Minutes Regular Meeting April 19, 2018 — 6:00 p.m. Wylie Municipal Complex Council Chambers/Conference Room 300 Country Club Road, Bldg. 100 CALL TO ORDER The Public Arts Advisory Board meeting was called to order at 6:08 p.m. by Chair Lynn Grimes. Board members present included: Michael Schwerin, Nancy Peirce, and Minerva Bediako. Board members Brooke Lopez, Anita Jones, and Lisa Green, were absent. Staff present included: Carole Ehrlich, Public Art Coordinator. DISCUSSION ITEMS • Update regarding the 2016 Thoroughfare Public Art Projects. (C. Ehrlich, PAAB Liaison) Staff Comments Art Board Coordinator Ehrlich reported the next pour for Prairie Crossing would be for the floor area which was expected by April 24th. The next pour would be for the seating wall which will be poured after the sculpture is installed. The final pour would be for an extension of the sidewalk between the parking area and the sculpture. She advised the City Engineer would be on site for all pours and would report any issues. Ehrlich noted the final date for completion of the installation, due to some scheduling issues would be the around May 11th • Discussion regarding the Municipal Complex Public Art and Trails Dedication and the Lavon Disc Golf Park Art Dedication. (C. Ehrlich, PAAB Liaison) Board and Staff Discussion Public Art Coordinator, Ehrlich reported that the plaques had been ordered for the three pieces and June 2nd, 2018 at 10:00 a.m. would be the starting time for the dedication. Public Information Officer Craig Kelly would prepare the invitations and they would go out by e-mail. Ehrlich reported a "save the date" e-mail April 19,2018 Wylie Public Arts Advisory Board Meeting Minutes Page 12 would go out early May and then the invitations about 10 days prior to the event. • Update regarding the Animal Shelter Public Art Project. (C. Ehrlich, Public Arf Coordinator) Public Art Coordinator Ehrlich reported the artists had been in contact with staff to answer specific question regarding the shelter and their proposals. Robert Barnum from Michigan, Don Kennell from Santa Fe NM, and James Barnes from Santa Fe NM had their questions answered and are working on their proposals. Ehrlich reported the artists would be back on May 31, 2018 for their final proposals. She asked if the board wished to have a special called meeting following the proposals to finalize the approval and recommendation to Council for the final artist; rather than the regular meeting set for May 17th Consensus of the board was to cancel the regular meeting of May 17th and meet on May 31st following the selection committee meeting. • Update regarding the Bluegrass on Ballard set for June 30, 2018. (C. Ehrlich, Public Art Coordinator) Public Art Coordinator Ehrlich reported there were sixty vendors currently signed up for the event. She noted the individual vendors were listed in the packet. Ehrlich mentioned that with the additional time left prior to the event, she felt all booths would be reserved. • Update regarding the Bloomberg Philanthropies Public Art Challenge Grant.] (C. Ehrlich, Public Art Coordinator) Public Art Coordinator Ehrlich asked board member Schwerin to give a short update on the Bloomberg grant that will be submitted April 22, 2018. Board member Schwerin told the board that the committee has completed the proposal. The proposal includes three artists who will provide: a live sculpture creation by Luke Sides during events held in Olde City Park to kick off the event. Fourth generation photographer Byrd Williams will project brownstone designs of buildings that could redevelop the South Ballard overlay area and the business areas on Jackson/Oak Street in the Historic Downtown area. Mark Birnbaum (Videographer) will provide a documentary of the project as well as the history of Wylie. The proposal will show the revitalization of an older and important part of Wylie, as well as incorporate the vast history of the City. Schwerin noted that in-kind and monetary donations by the City and other organizations would total close to $80,000 and the proposal was requesting $120,000 from the Bloomberg Challenge. He reported the final decision regarding the successful grantees will be announced in December 2018. Members on the committee for Wylie included: Michael Schwerin, Lynn Grimes, Minerva Bediako, Julie Shipp (Quad C), Rachel Orozco, Lily Courtney, and Emily Gilchrist. BUSINESS ITEMS 3 1. Consider and act upon approval of the minutes from the March 15, 2018, Public Arts Advisory Board Special Called Meeting. (C. Ehrlich, PAAB staff liaison) April 19,2018 Wylie Public Arts Advisory Board Meeting Minutes Page 13 Board Action A motion was made by board member Schwerin, seconded by board member Peirce to approve the minutes of the Public Arts Advisory Board Special Called Meeting of March 15, 2018 as presented. A vote was taken and the motion passed 4-0 with board members Lopez, Green, and Jones absent. 2. Consider and act upon the approval of an ADA pathway installation for Prairie Crossing at a cost of$16,722 and direct staff to provide necessary documents. (C. Ehrlich, PAAB staff liaison) Board Action A motion was made by board member Peirce, seconded by board member Bediako to approve the addition of an ADA pathway installation for Prairie Crossing at a cost of$16,722 and direct staff to provide necessary documents. A vote was taken and the motion passed 4-0 with board members Lopez, Green and Jones absent.
