Parks and Recreation Board Meeting Minutes Monday,October 16, 2017—6:30 p.m. Wylie Municipal Complex 300 Country Club Road#100 Wylie,Texas 75098 CALL TO ORDER Board Chairman Rose called the meeting to order at 6:32 p.m.with Board Member Chesnut, Board Member White, Board Member Kinser, and Board Member Jones in attendance. Board Member Robinson and Board Member Dean were absent from the meeting. Staff members present were Superintendent Robert Diaz, and Parks Board Secretary Janet Hawkes. CITIZENS PARTICIPATION No Citizens came forward. BUSINESS ITEMS 1. Consider and act upon approval of the minutes from the September 11, 2017 meeting. Board Action: Board Member Jones made a motion to approve Minutes from the September 11, 2017 meeting. Board Member Chesnut seconded the motion, and a vote was taken and passed 5-0. 2. Consider and act upon approval of a vendor application for the Wally Watkins Elementary PTA for a fundraiser event at Founders Park on November 23, 2017. Superintendent Diaz informed the Board that the Wally Watkins Elementary PTA wants to host a 5K and one mile fun run (titled the Wally Watkins Turkey Trot)at the Founders Park trail the morning of Thanksgiving, November 23, 2017. This event was held near Watkins Elementary in previous years; however, due to safety concerns, the Wylie Police Department is currently not issuing permits for road races. The event will be held entirely within Founders Park without the use of any City streets during the race, and additional parking in the Wylie High School lot will be available to participants. Entry fees and school spirit items will be sold within Founders Park. The Parks Division will provide support for this event. Board Action: Board Member Kinser made a motion to approve the vendor application for the Wally Watkins Elementary PTA for a fundraiser event at Founders Park on November 23, 2017. Board Member Jones seconded the motion, and a vote was taken and passed 5-0. DISCUSSION ITEMS • Update on art installation at Municipal Complex Trail. Superintendent Diaz advised that the Wylie Municipal Complex Trail art piece, Entwine, has been constructed, up-lights have been installed, and decomposed granite is currently in process of being laid at the base of the piece. The other two art projects, Prairie Crossing and Lift Off, are both scheduled to be installed at the Brown Street trailhead and Disc Golf Course by the end of the year. • Review of FY 17-18 approved budget projects. Superintendent Diaz reviewed fiscal year 2017/2018 parks and recreation projects with the Board. With respect to all of the upcoming projects planned, Superintendent Diaz noted that due to the amount of projects there will not be a need for a Board Acquisition and Improvement(A& I) Project Committee during this fiscal year. Superintendent Diaz addressed 4B funded projects with the Board that will be addressed this year. They include the Parks, Recreation, and Open Space Master Plan,Wylie Senior Recreation Center Facility Usage/Needs Assessment study, and the Brown House Feasibility Study. The Community Park playground replacement project, which has a budget of$110,000, will begin construction by year end or early 2018. Superintendent Diaz also reviewed upcoming A& I Fund projects with the Board. These include design projects at Parkside Park, the Municipal Complex Trail for some trail lighting, Twin Lakes Park trail connection feasibility/design to Southbrook Park, and some conceptual design work for Braddock and Bozman Farms Parks. Staff will also work with the Wylie Lakes Home Owners Association on the installation of a fund-matched park pavilion in Wylie Lakes Park. Superintendent Diaz also notified the Board that the Master Plan process that will start this fiscal year will probably be composed of Parks and Recreation Board Members and City staff. The Master Plan process will take approximately one year to complete. ADJOURNMENT There being no further business, a motion to adjourn was made by Board Member Kinser. Board Member Jones seconded the motion, and a vote was taken and passed 5-0.
