Staff will provide an update on the progress of artists Michael Szabo and John Davis and the fabrication
designs of the three sites.
Prairie Crossing is still scheduled for the end of November 2017. John Davis has poured the
foundation for"Lift Off" and plans to install the piece in early December 2017.
• Discussion regarding the Wylie Arts Festival and board activities.
Executive Summary
Staff and the board have set the times for work schedules (see minutes from October meeting for
particulars). Staff will request an update on volunteers from board members Lopez and Bediako. Staff
will give an update on booths reserved for the event.

2. Consider and act upon approval of a "Call for Artists" for the Wylie Animal

Executive Summary
Staff is presenting the Call for Artists for the Wylie Animal Shelter. This call includes the theme,
location of the art budget and timeline for artist's responsibilities and meetings of the selection panel.
These items may change depending on submittals and actual scheduling. Staff is requesting that these
timelines can change if needed.

CALL TO ORDER
Chair Grimes called the meeting to order at 6:00 p.m. with the following PAAB members
present: Lynn Grimes, Michael Schwerin, Minerva Bediako, Nancy Peirce, Anita Jones, and
Lisa Green. Brooke Lopez was absent.
Board liaison Carole Ehrlich was also present.
DISCUSSION ITEMS
• Update regarding the 2016 Thoroughfare Public Art Projects. (C. Ehrlich,
PAAB Liaison)
Executive Summary
Board liaison Ehrlich reported that Artist Michael Szabo has installed "Entwine". It has been approved
by Building Inspections and staff is requesting final approval by the board and final payment of $19,500
to the artist in the business item in a business item tonight.
Prairie Crossing will be installed on or before the end of November 2017.
John Davis has revised his base plan and obtained a permit to build the base for his art piece. The
sculpture of"Lift Off" is over half complete. Installation should be later this year.
• Discussion regarding the Public Art Fund Budget for 2017-2018.
Executive Summary
PAAB liaison Ehrlich gave a rundown of the funds within the Public Art Fund and answered questions
regarding the fund. Board member Schwerin reported on possible grants for the 2018 Wylie Arts
Festival and other grant opportunities through Texas Commission on the Arts. The board directed
Schwerin and staff to move forward with possible grant writing to increase funds in the budget and fund
balance, and to financially assist with the events.

• Discussion regarding the Wylie Arts Festival and board activities.
Executive Summary
PAAB liaison Ehrlich gave the board a time schedule for workers and asked that a board member be
assigned to obtain volunteers and a list of times the volunteers will work. The board appointed Brooke
Lopez as the board member to obtain volunteers with her past success with other events. Below are
timelines for this event.
All members are required to attend and work their specific times and solicit for volunteers. If a member
is unable to attend the board member is responsible for providing two volunteers to work their schedule.
Friday 5:30 pm — 9:00 p.m. All board members and volunteers
Saturday 6:00 a.m. — 12:30 p.m. Tina, Lynn, Nancy, Lisa, Michael, and Minerva
Saturday 12:30 p.m. — 7:30 p.m. Carole (10:00 am to closing), Michael, Nancy, Lisa, Anita
Silent Auction All board members on duty will check vendors for sold items
It was also requested that all board members be in attendance at 9:30 am on Friday morning to set
parameters for the booths.

Board Action
A motion was made by board member Jones, seconded by board member Schwerin to
approve the PAAB minutes from September 21, 2017. A vote was taken and the motion passd
6-0 with board member Lopez absent.
2. Consider and act upon approval of "Entwine" installed by Michael Szabo and
authorize the final payment of $19,500 to the artist.
Executive Summary
Michael Szabo has installed Entwine and all work has been completed. Wylie Building Inspections
Department has approved the piece and staff is asking for approval by the board and authorizing final
payment of$19,500 to the artist.
The board made a trip to the art piece as part of the approval process during the meeting.

Board Action
A motion was made by board member Schwerin, seconded by board member Jones to
approve the sculpture "Entwine" fabricated and installed by Michael Szabo and authorize the
final payment of $19,500. A vote was taken and the motion passed 6-0 with board member

WYLIE ARTS FESTIVAL JURY
The Jury Selection Panel for the Wylie Arts Festival will meet immediately
after the PAAB Regular meeting to review and jury the WAF applicants.
The jury panel met at 7:18 p.m. to review the applications for the Wylie Arts Festival. They
concluded the review at 8:15 p.m.; present were Nancy Peirce, Lisa Green and PAAB liaison
Carole Ehrlich.

Recommendation
Motion to approve a "Call for Artists" for the Wylie Animal Shelter and allow staff to change meeting dates if
necessary.
Discussion
Staff has prepared a call for artists for the next public art project. The Wylie Animal Shelter was approved for
2018 by PAAB members. This call will provide the location, theme, budget and submission information for
artists wishing to apply. It will be through Café and be electronic for artist's submissions and viewing by the
Selection Committee.
Staff is requesting that members contact persons they believe would be beneficial to the selection committee.
Some of the categories for committee members include: artists or landscape architects, citizens of Wylie, a
member from the Animal Shelter Advisory Board and Public Art Board and art administrators.
This selection committee will be approved at a special called meeting in December.

Description of Public Art Project
The Public Arts Advisory Board of the City of Wylie, Texas seeks to commission an original art
work functionally, philosophically, and artistically integrated with the space for the Wylie
Animal Shelter. The shelter houses stray cats, dogs and other animals. The shelter is set back
from Hensley Lane with plans to eventually construct another structure fronting Hensley for
adoption purposes; separating animals that qualify for adoption from those that require more
care. Placement of the art piece will be adjacent to where the new construction will take place
and just to the right of the drive going to the existing animal shelter.
Art Space
• Art should complement the architecture in scale and form and open spaces of the area
• Artist responsibilities include base construction, lighting and oversight of installation
• Art should be creative but conceptually accessible to the viewer
• Art will be the focal point for community engagement
• The theme for this project is, The Rescue Power of"Adoption"
• Art should take into consideration children as well as adults frequenting the facility
• Lighting should be (energy efficient preferred), and should be a significant element of
the art/space
• Art work must be durable and require minimal maintenance

Budget — The budget for this project is $35,000. The fee includes: artist's fee, travel during
fabrication and installation, engineering, materials, fabrication, transportation, documentation,
insurance, permit fees (waived), and lighting.
Artists must be able to work within the listed timeline for completion of the projects
Selection Process — The Art Selection Panel will include 1-2 community members, 1-2
professional artists or experienced art coordinators, a representative from the Animal Shelter
Advisory Board, 1 Public Art Board member. Submissions of qualifications will be reviewed by
representatives of the Public Art Advisory Board, city staff and other professionals, and if
necessary initially narrowed to semi-finalists. The Art Selection Panel will narrow the field to 2-3
finalists for the project. The finalists will be invited for an optional site visit, dialogue with the
community, and if they wish, a period of time spent with staff. They will then be asked to
develop a conceptual approach (Maquette) for the artwork and make a presentation in person
of their proposal, for which they will be given an honorarium of$400.
The Art Selection Panel will rank the finalists for recommendation to the Public Art Advisory
Board, Staff and to the Wylie City Council. Upon approval, the artist will be awarded a contract.

Submission Requirements

✓ Letter of interest indicating interest in and potential approach to the project. The
letter should provide a description of how your professional background relates to
this art project.
✓ A current resume, per applicant, not to exceed 3,000 characters that highlights
professional accomplishments, particularly as relates to this art project. Applicants
working as a team will also be limited to 4,000 characters total.
✓ Images of previous, relevant work within the same budget and final cost. Maximum
of 15 images. Please send each image as a .jpg and label with artist's last name,
image number and image title.
✓ Annotated Image list, Including: image number, title, medium, dimensions, date,
budget, location, commissioning agency (if applicable) and brief description if
necessary.
✓ Three professional references including phone number and e-mail contact
information.
Please do not send specific proposals; the panel will not consider them. You may
refer to completed artworks or projects submitted in your application that
exemplify the aesthetic direction you might consider for the project if you are a
finalist.
Eligibility —The project(s) are open to all professional artists located in the continental U.S.A.,
age 18 and over, regardless of race, color, religion, national origin, gender, age, marital status,
or physical or mental disability. Applications will be accepted only from artists whose work is
being submitted in response to this RFQ. Applications submitted by third parties such as
galleries,art consultants, family members, etc. will not be considered. City of Wylie employees,
as well as selection panelists and their immediate family members are not eligible for
participation.
