Meeting Minutes

CALL TO ORDER
Board Chairman Rose called the meeting to order at 6:30 p.m.with Board Member White, Board Member
Jones and Board Member Robinson in attendance. Board Member Kinser, Board Member Chesnut, and
Board Member Harris were absent from the meeting.
Staff members present were Parks and Recreation Superintendent, Robert Diaz, and Parks Board Secretary,
Janet Hawkes.
CITIZENS PARTICIPATION
No Citizens came forward.
BUSINESS ITEMS
1. Consider and act upon approval of the Minutes from the March 13, 2017
meeting.
Board Action:
Board Member Jones made a motion to approve the minutes from the March 13, 2017 meeting.
Board Member Robinson seconded the motion, and a vote was taken and passed 4-0.
2. Consider and act upon parkland dedication for the Woodbridge Townhomes
Development.
Superintendent Diaz presented the Board with the parkland dedication details for the Woodbridge
Townhomes Development. He noted that the developer, Herzog Development Corporation, was
expected to be at the meeting, but they were not able to attend. The developer is proposing to meet
parkland dedication fund requirements by submitting approximately$609,200 to the West Zone
Acquisition and Improvement Fund, and installing approximately$65,800 in improvements. These
improvements would include installation of an eight foot concrete trail along Hensley Lane,
connecting Woodbridge North Development to the west and Founders Park trails to the east, of
which would be maintained by the City.
The Board expressed concern over how the trail connection along Hensley Lane will look. The plans
are not detailed enough to see how the new trail will connect to the existing trails coming from the
west in the Woodbridge North Development. After much discussion, the Board stated that prior to
approval, they want a better overall understanding of how the proposed connector trail will look and
transition into the existing Woodbridge North Development trail and Founders Park trail.
The Board consensus was to table this item, requesting the developer attend a future meeting and
bring back a more detailed graphic. The Board asked that this graphic include details of how the
Woodbridge North and Woodbridge Townhome Developments will connect, what the trail will look
like in relation to the entry wall along Hensley Lane, and how the trail could include a possible
trailhead in the area along Hensley Lane and Springwell Parkway.
Board Action:
Board Chairman Rose made a motion to table this item for future discussion wherein the developer
can be present during the meeting and provide more details, as per direction of the-Board. Board
Member Jones seconded the motion, and a vote was taken and passed 4-0. Item has been tabled.
DISCUSSION ITEMS
• Hail storm damage facility update - Brown House, and Wylie Senior
Recreation Center.
Superintendent Diaz gave the Board an update on storm damage repairs. The new window
installation at the Senior Recreation Center is underway and interior work is still in process.
Although the Waterbrook Church has discussed extending the Senior Center's use of their facility
beyond the original June 1st deadline, the Senior Center patrons have expressed their frustration of
delays in returning to the original building. Some have reached out to upper management and the
City Council by way of a signed petition.
The Brown House roof repair status remains unchanged as no start date has been set, and shingles
are said to be on order. With excessive rains in the forecast this week, staff will check the Brown
House roof tarps for potential leaks, replacing them if necessary.
The Board expressed much concern, stating that one year after the April 2016 hailstorm, they were
frustrated with the continuous delay of repairs to the Senior Recreation Center and the Brown
House. The Board proposed staff pursue obtaining a facility repair timeline from the City staff
coordinating the repairs.
In order to provide better communication to the Board on the facility repairs, Superintendent Diaz
agreed to provide the Board with weekly facility repair updates, progress, reasons for delays, and
other related details. This information will be included with the Parks and Recreation Weekly
Division Report emails.
• Municipal Complex Trail-East Meadow project update.
Superintendent Diaz presented an update on the East Meadow Trail project construction with
photographs of the progress. Most of the underbrush clearing for the trail has been completed and
concrete forming has begun. Photographs of the trail progress will be uploaded to the City website
and updated during various project stages.
ADJOURNMENT
There being no further business, a motion to adjourn was made by Board Member Robinson. Board
Member White seconded the motion, and a vote was taken and passed 4-0. The meeting was adjourned at
7:45 p.m.
