TOUR EVENT TOUR OF EAST MEADOW TRAIL AND BROWN HOUSE The Wylie Parks Staff and Wylie Parks and Recreation Board will attend a tour of the newly opened East Meadow Trail located in the Wylie Municipal Complex and then tour the Brown House. Board Members and staff will meet at the Brown House parking lot at 6:30 p.m. Staff will then drive the Board to the East Meadow Trail for a tour. After the trail tour staff will take the Board back to the Brown House for a short tour and then begin the regular meeting at approximately 7:30 p.m A QUORUM OF THE PARKS AND RECREATION BOARD MEMBERS MAY OR MAY NOT BE PRESENT FOR THESE TOURS. Board Member Jones was absent from the meeting. Staff members present were Superintendent Robert Diaz, and Parks Board Secretary Janet Hawkes. ELECTION OF BOARD CHAIR AND VICE-CHAIR Board Member Kinser nominated Board Member Rose to serve another year as Chairman. Board Member Robinson seconded the motion, and a vote was taken and passed 6/0. Board Member Kinser nominated Board Member White to serve as Vice-Chair. Board member Chesnut seconded the motion, and a vote was taken and passed 6/0. CITIZENS PARTICIPATION No Citizens came forward. BUSINESS ITEMS 1. Consider and act upon approval of the minutes from the May 8, 2017 meeting. Board Action: Board Member White made a motion to approve Minutes from the May 8, 2017 meeting. Board Member Kinser seconded the motion, and a vote was taken and passed 5-1, with one abstention by Board Member Dean. 2. Consider and act upon approval of the minutes from the June 12, 2017 meeting. Board Action: Board Member White made a motion to approve Minutes from the June12, 2017 meeting. Board Member Robinson seconded the motion, and a vote was taken and passed 5-1, with one abstention by Board Member Dean. 3. Consider and act upon approval of a vendor application for the Wylie Orthodontics Specialists for an event in Olde City Park on September 22, 2017, with a rain date of October 6, 2017. Superintendent Diaz informed the Board that the vendor request was submitted by Iris Marroquin of Wylie Orthodontics Specialists, to host a ten year anniversary customer appreciation event in Olde City Park on Friday, September 22, 2017. The reason staff required the applicant to submit the vendor application is because they intend to arrange food trucks to supply food during their event at no cost to their patients and for a fee to all other attendees; 400 people are expected to attend. The event is not a fundraiser, and the applicant is a for-profit organization. After talking to Ms. Marroquin by phone, staff was advised that a petting zoo, bounce houses, games and other activities were planned during the event; however, planning was still in the early stages and subject to change. Staff asked Ms. Marroquin to email us a list of all event details but have not yet received the requested information. The Board had several concerns about vendor trucks selling items in a city park and felt it could set a precedence of similar sales for profit in the future. The Board questioned where the applicant plans to park the food trucks, which vendors they intend to use, and they expressed their desire for the applicant to attend the next Parks and Recreation Board meeting in order to address these and all other questions of concern. Board Action: Board Member Rose made a motion to table the item for further discussion. Board Member Kinser seconded the motion, and a vote was taken and passed 5-1, with Board Member Chesnut voting against. DISCUSSION ITEMS • Hail storm damage facility update — Brown House and Wylie Senior Recreation Center. Superintendent Diaz advised that the Brown House roof is now complete, the replacement stained glass will be installed at the end of July, and quotes for interior repairs are in the finalization process. Superintendent Diaz updated the Board that all of the senior center staff had moved back into the now fully operational senior center. The final repairs included installation of two newly added windows in the main area, fresh paint and new ceiling tiles throughout, and installation of the new AV system that was donated by the WASA group prior to the April 2016 hail storm. Waterbrook Church was recognized with a proclamation during a recent city council meeting. The senior center staff hosted a successful building grand re-opening event on July 3, 2017 from 12:00 p.m. to 1:30 p.m. wherein patrons were served ice cream sundaes. Mayor Eric Hogue and Assistant City Manager Chris Hoisted were among some of the event attendees. • Municipal Complex Trail-East Meadow project update. Superintendent Diaz presented a slide show with progress picture updates of the East Meadow Trail. At this time the trail is 98% complete with the concrete trail, sodded/seeded turf, the Trex boardwalk, and Creek Hollow Park fencing work all nearly finished. The Brown Street drive approach will not be completed until the parking lot is ready to open to the public. The tree line area of the Country Club trailhead has been cleared to allow for better visibility of the planned art piece. The three trailheads, Country Club, Brown Street, and the Municipal Complex, will all have some type of lighting. A grand opening for the completed trail will be planned in conjunction with the artwork dedication sometime in August or September.
