CALL TO ORDER
The Planning and Zoning Commission was called to order at 6:00 p.m. A quorum was
present. Commissioners present were: Chair Ron Smith, Vice Chair Dennis Larson,
Commissioner Jerry Stiller, Commissioner Roger Myers, Commissioner Randy Owens,
Commissioner Sonia Ahmed and Commissioner Mike McCrossin.
Staff present was Renae' 011ie, Development Services Director, Jasen Haskins, Sr
Planner, Kevin Molina, Planner, Tim Porter, City Engineer and Mary Bradley,
Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner McCrossin gave the Invocation. Commissioner Stiller led the Pledge of
Allegiance.
CITIZENS COMMENTS
Chair Smith opened the Citizens Participation. With no one approaching the
Commission, Chair Smith closed the Citizen Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the June 6, 2017, Regular
Meeting.
Board Action
A motion was made by Commissioner Owens and seconded by Commissioner
McCrossin to approve the minutes for June 6, 2017, as submitted. Motion carried 7 —
0.

Item 1 — Final Plat Bozman Farms Phase 6
Consider, and act upon, a recommendation to the City Council regarding a Final Nat for -
Bozman Farm Estates Phase 6, establishing 181 single family residential lots and three
open space lots on 59.968 acres, generally located north and east of Troy Road and
Beaver Creek Road.
Staff Presentation
Mr. Haskins stated that the purpose of the plat is to create 181 single-family
residential lots and three open space lots on 59.968 acres. The property is part of an
overall Planned Development Ordinance 2002-52 and is consistent with the PD
conditions set forth.
The plat covers an area that is separated by sections of phase five that runs along
Long Meadow Road. The three open space lots will be owned and maintained by the
HOA.
The plat is recommended for approval subject to additions and/or alterations to the
engineering plans as required by the Engineering Department.
The item will be considered by City Council on July 11, 2017.
Board Discussion
Commissioners questioned when the subdivision will be completely built out. Mr.
Tracey La Piene, Ridinger Associates, 550 S Edmonds Lane, Suite 101, Lewisville,
representative from engineering firm, stated that the goal is to have the remaining
phases platted by next year. Troy Road will be expanded with the phases to the south
of the property, but not including property located outside the city limits.
Commissioners questioned when the old FM 544 will be widened. Mr. Porter stated
that the designing of the widening should be started by the end of this year. The
widening of the road was approved by a bond in three stages. The first two phases
have been completed.
Board Action
A motion was made by Commissioner McCrossin and seconded by Commissioner
Myers to recommend approval to the City Council for Final Plat for Bozman Farm
Estates Phase 6. Motion carried 7—O.
Item 2—Preliminary Plat Woodbridge Phase 21
Consider, and act upon, a recommendation to the City Council regarding a Preliminary
Plat for Woodbridge Phase 21, establishing 368 single family residential lots, 10 open

space lots, and one Public Park on 104.174 acres, generally located south of FM 544
between McCreary Road and Springwell Parkway.
• Staff Presentation
Mr. Haskins stated that the plat will create 368 single-family residential lots, 10 open
space lots, and a public park of approximately 2.75 acres.
The property is part of an overall Planned Development Ordinance 2017-11 and is
consistent with the PD conditions set forth. The 10 open space lots will be owned and
maintained by the HOA.
The item will be considered by City Council on July 11, 2017.
Board Action
A motion was made by Commissioner Owens and Commissioner McCrossin, to
recommend approval to the City Council for Preliminary Plat Woodbridge Phase 21.
Motion carried 7— 0.
Public Hearing
Item — Text Amendment to Parking for Restaurants
Hold a Public Hearing, and consider a recommendation to the City Council regarding
amendments to Article 5, Sections 5.1.F.Retail 20.Restaurants with Drive-in or Drive-through
Service and 21. Restaurant without Drive-In or Drive-Through Service to consider a reduction in
required parking.
Staff Presentation
Ms. 011ie stated that the parking standards have undergone several modifications over
the past few years as we continue to see new development in the city. The purpose of
this amendment is to evaluate the requirements for restaurants. In the early 2000's the
parking requirements were 1 space for every 3 seats. With more sit down restaurants
and fast food restaurants being developed, strict parking requirements may be
somewhat of a hindrance to development.
Based on staff research, we are proposing to amend the ordinance to allow restaurants
without drive in or drive thru service at a ratio of 1:100. Restaurants with drive in or
drive thru service to remain at 1:150.
Board Discussion
Commissioners expressed concern of parking on adjacent property. Ms. 011ie stated
that there will always be a problem with parking during peak times, but the majority
of the time parking lots are underutilized.
Commissioners questioned if there has been developers walk away due to the
restrictive parking requirements. Ms. 011ie stated no developer has walked away.

Some Commissioners felt now may not be the time to amend the parking
requirements. Ms. 011ie stated the planning side of the issue is why not make the
change for the parking requirements now. Wylie is catching up with sit down
restaurants and we do not want to wait for a developer to walk away.
Public Hearing
Chair Smith opened the Public Hearing. With no one approaching the
Commissioners, Chair Smith closed the Public Hearing.
Board Action
A motion was made by Commissioner Ahmed and seconded by Commissioner
Owens to recommend approval to the City Council to amend the parking
requirements for restaurants without drive in or drive through at 1:100. Motion
carried 4-3.
Ms. 011ie stated that the item will go to the City Council on July 11, 2017.
MISCELLANEOUS
Chair Smith stated that Vice Chair Larson is retiring from the Board, and wished him
well. All Commissioners and Staff thanked Vice Chair Larson for his service.
Ms. Bradley stated that the next meeting is on July 18, 2017. There will not be a meeting
on July 4'I'.
ADJOURNMENT
A motion was made by Vice Chair Larson, and seconded by Commissioner Owens to
adjourn the meeting. All Commissioners were in consensus.
