Staff Presentation Mr. Haskins stated that the property totals 1.348 acres and will create one lot with two single story structures.At this time,the developer/owner does not have tenant for either of the buildings. The tenants/leases will meet the parking requirements and uses permitted within the Light Industrial District. The plat shall also dedicate the necessary rights-of-way, fire lanes,utility, construction, and drainage easements. Recommendation Motion to recommend approval to the City Council regarding a change in zoning from Manufactured Housing (MH) and Neighborhood Services (NS) to a Planned Development (PD 2017-06) to allow for a Manufactured Housing Residential Development and a Retail Development on 30.58 acres of land located northeast from the intersection of Vinson Road and Allen Road. 2017-06 Discussion Owner: Yes! Communities Applicant: TRC Engineers, INC The applicant is requesting to establish Planned Development zoning for Manufactured Housing and Retail on 30.58 acres. The current zoning of the land allows for both uses however the applicant is asking for the Planned Development to allow for the new development to match the existing manufactured housing subdivision that is south of this tract of land. The proposed Planned Development has a total of two lots. The retail lot of this Planned Development will abide with the regulations of the neighborhood services zoning designation and has no variation within the Planned Development standards. The reason that the retail lot is included within this Planned Development is because the applicant is reshaping the boundary lines of the neighborhood services zoning to allow for better site design. The manufactured housing lot includes 149 manufactured residential units and 6 private streets that will be privately maintained. The Planned Development will be providing a screening buffer of 40 feet with a 6 foot masonry wall along the frontage of County Line road. In addition a 6 foot masonry screening wall will also be provided on the northwest side of the development fronting along Vinson Road over the length of the Manufactured Housing area. The manufactured housing portion of this Planned Development is unique in the fact that it will remain with the Page 1 of 2 Page 2 of 2 ownership of one entity with all streets being privately maintained. The zoning ordinance does have a separate section for this type of use that is defined as Manufactured Home Parks; However due to the applicant wanting to match the existing mobile home park to the south, a planned development was the best method to submit the requested exemptions that differed from the zoning ordinance. The difference from the current proposal PD 2017-06 and the zoning ordinance for the manufactured housing lot are listed below: - Allowing for residential units to have a lot size of 5,500 sqft as opposed to 7,200 sqft - All streets within the subdivision are going to be private streets with a width of 27 feet, as allowed by current zoning ordinance. Typical single-family residential streets have a width of 31 feet. - No on street parking will be allowed on the privately maintained streets as they will also be utilized as access and utility easements. - Rollover curbs with no sidewalks or handicapped access ramps will be installed adjacent to the private streets. Staff Recommends approval subject to additions and alterations as required by the City Engineering Department.
