CALL TO ORDER
Board Chairman Rose called the meeting to order at 6:30 p.m. with Board Member Chesnut, Board Member
Jones, Board Member Kinser, Board Member Robinson, Board Member Dean, and Board Member Gilbert in
attendance.
Staff members present were Superintendent Robert Diaz, and Parks Board Secretary Janet Hawkes.
PRESENTATIONS
• Wylie High School Student project— Dog park proposal.
Wylie High School students Aza Abdellatif, Leanna Doan, and Alessandra Morales presented a dog
park proposal before the Board.
CITIZENS PARTICIPATION
City of Wylie Assistant City Manager, Chris Holstead, announced to the Board the promotion of Robert Diaz
to Parks and Recreation Director following the retirement of Mike Sferra.
Citizen and resident of Bozeman Farms, Diana Burleson, 1331 Hillview Trail, proposed her desire to see the
addition of bike trails and lanes tying into existing ones within the City of Wylie in order to provide safer
routes for cyclists. As a software engineer currently staying at home, Ms. Burleson volunteered to research
and pursue grants to assist the city in the planning of new bike trails.
Citizen and resident of Bozeman Farms, Deborah Miller, 1712 Crescent Oak Street, recommended the City
of Wylie provide signage to remind cars to share the road and allow bikes to take the lane.
BUSINESS ITEMS
1. Consider and act upon approval of the minutes from the March 12, 2018
Regular Meeting.
Board Action:
Board Member Robinson made a motion to approve the minutes from the March 12, 2018 regular
meeting. Board Member Gilbert seconded the motion, and a vote was taken and passed 6-0 with 1
abstention by Bobby Kinser.
2. Consider and act upon reviewing park improvements by the Wylie Rotary
Club at Olde City Park.
Director Diaz explained that Wylie Rotary Club members approached staff with a proposal to donate
funds to the City of Wylie in order to assist with the installation of rod iron fencing along the Olde City
Park playground. Members of the Wylie Rotary Club determined the need for proposed fence after
observing Parks staff erect temporary fencing in Olde City Park for an event this past spring. The
Wylie Rotary Club is donating $4,000 to the project. This fence would serve as a safety barrier
between the playground and Jackson Street with future potential for connecting additional fencing to
encompass the entire playground perimeter. Fence gates will be added at a later time and likely
remain open with the exception of events. Staff recommended fencing to be standard black four foot
rod iron, to be constructed within the current fiscal year. The City of Wylie staff will coordinate the
construction of the fence by contractors with the expected total cost of the fence totaling
approximately$8,000. The City portion of the funding for the project will come out of the Acquisition
and Improvement Fund-Central Zone account.
Board Action:
Board Member Jones made a motion to approve the request for park improvements by the Wylie
Rotary Club at Olde City Park. Board Member Dean seconded the motion, and a vote was taken
and passed 7-0.
DISCUSSION ITEMS
• Parks and recreation foundation.
Director Diaz advised the Board that he forwarded the current foundation information to the Assistant
City Manager, Chris Hoisted, for his review. In addition Mr. Diaz made recent contact with Anne
Hiney, Prairie Playground Foundation president, regarding future ordinance changes based on a
similar setup to the City of Allen's current foundation, which was reviewed previously at the March
Parks and Recreation Board meeting. The next course of action will be for Ms. Hiney to update the
foundation bylaws to reflect changes discussed by the Board, and then submit them to the Parks and
Recreation Board for review and recommendation prior to final approval from City Council.
• Update on art installation at the Municipal Complex Trail.
Director Diaz updated the Board that the Prairie Crossing art installation phase is to begin the week
of April 15th with a three week construction timeline. An additional three weeks will be necessary in
order for staff to add composting and landscape bedding around the art piece.
The Entwine art landscaping has been completed with the installation of additional water lines by
staff for irrigation, as well as landscaping surrounding the base of the art piece.
The dedication ceremony for all three recent art piece additions is scheduled to take place on
Saturday, June 2, 2018; a specific start time has not yet been determined. Coordination of the
ceremony is being handled by former City Secretary, Carole Erlich, Public Art Coordinator. Once the
dedication invitation is completed by staff, the invitation will be sent to the Parks and Recreation
Board.
ADJOURNMENT
There being no further business, a motion to adjourn was made by Board Member Kinser. Board Member
Jones seconded the motion, and a vote was taken and passed 7-0. The meeting was adjourned at 7:34 p.m.

Discussion
The Wylie ISD Council of PTA's will be hosting a PTA promotion and school year kick-off event at Olde City
Park on August 25, 2018. The event organizers plan on selling food items and school spirit wear during their
event, with part of the proceeds from the sales going back to supporting the local school PTA's. The organizers
would be responsible for notifying the Collin County Environmental Services for food service/health
permitting. This event was held at the park in previous years with no issues.

Each WISD campus will have its local PTA unit set up a booth.Spirit wear will be available for sale and PTA memberships will be
promoted. Local businesses will be encouraged to set up booths to advertise.The event will include carnival games,food (free
burgers from In-N-Out,)a pep rally and drum line competition. Mayor Hogue and Superintendent David Vinson will be invited to
speak.This will be our third annual event.
NOTE:
If food is prepared on-site or off-site and brought to the location to be sold,the vendor must contact the Collin County Environmental Services Office in McKinney
(972-548-5585 www.collincountytx.gov)in order to obtain a Health Permit prior to the sale of such products. An Inspector must examine food preparation and
storage equipment to assure the health and safety of customers.
Sec.78-105 of the City Code of Ordinances states: It shall be unlawful for any person to solicit for sale,vend,peddle,sell or offer to sell any cold drinks,cigars,

Discussion
The Girl Scouts of Northeast Texas Riley Youngers' Gold Award Project group will be hosting a fundraiser,
Unleash Mobility, to raise funds for Community Awareness for Canine Companions for Independence (cci.org).
The group will host a dog walk, provide space for vendors, and other canine related activities. The event will
take place on September 1, 2018 at Olde City Park with a rain date of September 8, 2018. The event organizers
plan on selling food items during their event, with part of the proceeds from the sales going back to supporting
cci.org. The organizers would be responsible for notifying the Collin County Environmental Services for food
service/health permitting. This is the first year for this type of event to be held at the park. Event organizers are
working with staff regarding what staff support and materials will be needed for this event.

1. Host an organized dog walk around the park. Owners would pre-register and pay an entry fee for each dog. Dogs must be
on leash.

informational coloring book created by Riley and her volunteers,and giveaways(such as sample dog food etc)
b. Dog clean-up stations would be provided for the day of the event.
2. Provide 10 vendor tables that are at pet care,training and grooming related,CCI or mobility related,Community service
related (like Girl Scouts, Boy Scouts,WHS organizations(like FFA),etc)and possibly a few others that provide donation of
sales proceeds to CCI such as dunk tank,face painting,Scentsy for examples.
3. Provide demo of how service dogs can help those that are mobility challenged
4. Provide demo of dog training(obedience,agility)
5. Sell drinks(soda/water/lemonade), bake sale items, homemade crafts,event branded t-shirts as well as homemade dog
treats. (subject to approval per note below)
