The Board Chair requests that all cell phones and pagers be turned off or set to vibrate. Members of the audience are requested to step outside the Council Chambers to respond to a page or to conduct a phone conversation. The Wylie Municipal Complex is wheelchair accessible. EXECUTIVE SESSION Recess into Closed Session in compliance with Section 551.001, et.seq. Texas Government Code, to wit: §§Sec. 551.072. DELIBERATION REGARDING REAL PROPERTY; CLOSED MEETING. A governmental body may conduct a closed meeting to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on its negotiating position. • Discuss possible areas for park sites in the City. CITY _ ' I : Parks and Recreation Board Meeting Minutes Monday, February 12,2018—6:30 p.m. Wylie Municipal Complex 300 Country Club Road#100 Wylie,Texas 75098 CALL TO ORDER Board Chairman Rose called the meeting to order at 6:30 p.m. with Board Member Jones, Board Member Kinser, Board Member Chesnut, Board Member Dean, and Board Member Gilbert in attendance. Board Member Robinson arrived late to the meeting at 6:38 p.m. Staff members present were Superintendent Robert Diaz, and Parks Board Secretary Janet Hawkes. ELECTION OF VICE-CHAIR Board Action: Board Member Chesnut nominated Board Member Robinson to take over the Vice-Chair position for the remainder of 2017-2018 due to the resignation of Board Vice-Chair David White. Board Member Jones seconded the motion, and a vote was taken and passed 6-0. CITIZENS PARTICIPATION No Citizens came forward. BUSINESS ITEMS 1. Consider and act upon approval of the minutes from the January 8, 2018 Regular Meeting. Board Action: Board Member Kinser made a motion to approve the minutes from the January 8, 2018 regular meeting. Board Member Jones seconded the motion, and a vote was taken and passed 6-0. 2. Consider and act upon vendor application for Wylie East High School Cross Country Team to sell items at a cross country meet to be held September 1, 2018 at Founders Park. Board Action: Board Member Jones made motion to approve the request for vendor application for Wylie East High School Cross Country Team to sell items at a cross country meet to be held September 1, 2018 at Founders Park. Board Member Kinser seconded the motion, and a vote was taken and passed 6-0. DISCUSSION ITEMS • Presentation by Anne Hiney on the formation of a parks and recreation foundation. In attendance was Anne Hiney and Judy Burkhart-Williams, Wylie residents and representatives of the Blackland Prairie Playground Foundation. The 5031C non-profit Blackland Prairie Playground Foundation formed in 2003 and has supported the building and maintenance of the Pirate Cove playground since its construction in 2005. Ms. Hiney discussed with the Board the possible formation of a parks and recreation foundation under the guise of the current playground foundation. In discussion with staff she thought the Parks and Recreation Board Members could possibly assist in this transition from the current foundation playground focus into a broader one that concentrates on supporting parks and recreation facilities and activities. Ms. Hiney proposed to members of the Parks and Recreation Board to consider jumpstarting the new foundation by serving on a possible transition committee, or possibly assist in recruiting new volunteers to serve. She also agreed to stay on the foundation's board and assist with the new transition. Ms. Hiney stated that the foundation has a current balance of approximately$6,000 to$7,000 at this time. Superintendent Diaz added that the foundation could serve as a fundraising arm of the Parks and Recreation Division, probably independent of the Parks and Recreation Board. The Board requested staff research other cities that have aligned with foundations as to get a better understanding of the process. Board Member Dean, Board Member Jones, Board Member Robinson, Board Member Gilbert, Board Member Kinser, and Board Member Chesnut all agreed to participate in the formation of a new parks and recreation foundation and committee. Superintendent Diaz advised he would research the Open Meetings Act guidelines and provide more direction for the Board in the next weekly report. • Update on art installation at the Municipal Complex Trail. Superintendent Diaz updated the Board that the concrete foundation was poured for the Prairie Crossing art piece, and that installation is scheduled to begin in late March. Planned landscaping will be soon be added at the base of the Entwine and Lift Off art pieces. An art dedication is anticipated to be scheduled on a Saturday morning this spring, possibly May 5th, 2018. It is being considered to combine the Entwine, Lift Off, and the Prairie Crossing art piece dedications with the East Meadow Trail dedication. As made available, staff will communicate specifics to Board Members by including updates in the weekly reports. ADJOURNMENT There being no further business, a motion to adjourn was made by Board Member Jones. Board Member Kinser seconded the motion, and a vote was taken and passed 7-0. Recommendation Motion to consider and act upon reviewing park improvements by the Wylie Baseball/Softball Association at Community and Founders Parks. Discussion Staff was approached by the Wylie Baseball/Softball Association (WBSA) President Lance Wallace regarding a potential donation by the league for various park improvements. Staff has worked with the league to determine what improvements need to be made and the locations for the improvements. All the park improvements will be made by City contractors and supervised by City staff. Below are the list of proposed improvements and the approximate costs. Proposed improvements at Community Park FY 17-18: Batting cages (for league use only)-$40,000.00 Proposed improvements at Community Park FY 18-19: Fencing on east side fields-$65,000.00 Scoreboard replacement-$25,000.00 Proposed improvements at Founders Park FY 17-18: Dugout covers for Fields C and D $15,000.00 Proposed improvements at Founders Park FY 18-19: Dugout covers for Fields A and B $15,000.00 If the proposed improvements are recommended by the Parks and Recreation Board to the City Council, the Council would consider accepting the WBSA donation at the April 10, 2018 meeting. Fiscal Year 18-19 proposed improvements would be considered during the regular budget process in the spring/summer of 2018. Page 1 of 1
