2. Consider, and act upon a recommendation to the City Council regarding a Preliminary Plat

northeast corner of S. Ballard Avenue and Pleasant Valley Road.

CALL TO ORDER
The Planning and Zoning Commission was called to order at 6:00 p.m. A quorum was
present. Commissioners present were: Chair Ron Smith, Vice Chair Randy Owens,
Commissioner Jade Duan, Commissioner Roger Myers, Commissioner Mike McCrossin,
and Commissioner Bryan Rogers. Commissioner Brad Emerson was absent.
Staff present was Renae' 011ie, Development Services Director, Kevin Molina, Planner,
and Mary Bradley, Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Myers gave the Invocation. Commissioner Duan led the Pledge of
Allegiance.
CITIZENS COMMENTS
Chair Smith opened the Citizens Participation. With no one approaching the
Commissioners, Chair Smith closed the Citizen Participation.
CONSENT ITEMS
Consider and act upon approval of the Minutes from the March 20, 2018, Regular
Meeting.
Board Action
A motion was made by Commissioner Rogers and seconded by Commissioner
McCrossin to approve the minutes for March 20, 2018, as submitted. Motion carried 6

Hold a Public Hearing to consider, and act upon, a recommendation to the City Council
regarding a Replat for Railroad Addition,Lot 1R,Block 6; Being a Replat of Lots 1, 2, and
3, Block 6, establishing one lot on 0.557 acres, located on the southwest corner of Brown
and 1st streets (305-307 1st Street). RP 2018-02
Staff Presentation
Mr. Molina stated that the applicant is desiring to reconfigure three lots into one lot on
0.557 acres. Lots 1 and 2 has a structure that is used as a church/house of worship. Lot
3 has an existing residential structure, in need of replacement. All three lots are owned
by the church.
The purpose of the replat is to remove the property lines between lots and would allow
future construction and setbacks to conform.
Twenty notifications were mailed to property owners within 200 feet, and no comment
forms were received in favor or in opposition.
Public Comments
Chair Smith opened the Public Hearing.
Mr. Christopher Koehler, 304 N. First Street, expressed concern of traffic and parking.
Mr. Bobby Mitchell, Box 503, owner of 308 N. First Street, expressed concern of
parking.
Mr. Gary Taylor, 305 N First, applicant, stated that currently there is a gravel parking
lot in the rear of the church. Wylie Economic Development will be paving the
unimproved alley. Once the alley is paved, Citipointe will pave all three of their
existing lots, in turn expand the parking lot to the rear. This will also allow additional
parking for the downtown merchants on days that there is no function at the church.
Chair Smith closed the Public Hearing.

A motion was made by Commissioner Rogers and seconded by Vice Chair Owens, to
recommend approval to the City Council regarding Replat for Railroad Addition, Lot

Mr. Molina stated that the applicant is requesting to rezone a 19.76 acre property
located in the northeast quadrant of Brown and State Highway 78. The applicant is
requesting the tract be rezoned from Agricultural to Commercial Corridor.
Commercial Corridor is compatible with the Comprehensive Land Use Plan, with
designation of General Urban, which supports retail, restaurant type uses along State
Highway 78.
If the zoning request is approved, the applicant will seek a use for the property and will
adhere to the standards as set forth in the zoning ordinance. Any development for the
site will require a site plan and plat.
Thirty-four notifications were mailed and no responses were received in favor or in
opposition of the request.
Public Comments
Chair Smith opened the Public Hearing.
Mr. Todd Wintters, Engineering Concepts, 201 Windco Circle, representative for the
applicant, stated that this is the first step to obtain permanent zoning and start process
for retail uses on the property.
Ms. Christie Fleming, 307 Hawthorn Drive, expressed concern of crime, noise from
traffic and decrease of property value.
Chair Smith closed the Public Hearing.
Board Action
A motion was made by Vice Chair Owens, and seconded by Commissioner Myers, to
recommend approval to the City Council regarding rezoning a lot from Agricultural
(AG/30) to Commercial Corridor (CC), property generally located in the northeast
quadrant of Brown Street and SH 78. ZC 2018-05. Motion carried 6—0.
Chair Smith reminded the Commissioners of the next meeting on April 17, 2018.
Commissioner McCrossin stated that he will be unable to attend.
ADJOURNMENT
A motion was made by Commissioner Myers, and seconded by Commissioner Duan to
adjourn the meeting at 6:23PM. All Commissioners were in consensus.

This Preliminary Plat for Phase 6 of Inspiration represents 29 residential lots and 8 open space lots on 21.53
acres.
Inspiration is an approximate 700 acre master planned community; special municipal utility district (MUD)
located in unincorporated Collin County and the Extraterritorial Jurisdiction of Wylie, St. Paul, and Lucas.
When complete, the development will consist of approximately 1,400 single family lots of varied densities and
multiple open space areas and a WISD elementary school site. In accordance with the approved development
agreement; the MUD shall comply with City's Subdivision Regulations and plat requirements for properties
within Wylie's ETJ.
The development agreement adopted in October, 2011 requires that the average lot size be 8,500 square feet
and unit density be no more than 2.65 per acre for the development within the Wylie ETJ. The combined
average of the lots in all phases of the master planned community will comply with the requirements in the
development agreement.
Staff Recommends approval subject to additions and alterations as required by the City Engineering
Department. This item will be considered by Council on May 8, 2018

The applicant is requesting to amend an existing Planned Development Ordinance to allow for street parking on Street
D.
The proposed amendment to the development standards of the PD allows for street parking on one side of the street.
Street D will be allowed to be 21 feet in pavement curb to curb with the following conditions.
1. Parking areas are to be stripped.
2. The curb is to be removed on parking side to allow for easier parallel parking access.
This tract of land has been recently annexed as part of a development agreement that was adopted on October of 2017.
The developer is requesting for this street design due to a 75' Atmos easement that is adjacent to Street D. The street
design has been reviewed by the fire department, engineering department, and planning department.
Staff recommends approval of the amended PD as presented.
Notification/Responses: Thirty-Five(35)notifications were mailed; with no responses returned in favor or in opposition
at the time of posting.

Identical or nearly identical floor plan means that the layout, size and
function of the rooms are essentially the same Identical or nearly identical
street elevation design means little or no variation in the articulation of the
facade, height or width of facade, placement of the primary entrances,
porches, number and placement of windows, and other major architectural
feature. It does not mean similar colors, materials, or small details.

10. Garage Entry
a. Base Standard
Garage doors can be located on the primary street elevation of a single
family residential unit with an upgraded insulated door with carriage
hardware. The primary street would be the addressed street front. Garages

11. Dwelling Size
a. Base Standard
The minimum square feet of floor space shall 2,000 s.f.. , measured within
the outside dimensions of a residential dwelling unit including each floor
level,but excluding carports, garages, and breezeways.
12. Fencing
a. Base Standard
(1) Side and rear yard fences (if provided) shall be peiiiiitted to a height
of 8 feet maximum and constructed of wood with metal posts and
rails to the inside.
(2) Pressure treated wood is prohibited.
(3) Fences shall be constructed of decorative iron next to public open

13. Landscaping
a. Base Standard
(1) Each residential dwelling shall have sodded front, side, and rear yard

feasible to replant shall be replaced as soon as possible.

Each residential dwelling unit shall have an automated, subsurface
irrigation system.
14. Outdoor Lighting
a. Base Standard
All residential dwelling units shall have an illuminated standard porch
light at the front entry and drive/garage.
b. Desirable Design Attributes
Front facade and drive/garage shall be illuminated by coach lights on each
side of the garage and front yard activity area illuminated and wired to the
interior of the house.
15. Conservation/Sustainability
a. Base Standard
Each residential dwelling unit must comply with the Energy component of
the Building Code.

Street D will be allowed to be 21 feet in pavement curb to curb with parking allowed on one side of the street. The
parking areas are to be stripped and the curb is to be removed on the parking side to allow for easier parallel parking
access.
