REGULAR AGENDA Regular Agenda Minutes January 2, 2018 Wylie Planning &Zoning Commission Page 1 of 5 Site Plan for Lanman Addition Consider, and act upon a Site Plan for Medical Office on Lot 2, Block A of the Lanman Addition, located north of the intersection of Woodbridge Parkway and Hensley Lane. Staff Presentation Mr. Molina stated the applicant desires to develop a one story 5,522 square foot structure for a medical office on 0.882 acres. The property is zoned Planned Development Ordinance 2003-01, and the use is allowed by right within this zoning. The existing adjacent property, Pediatric Associates of Wylie, will share fire lane, access, and utility easement. The site is in compliance with the site design and landscaping requirements of the zoning ordinance. Staff recommends approval subject to additions and alterations as required by the City Engineering Department. Mr. David Bond, Spiars Engineering, 765 Custer Road, Plano, engineer for the subject property, stated that the building can accommodate three tenants of various sizes office space. Board Action A motion was made by Commissioner Rogers, and seconded by Commissioner Emerson,to approve the Site Plan for Medical Office on Lot 2,Block A of the Lanman Addition, located north of the intersection of Woodbridge Parkway and Hensley Lane. Public Hearing Zoning Case 2017-09 Hold a Public Hearing and consider a recommendation to the City Council regarding a change of zoning from Single-Family 10/24 (SF-10/24) District to Planned Development for Patio Homes on approximately 18 acres, generally located at the northwest corner of Brown Street and Westgate Way within the D.W. Williams Survey, Abs A1021, Tr 2. ZC2017-09 Staff Presentation Mr. Haskins stated that the applicant is requesting zoning for a Planned Development to allow for single family residential uses on 18.393 acres generally located on the northwest corner of Brown and Westgate Way. The Planned Development Conditions request homes starting at 1,800 square feet on 5,500 square feet lots with a minimum of 40% of those homes being 2,400 square feet. The Conditions sets a maximum lot count not to exceed 60 lots. Minutes January 2, 2018 Wylie Planning &Zoning Commission Page 2 of 5 Staffs opinion is that the detached single family development on 5,500 square feet lots almost doubles the 3,000 square feet minimum allowed within the goals of the City's Zoning Ordinance. Parks Board has recommended approval of the park improvements proposed by the applicant, including the design and construction of the trails extension. This parkland dedication represents approximately 30% of the total acreage of the PD. Mr. Haskins further stated that approximately 30% of the property is unusable due to being in the floodplain, under control of the Army Corp of Engineers. Forty-Four notifications were mailed,with two responses received in opposition of the request and no responses receiving in favor. Applicant Presentation Mr. Collier Bailey, Skorburg Company, 8214 Westchester, Suite 710,Dallas, applicant for the request,gave a short presentation to the Commissioners and Staff.He stated that the property will develop 59 single family homes. The average lot size of 6,500 square feet, with minimum lot size 5,500 square feet and the maximum 12,000 square feet. There will be two Homeowner's Association lots, as well as dedicated park land. The HOA lots will be a setback from Brown Street, and will include a six feet landscaped berm. The single family homes will be two-story patio homes,with very little yards and front yard entry. The front yard setback is 20 feet and 5 side yard setback. Public Comments Chair Smith opened the Public Hearing. With no one approaching the Commissioners, Chair Smith closed the Public Hearing. Zoning Case 2017-10 Hold a Public Hearing to consider, and act upon, a recommendation to the City Council regarding amendments to Article 5, Section 5.2.F.5 Body Art Studio of the Zoning Ordinance for an interpretation of the definition for Permanent Cosmetics. ZC 2017-10 Staff Presentation Minutes January 2, 2018 Wylie Planning &Zoning Commission Page 3 of 5 Ms.011ie stated that the request is to modify and create a new use category for Cosmetic Tattoo by defining permanent cosmetics and excluding it from Body Art or Tattooing. This use would also include micro-blading as a form of semi-permanent make-up that provides a means to partially or fully camouflage missing eyebrow hair with the appearance of simulated hair using fine deposits of pigments. In August 2017 and April 2017 the Zoning Board of Adjustment approved variances to grant the permanent cosmetic use or Intradermal Cosmetics as defined by the State. The Board directed staff to proceed with an amendment to the ordinance to include a definition for Permanent Cosmetics. Permanent Cosmetic Establishments would be allowed by right within Neighborhood Services, Community Retail, Commercial Corridor, Downtown Historic and South Ballard Overlay. Body Art Studio (tattoo parlor) remains an allowed use by right with the Light Industrial and Heavy Industrial zoning districts. Public Comments Chair Smith opened the Public Hearing. ZC 2017-11 Staff Presentation Ms. 011ie stated that staff is requesting the item to be withdrawn. After the December 5th work session and further research, a majority of the discussion focused on lot sizes between 6,000 square feet and 6,500 square feet. Any tracts of land desiring a new MH designation would have to go through a rezoning application regardless of the lot size being requested. The PD process would allow complete oversight from the Commission as well as the Council for land use compatibility and overall development and amenities. Discussion APPLICANT: Winklemann and Associates, Inc. OWNER: Parker Country Club,L.P./CVS Pharmacy, LLC The property totals 1.895 acres and has been approved for a single lot for a General Merchandise Store use. The subject property is part of approximately four acres of a Planned Development approved in 2006. This subject property originally had an approved site plan, landscape plan, and elevations from October 2015. On June of 2016 a revision to the original site plan was approved that changed the elevations with different materials and aesthetics. This third revision of the subject property is revising the site plan, elevations, and landscaping plan. The main reason for the revision is due to a drainage detention pond being required on the site. This detention pond limits the available space for the developer on the lot which caused the building to decrease in size from 14,600 square feet to 9,656. The new design and building placement complies with the setbacks of 25 feet in the front, 10 in the side and 10 in the rear. The developer is providing 30 parking spaces correctly sized at 10 by 20 feet with two handicapped spaces. A four foot wide meandering sidewalk with a 10 foot wide landscape buffer along the frontage of Parker Road and Country Club road will also be provided. While the exterior material of the building remains similar to what was previously approved by using cementitious fiberboard, brick and stucco; the architectural styling has substantially changed. The new design does not show as much façade articulation, visual variety and/or architectural detailing as what was previously approved in June of 2016. The new building design does however meet the bare minimum architectural design standards of the zoning ordinance. (ZC 2017-12) Discussion APPLICANT: Brian Rumsey(Cross Architects) ENGINEER: Brian Rumsey(Cross Architects) The Applicant is proposing a planned development to allow for an urban style approximately 300-unit multi- family development that will also include commercial uses. The property totals 15.72 acres and is currently zoned Commercial Corridor (CC). To the south is State Highway 78 and the rail line. To the west is light industrial zoned property occupied by Sanden International. To the east and north is commercial zoned property occupied by Home Depot, Tractor Supply, Tom Thumb, et al. The proposed uses are compliant with those listed in the Comprehensive Land Use Plan. Exhibit A are the proposed development standards. Exhibit B is a concept plan that shows the proposed layout of the residential and commercial uses. The development standards proposed will have the underlying regulations of Multi-Family (MF) and Community Retail (CR). The development will follow the Zoning Ordinance for those two districts unless explicitly stated otherwise within the PD Conditions. Some of the major differences between the PD and base zoning are: - The overall unit per acre density is higher to accommodate the 4-story urban style building. - Individual units can be smaller - Parking is set to 1.6 spaces per unit with shared parking for the commercial uses. Phase II of the project, shown as a hashed area on the south side of the property,may be developed as shown on Exhibit B. However,the developer may return for changes to the concept plan as the market dictates. In addition,the applicant is in the process of obtaining approval for the parking within the 50' Explorer Pipeline Easement. At this time approval Page 1 of 2 Page 2 of 2 looks promising,but the developer has submitted an alternate concept plan(Exhibit C)to be considered by the Commission. ZC2017-13 Discussion Owner: Bloomfield Homes,LP Applicant: Douglas Properties INC. The applicant is requesting for a change of zoning to a Planned Development to allow for single family residential use on approximately 52 acres generally located northeast of the intersection of South Ballard and Pleasant Valley Road. This tract of land has been recently annexed as part of a development agreement that was adopted on October of 2017. The land has been given a temporary zoning classification of Agricultural-30 (AG-30) until a permanent zoning is established by the Council in accordance with Article 8 of the City of Wylie Comprehensive Zoning Ordinance and the executed Development Agreement. The development standards of this Planned Development contain the same requirements set forth in the approved Development Agreement. The zoning exhibit shows a concept plan with 169 single family residential lots, 9 open space lots and the donation of 1.6 acres to the City of Wylie for a fire station. The residential lots have a minimum lot size requirement of 6,325 square feet with 1/3 of the lots being a minimum width of 55 feet, 1/3 of the lots a minimum width of 60 feet, and 1/3 of the lots a minimum width of 65 feet. The setbacks of the residential lots are 20 feet in the front, 5 on the sides, 10 on the corner sides, and 15 on the rear with a maximum building lot coverage of 50%. All homes will have a minimum size requirement of 2,000 square feet. The Developer will be required to install a screening wall where lots back or side to Elm, Ballard, and Pleasant Valley with a 5 foot side walk. The residential lots which back onto park land shall provide a decorative iron fence of uniform design to be installed by the home builder. Maintenance of the open space area will be the responsibility of the homeowners' association.
