CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:10 p.m. with the following committee members present: Lily
Courtney, Nancy Peirce, David Dahl, Darlene Blakey, Reverend Al Draper, Mindy Manson and Chris
Funk.
PAAB Liaison Carole Ehrlich was also present.
PRESENTATION AND DISCUSSION ITEMS
Compilation and Presentation of the Call for Artists for the Wylie Animal
Shelter Public Art Project Scoring (C. Ehrlich, Board Liaison)
Public Art Coordinator, Carole Ehrlich explained that the selection committee would hear three
presentations from each of the semi-final artists. She noted the artists drew for presentation order.
The first artist to present was Jamie Burnes presented a 14 foot cat modeled after an Egyptian cat
painting he had viewed years before. The cat was water jet sculpted from corten steal and had the
Wylie Animal Shelter badge cut out in various places within the cat. At night the up lighting would
reveal the badge as shadows through the sculpture. Burnes told the committee this was created to
connect with the employees at the animal shelter and the work they perform. Burnes noted the corten
steel was low maintenance with only cleaning required.
The committee asked a few questions of the artist with regard to the steel becoming hot to the touch.
They also asked what the cat would sit on. Burnes replied it would be on a base standing about a foot
and a half in height. This would allow children to interact with the tail but would be very hard to climb.
The committee loved the design of the sculpture and the metal work that was put into the final design.
The second artists to present were the team of Don Kennell and Lisa Adtler, who created a sculpture
with the model of a house, open on one side and closed on the other. The house would stand 13 feet
tall and would house two animals on the open side; a dog and a cat. The house structure would be
made of aluminum and the animals of steel, painted in bright colors.
Adtler stated they wanted to connect with the community, using the design of the historic Brown House
in downtown Wylie as their model. The open end of the house created an interactive area where
- children could climb up and interact with the 5 foot animals. Kennell stated the house is the past, the
animals are the present and future; adding that children could visualize adopting one of these animals.
The house is the legacy and the ideal of this community. Lighting will be on the interior of the piece and
would be multi-color and programmable.
The committee asked if the animals would be safe for children to climb on. Kennell replied they were
made from forged steel and bolted together and would be very sturdy for children to climb on.
Committee member Courtney asked about the footing for the piece. Kennell stated that earth anchors
would be used to secure the piece to the ground. Committee member Manson asked how hot the piece
would get where the children would be playing. Kennell stated it would not get as hot as steel but
aluminum would retain some heat. Committee member Funk asked about corrosion issues between the
aluminum and the steel figures. Kennell replied that corrosion happened mostly with materials like
bronze and steel when they touch. He stated he could add a buffer similar to a seal in between the
connections between the animals and the floor of the house.
Committee members loved the interactive features of the art piece and playfulness of the animals. They
also liked the lighting that was created coming thru the roof of the house.
The final artist to present was Robert Barnum. Barnum presented "RESCUED". Barnum presented one
figure of a young girl holding a dog. The girl would measure 12 feet in height. The girl is rendered from
aircraft grade aluminum and the dog from corten steel. In addition, Barnum presented two figures on a
5 foot pedestal measuring over 21 feet in total height. These two figures were designed as animal
shelter employees standing with a carousel of animals they are attending to. The figures had words cut
into the aluminum including: honor, compassion, bonding and other words depicting the work the
shelter employees do day in and day out. Barnum stated he wanted the sculpture to be visual from all
angles of the roadway and parking area. He noted the figures would be lit from below at night.
Committee member Dahl asked where the lighting for the art would be placed. Barnum replied all the
lighting would project up but would be placed in areas that would not cause trip hazards. He mentioned
he hoped to place the lighting in the concrete bases. In this way viewers can explore the discovery of
the words within the sculpture. Committee member Funk asked about the corrosion between the corten
steel and the aluminum. Barnum replied the design of the metal tray may need to be changed to a seal
between the two metals at the connections.
Ehrlich explained that even though this was a public meeting, the artists chose to leave during the
discussion phase of the meeting.
BUSINESS ITEMS
1. Consider and act upon the minutes from the February 22, 2018 Animal Shelter Selection
Committee meeting. (Art Coordinator, C. Ehrlich)
Committee Action
A motion was made by committee member Draper, seconded by committee member Courtney to
approve the February 22, 2018 Animal Shelter Selection Committee minutes. A vote was taken and the
motion passed 7-0.
2. Consider and act upon the semi-final artists for the Animal Shelter Public Art Project. (Art
Coordinator, C. Ehrlich)
Committee Comments
The committee carefully reviewed each artist, and gave some comments regarding each piece.
Committee member Funk had concerns with Kennel's art piece regarding climbing and walking on it.
He also had concerns with the corrosion of the piece with the constant walking and playing on the

aluminum. He stated the heat would be intense in the summer months and would get up to 150
degrees at times.
Committee member Blakley stated that she loved Robert Barnum's art because of the sophisticated
offering for the Wylie Animal Shelter. Blakey also liked the words that were incorporated into the body
of each sculpture.
Committee member Manson had some concerns with Kennel's placement of the art piece on the site.
Manson stated she liked the patch and the sculpture design of the cat created by Burnes and also liked
the design of Robert Barnum's piece.
Committee member Peirce had concerns with Kennel's placement but liked both the Burnes and
Barnum art pieces.
Committee member Courtney stated she loved both the Barnum and Burnes sculptures. She too had
some concerns with Kennel's piece with placement and heat.
Committee member Dahl stated that he liked Kennel's piece for the history and being children friendly.
He did not have concerns with the galvanic action of the piece. Dahl liked the sculpture that Burnes
created but didn't see the children aspect or the other animals housed at the shelter. Dahl stated that
the presentation that best depicted the work done at the Animal Shelter was the Barnum proposal.
Ehrlich asked the board to choose a final artist for the Wylie Animal Shelter. She asked for any further
discussion. Committee member Dahl and Blakey asked that the wording on the piece be changed from
Animals = Humans to something that may show the interaction between animals and humans but
perhaps Animals + Humans = Committee member Manson also commented that she would like to
see the discs between the animals and the worker's hand removed and the hand to animal approach
used.
Committee Action
A motion was made by committee member Funk, seconded by committee member Courtney to
approve Robert Barnum as the final artist for recommendation to the Wylie Public Arts Advisory Board
for the Wylie Animal Shelter Public Art Project. A vote was taken and the motion passed 6-1 with
committee members Draper, Blakey, Funk, Courtney, Manson and Dahl voting for and Peirce voting
against.
ADJOURNMENT
Committee Action
A motion was made by committee member Dahl, seconded by committee member Manson to adjourn
the meeting at 7:55 p.m. A vote was taken and the motion passed 7-0.
