in an advanced state of disrepair/deterioration and not
considered safe for many reasons. Per records from Collin County Appraisal
District, the home is 960 square feet and was built in 1931.
The proposal is a 2,106 square foot single story dwelling with four inches
hardy siding, composite shingle roof, and five foot deep wrap around porch.
Columns and railings are to be constructed around the edge of the porch.
Wood scalloped siding will be utilized for architectural detailing on the upper
façade of the gable roof.
A six foot wide sidewalk is required for all new residential construction.
Board Discussion
Ms. Erin Johnson Hernandez, Habitat for Humanity, 1400 Summit Avenue,
Plano, Texas, the applicant, stated that the existing residential structure was
built on the ground and has no solid foundation. A Grant was obtained by the
State of Texas, with a forgivable lien„ The property owner grew up in the
existing structure and will be owner of the new proposed home. The property
owner chose the colors from the historic color palette.
Mr. Colton Franklin, Domus Studio Group, 1045 15th Street, Plano,
representative Architecture/Engineering stated that the porch will be on the
front and side of the house. The limitation of the depth of the porch is on the
cost of concrete.
The Commissioners discussed changing the fishtail siding to square scalloped
siding, the roof have gable design, and have contrast of colors for the corbels.
Board Action
A motion was made by Commissioner Heath, and seconded by Commissioner
Taylor to recommend approval to City Council for new construction Single
Family Residential Dwelling at 307 W Oak; with exception a variation in the
gable roof design, have contrast of colors for the corbels and remove the
fishtail siding to square scalloped siding. Motion carried 7--O.
Ms. 011ie stated that the item will be considered by City Council on March 28,
2017.
Miscellaneous
Commissioner Stone questioned the status of the revision of the ordinance.
Ms. 011ie stated that the direction of the City Council from the work session
was for more research. Staff is researching a new master plan vision for the
Downtown District, which will shape and define the ordinance. No date set on
when the revision will come back to the Board and Council. A task committee
will be appointed, in which the Board Members will participate.

ADJOURNMENT
A motion was made by Commissioner Stone, seconded by Commissioner Pugh to
adjourn the meeting. All Commissioners were in consensus.
