Those present besides Chairman Larson were Commissioner John Manganilla, Commissioner Tim Bennett, Commissioner Ruthie Wright and Commissioner Willie Osborne. Vice-Chair Phillip Johnston, and Commissioner Ramona Kopchenko were absent. Staff present was Renae 011ie, Planning Director, Charles Lee, Senior Planner, Jasen Haskins, Assistant Planner and Mary Bradley, Administrative Assistant. INVOCATION & PLEDGE OF ALLEGIANCE Commissioner Bennett gave the invocation and Commissioner Wright led the pledge of allegiance. CITIZENS COMMENTS Chairman Larson opened the Citizens Participation. No one approached the Commissioners; Chairman Larson closed the Citizens Participation. CONSENT ITEMS 1. Consider and act upon approval of the Minutes from the August 19, 2008, Regular Meeting. A motion was made by Commissioner Bennett, and seconded by Commissioner Osborne, to approve the minutes from August 19, 2008 Regular Meeting, as submitted. Motion carried 5 —0, with Vice-Chair Johnston, and Commissioner Kopchenko absent. Minutes September 2, 2008 Wylie Planning and Zoning Board Page 1 of 4 Page 5 of 52 REGULAR AGENDA Action Agenda 1. Consider a recommendation to the City Council regarding a Site Plan for Wylie Church of Christ, located at 901 South Ballard Street. Mr. Haskins stated that the property totals 2.3785 acres, with an existing 10,647 square foot church/worship facility, and the applicant is proposing to construct a 16,194 square foot addition. The Final Plat is on the current agenda. The Site Plan does not allow for the required number of parking spaces. According to the Zoning Ordinance 100 parking spaces are required for the 400 seats proposed in the main sanctuary. The Site Plan proposes to construct 91 on-site parking spaces and enter into a shared parking agreement with the adjacent property owner (Wylie Independent School District) for the remaining nine required spaces. Staff is recommending that within the Commissioner's motion, a stipulation for the shared parking agreement be approved by Council or a request for a variance be made to the Zoning Board of Adjustment. The request for the variance must be submitted by September 3, 2008, in order to be considered at the September 22, 2008 meeting. The parking agreement will be considered by the City Council on September 23, 2008, if the Commission recommends the shared parking agreement. Commissioner Bennett questioned the location for storm sewer drainage. Ms. 011ie stated that the applicant was not present; however, the storm sewer drawings would have been on the engineering plans. Mr. Haskins stated that the Site Plan is an expansion to an existing church/worship facility, and the utilities exist already. A motion was made by Commissioner Osborne, and seconded by Commissioner Wright, to recommend approval to the City Council for a Site Plan for Wylie Church of Christ pending approval of a shared parking agreement or a variance from Zoning Board of Adjustment for the nine required parking spaces. The property is located at 901 South Ballard Street. Motion carried 5 —0, with Vice-Chair Johnston, and Commissioner Kopchenko absent. 2. Consider a recommendation to the City Council regarding a Final Plat for Wylie Church of Christ creating one lot on 2.3785 acres, located at 901 South Ballard Street. Mr. Haskins stated that the property totals 2.3785 acres. The Plat will combine several separate lots from the Caldwell Estates Addition (platted December 1973), dedicates right-of-way on Pirate Drive to the City, and allow for the abandonment of 1,817 square feet at the west end of Duncan Way. The Duncan Way right-of-way abandonment was approved by City Council on August 26, 2008. The Site Plan is on the current agenda, which proposes a 16,194 square foot addition to the existing 10,647 square foot building. Consider and act upon approval of a Site Plan for Woodbridge Crossing, Block A, Lot 3 (Viewpoint Bank) developing a single story, 4,338 square foot Financial Institution with drive-through facilities on one lot consisting of 1.41 acres, generally located at the southeast corner of FM 544 and the extension of McCreary Road. Mr. Lee stated that the proposal is for a one-story financial institution facility on 1.41 acres, and totals 4,338 square feet. The property is located on the southeast corner of FM 544 and McCreary Road, and is zoned Planned Development(PD 2006 01). The overall planned development is designated for Commercial Corridor zoning, and is a component of the Woodbridge Crossing shopping center currently under construction. The replat for Woodbridge Crossing Addition, Block A, Lots 3 and 4 is on the current agenda. With no questions for staff or the applicant, a motion was made by Commissioner Manganilla, and seconded by Commissioner Osborne, to approve the Site Plan for Woodbridge Crossing, Block A, Lot 3 (Viewpoint Bank) developing a single story, 4,338 square foot Financial Institution with drive-through facilities on one lot consisting of 1.41 acres, generally located at the southeast corner of FM 544 and the extension of McCreary Road. Consider a recommendation to the City Council regarding a Replat for Woodbridge Crossing Addition Block A, Lots 3 & 4. Subject property located at the SEC of F.M. 544 and McCreary Road. Mr. Lee stated that the purpose of the replat is to dedicate fire lane, access and utility easements necessary to accommodate the development of the property. The property consists of two lots on a three (3) acre tract of land. A Site Plan for Lot 3 is on the current agenda. No plans have been submitted for Lot 4. With no questions for the applicant or staff, a motion was made by Commissioner Osborne, and seconded by Commissioner Wright, to recommend approval to the City Council for a Replat for Woodbridge Crossing Addition, Block A, Lots 3 and 4. Discussion The applicant, Gateway Community Church, is proposing to construct a 13,800 square foot church/worship facility on 12.6 acres. The property was annexed into the City August 31, 1999 and was the subject of a zoning change approved by Council in April 2008. The first phase of the development, as presented in this Site Plan for your consideration, will be a single story church/worship center. As part of the approved PD Conditions, exceptions to the design standards include: 1. Front façade oriented to the street shall not be required. 2. Landscaping in the front,rear and side yards shall only be required within 100 feet of any structure or paving. 3. Concrete tilt wall construction with textured finish shall be permissible. 4. Roofs shall be either built-up with a parapet, composition with laminate shingles or pre-finished metal. The exterior design materials will incorporate tilt wall panels with a textured finish and stone veneer as approved in the Planned Development. Landscaping shall be provided in proportion with each phase as required by the conditions of the PD. In an effort to shield property owners along the southern border of the property, shrubs or trees shall be planted in accordance with Article 7, Section 7.1.E.2, as development of the property moves southward. The applicant has submitted Engineering Plans for review by the City Engineer. All erosion control will be in place prior to the disturbance of any existing surface. Erosion control shall be required during all phases of construction. The General Contractor and all sub-contractors shall verify the suitability of all existing and proposed site conditions including grades and dimensions before commencement of any construction. In summary, The Site Plan complies with all applicable technical requirements of the City of Wylie including site, architectural and landscape design requirements and those items listed in the PD Conditions. Discussion The purpose of these revisions is to extend the boundaries of the DTH and redefine better transition points and to establish clear and concise guidelines for new and renovated structures. As time and technology change so must our ordinance as it relates to design and function. However, it is also important to identify those areas that we desire to preserve and maintain to reflect as closely as possible the rich history of Wylie. Background The Downtown Historic District(DTH)was created in November 2001 with the adoption of the city-wide revisions to the Zoning Ordinance and Map. The DTH District allows for a broad mixture of compatible uses and provides special development and design standards that preserve the historic and architectural character of the area. The residential design standards allows for residential structures to be placed/constructed adjacent to other such structures within blocks with existing residential character designs. The exterior design should be of similar character of surrounding historic style structures regardless of the internal use and design. Common design features of existing historical residential structures range in variety from as early as the Colonial Style (1600-1820) to the Arts and Crafts Movement from the 1910-1940 periods. Most of the styles in our area are revival styles which date generally from the 1900's to present. Most of the existing structures feature low pitched gabled roof with wide unenclosed eave overhangs with exposed roof rafters and/or decorative beams or braces underneath the gables. The features are typical styles of the Arts and Crafts Movement as well as the Bungalow style homes. The district also consists of Victorian style homes built in the late 1800's. It is because of these type features that it is important that we preserve this history throughout our DTH district and replicate it in new or renovated structures. In addition to the overall style of the dwelling, most residential structures Page 1 of 3 Page 17 of 52 Page 2 of 3 include foundation piers and crawl spaces that are usually covered by wood skirts and/or plantings and have windows with multiple lights. Again, these features are typical of this historic period. Consideration The DTH boundary shall be extended to the west along the east side of Birmingham Street to just south of Elliot Street and then east to the northside of Block 3, Lot 1R to the east side of Jackson and south to SH 78. This would remove Lot 1, Block A (Inwood Bank) and Lot R1, Block 3. Being that Inwood fronts SH 78 this would be a good transition point from Commercial Corridor District to the DTH. Extend the eastern boundary to include lots along the east side of 2nd Street and south to Marble,but excluding First Baptist Church Worship Center and parking lots. The attached Map (Exhibit 3) depicts the areas to be directly affected by the boundary change. 1. There are 13 lots to be rezoned from Commercial Corridor to DTH. These lots are located on the east side of Birmingham Street. Predominantly residential structures with non-residential uses. All lots fronting Birmingham Street within the DTH boundary must provide all required parking on site. These lots will be allowed to provide parking in the front, side or to the rear of the main building. 2. One lot (Inwood Bank) fronting Hwy 78 with access from Jackson and Birmingham Streets and one lot (vacant land) immediately north of Inwood Bank to be rezoned from DTH to Commercial Corridor. The original boundary line dissected these lots. This amendment will place both lots in its entirety into a single zoning district. 3. 32 lots to be rezoned from SF-10/24 to DTH. This includes 24 lots located between Jefferson and Brown along both sides of First and Second streets; the first 3 lots on the west side of Second Street immediately south of Jefferson Street, and 5 lots on the east side of Second Street between Jefferson and Marble streets. This amendment will bring into conformity 29 residential structures that are currently legally non-conforming. 4. 13 lots to be rezoned from SF-10/24 to Community Retail. The lots currently include parking lots owned by First Baptist Church. This amendment will place these lots into a single zoning district as they have been recently replatted with the church facility as one lot. Approval of this amendment as it relates to zoning changes will result in bringing 44 properties into conformance with the Zoning Ordinance. There are three infill properties on 1st and 2nd Streets that were built in the early 2000's under the current ordinance providing a brick exterior. Approving this amendment requiring wood or masonry composite with a wood pattern would deem these three properties legally non-conforming structures. The proposed amendment offers Sherwin Williams Preservation, or Valspar's Historic Color Palette or an equal color palette as the colors of choice for the primary façade, various architectural elements, or details within the Historic District. The current ordinance names Valspar Southern Heritage Group or an equal as the palette of choice. Valspar Southern Heritage Group was a color palette offered through Lowes a few years ago, but has been discontinued. In order to get those colors, we would have to contact the local store to get the formulas from the manufacturer directly. The National Trust for Historic Preservation has worked extensively with Valspar to develop an exclusive collection of historic colors documented from historic sites across the country. The resulting palette, sold exclusively at Lowe's, features over 250 historic colors. In an effort to provide customer efficiency we are offering various color palettes that are readily available and one that has a wider spectrum of colors that could be easily matched through any paint supplier. Staff is also requesting that sign regulations specific to the DTH be adopted. Signage for the DTH falls under the current guidelines of the Sign Ordinance as applied throughout the city. Because the intent of the DTH is to preserve the historic and architectural character certain elements of the Zoning Ordinance and other city ordinances must be amended to reflect such desire. By creating such elements that are specific to the DTH sets the area apart and makes it unique from other districts within the city. Pole type signs in the DTH are appropriate designs for residential structures regardless of their use. Signs should be kept to a minimum and be subordinate to the building. The proposed ordinance limits signage to a maximum of sixty-four (64) square feet. The 64 square feet can only be utilized if the building itself is at least 64 linear feet in width. Otherwise, the square footage is derived based on one square foot of sign space per every liner foot of building face not to exceed 64 square feet. Commercial building heights are limited to two stories no greater than thirty (30) feet tall, based on a 1:3 ratio. Meaning the building height should be at least one-third the width of the street. Page 18 of 52 2 Page 3 of 3 Additional Information In preparing this report, staff made contact with several on-line sources as well as personnel including: The National Historic Society, The National Park Service, The Texas Historic Commission, The Portal to Texas History, and The Historic Preservation Officer for the City of McKinney to obtain valuable information to guidelines for exterior building materials and the preservation of historic buildings. Included in this packet are photos of some of McKinney's historic homes within its designated historic district. McKinney's historic district covers a vast variety of homes covering several periods in time from the early 1600's to the mid 1900's. Although most of the homes were constructed of wood siding, there are a few homes constructed of brick or stone. For the most part the masonry finishes were applied to Tudor type homes built during the period from 1485 — 1603. Some of the homes have gone through several stages of renovation, reconstruction and rehabilitation. Exterior materials were altered from their original state, which caused these homes to loose some significant historic value. As recommended by the National Park Service it is highly discouraged to reconstruct historic buildings using substitute materials that do not convey the appearance of the historic building. Text Amendments are only required to be notified 15 days prior to the public hearing in the official newspaper of the City. This requirement has been met. Because the notification included increasing the boundary which would result in a zoning change those properties were notified in accordance with State Law. Purpose Wylie's downtown has been identified by the Comprehensive Plan as a valuable resource worthy of preservation as a historic district.This district provides development and design standards that preserve the historic and architectural character of existing development,provides for adaptive reuse of existing buildings,and the compatibility of new structures and uses with the historic nature of downtown.
