Monday, February 12, 2018 — 7:00pm

CALL TO ORDER
Announce the presence of a Quorum.
Members present: Janice Borland, Shirley Burnett, Kenneth Cash, Rosalynn Davis,Jesse Meason, &
Rachel Orozco, Board Liaison
Members absent: Mindy Ayers, Juan M. Azcarate III
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name
and address. Board requests that comments be limited to three(3)minutes. In addition, the Board is not allowed to
converse, deliberate or take action on any matter presented during citizen participation.
Kevin Craig from the Bending Oaks neighborhood attended the meeting as an observer.
PRESENTATION
No presentation was given at the meeting.
ACTION ITEMS
The Library Board Minutes of Monday,January 8, 2018 were approved as presented.
DISCUSSION ITEMS
Library Emergency Plan Review:
The plan was reviewed by the City Attorney and revisions made along with those recommended by the
Library Board in January.The section entitled"Dealing with News Media and Public Inquiries" has been
sent to the Public Information Officer for review.The"Modified Lockdown" section has been sent to the
Police Chief for review.The current draft of the plan was reviewed by Board Members and the following
additional items were proposed/discussed:
• The plan contains an indoor map of the library, but an outdoor map also needs to be included.
• Under"Modified Lockdown"procedures,protocol needs to be included for how to handle a
minor who wants to leave the library with someone they know who has a car, but is not their
parent/guardian. Rachel will follow up on this.
• Rachel will follow to see if the Library should be having emergency drills and if so,how often.
• Rachel will get clarification on if there are City procedures in place for communication during
emergency events (such as when it would be safe to leave safe spaces after weather events).

• The word"designated" should be added to the third bullet point under"General Public/Shelters"
to read: City buildings are not designated tornado shelters for the public.
• Emergency procedure training should be included for new staff, as some may be hired in-between
the annual In-Service trainings. Rachel will check to see if this is included in the safety checklist.
Concern was raised that there are no security cameras for the outside of the Library. Rachel thinks a
camera for the outside book drop area was approved for the FY18-19 budget. She will follow up.
Rachel will follow-up with the Rec Center to see where they are at with their new emergency plan.
Rachel is awaiting response from the Attorney to some additional questions and for final feedback. Once
received, the final Library Emergency Plan will be brought to the Board for approval.
National Library Week:
A National Library Week Proclamation will be made at the City Council meeting on April 10 at 6:00pm.
Library Board members were invited to attend.

Programs for Children:
Kids Winter Reading Challenge: February 1 —March 31:
For kids in kindergarten through fifth grade. Stop by the Children's Desk to pick up the reading map.
Complete a path to get a prize while supplies last! We encourage children to read any books they choose
on their reading level.
L.A.M.B Collection: February 1—April 28:
Children 5th grade and younger may submit up to three original books for in-house check-out at the
Library. Complete Rules of Participation can be found on the library website.There will be four separate
Young Author's Receptions held on Saturday 5/12/18. Online registration is required and will go live on
Saturday 4/28/48.Authors will only be allowed to participate in one reception.
LEGO Family Build Day: Monday,February 19 from 2:00-3:45pm:
Show off your imagination with the Library's LEGO and DUPLO.All ages welcome. Children 9 and
younger must be accompanied by an adult.
Programs for Teens:
Teen Winter BINGO Reading Challenge: February 1 through March 31:
For 6th-12th graders only. Come to the Teen Room to pick up your BINGO card. Finish a row and get a
prize while supplies last.
Teen Anti-Valentine's Day Party: Thursday,February 15 from 5:30-7:OOpm:
6th-12th graders come to the Multipurpose Room to celebrate all things anti-Valentine's with chocolate,
games, Mad-Libs and other crafts. No registration required. For 6th-12th graders only.
Programs for Adults:
Winter Reading Challenge: January 1 through March 10:
Read or listen to three books and record their titles to complete a log for prizes! Pick up a reading log
December 27 through March 10. Ages 18 and Up.

Seed Swap: Saturday,February 24 from 2-4pm:
Wylie Recreation Center—arrive a few minutes early to place out your seeds. Bulbs and cuttings also
welcome. Come even if you don't have seeds to bring. Master Gardeners will be on hand to answer
questions and offer scheduled demos to get you started on the garden of your dreams. Suitable for adults
and families. Contact the Library's Help Desk for information on what to bring, types of seeds accepted,
and more. Please limit your time with a Master Gardener to nor more than 10 minutes.
